1) Introduction
PPSMI is learning and teaching science and mathematics in English. In 2003, the
Malaysian government implemented a new policy in the national education system; English is
made the language of instruction in schools for the teaching of Mathematics, Science and
technology subjects. These subjects had formerly been taught in the Malay language. PPSMI is
the outcome of a policy decision made by the Government of Malaysia as the result from the
Minister`s Council Meeting held on 19July 2002.
The implementation of PPSMI was carried out in stages beginning with the 2003 schooling
session. The pioneers were all Year 1 students for Primary Schools, Form 1 and Lower 6
students for Secondary Schools.The full implementation of PPSMI was in 2007 for Secondary
Schools and 2008 for Primary Schools.
The rationale for the decision to change the medium of instruction from the Malay
Language to English for the teaching and learning of Science and Mathematics subjects was
made based on the government’s concern on the nation’s human capital development towards
achieving the standard of a developed country, as well as an early preparation to complete in the
era of globalization.
It is widely known that the field of science and mathematics form the basis and have a
crucial role in the progress and development of a country. Various innovations and discoveries in
these two fields happen rapidly and information access is mostly in the English language.

English language is also the language spoken internationally and mastery in this language
would allow easy access to information in these fields.The policy decision to implement PPSMI
was made to ensure students’ mastery in science and mathematics by referencing one of policy
to change people in Malaysia.
2) History

3) Rationale PPSMI
Science and Mathematics are very dynamic in education field. The field of Science and
Mathematics form the basis and have a crucial role in the progress and development of a country.
The rationale for the decision to change the medium of instruction from the Malay Language to
English for the teaching and learning of Science and Mathematics subjects was made based on
the government’s concern on the nation’s human capital development towards achieving the
standard of a developed country, as well as an early preparation to compete in the era of
globalization.
It is widely known that the field of science and mathematics form the basis and have a

English language is also the language spoken internationally and mastery in this language
would allow easy access to information in these fields. English is the language knowledge and
language of communication to facilitate our global competitive international level. To make
Malaysia a developed nation and competitiveness in various fields whether in terms of
economic, technological, scientific, educational or political barriers to show the need mastery of
English among the people of this country entirely, especially younger generation who will shape

the country in the future without sacrifice self-esteem and identity of Malaysians and Malays in
particular.
When proposing the policy, Tun Dr. Mahathir was in the opinion that Malaysia's
progress is declining in the age of globalization, and he had hoped that this policy gives a
competitive edge to the nation, following the footsteps of Singapore and India which are moving
forward because of their utilization of the English language.
In conclusion, the policy decision to implement PPSMI was made to ensure students’
mastery in science and mathematics in view of the fact that most of the sources are available in
the English language. Indirectly, it is also hoped that the implementation of PPSMI would
contribute to the enhancing of students’ command of the language.
PPSMI was implemented for the 2003 school session students enrolling in Year 1 and
Form 1 in primary and secondary schools respectively. Students of other grades are not affected,
and continued to study Mathematics and Science in the mother tongue. PPSMI learning materials
were offered in the form of packages consisting of these components:
Textbooks: Given to students as the basic source for learning on concepts and skills in
Science and Mathematics.
Activity Books: Given as supplementary material for students to practice their
understanding of the concepts learned from textbooks. These "Buku Latihan dan Aktiviti"
or "BLA" were provided for students of Year 1 only.
Teacher's Guide: Material prepared for teachers as reference and guide to plan and
implement effective teaching of the Science and Mathematics.
MyCD or "Pupil's CD-ROM": "BLA" in the form of multimedia presentations recorded
in compacts discs and included with every Activity Book. The contents consists of an
interactive games and simulators as well as electronic tests.
Teacher's CD-ROM: This material was meant to help teachers to plan and implement
effective teaching of the Science and Mathematics. Among the contents are questions

banks, additional activities as well as URLs to websites with relevance to the subject.
These CDs are included in the Teacher's Guide.
Science Practical Book: Published to ensure that Science are taught not only in theory but
also in practice.
Glossary Book: A reference guide containing definition to terms pervasive in Science and
Mathematics.
As for the implementation in Chinese schools, after a protest was made by the nation's union of
Chinese schools Dong Jiao Zong, a compromise was reached where the teaching of Science and
Mathematics was made done both in English and Mandarin.
According to western academics, Russell Ackoff, a theory he has about the learning
process and development of human knowledge and how things could be processed and the data
is processed into wisdom (wisdom), "The Cognitive Hierarchy". He did say that the learning
process that begins with data, the group evolved into the details of information that information.
Information is then processed into knowledge or knowledge. Then it grew into an understanding
of knowledge that can be practiced and practiced by anyone. According to Islam, when this
knowledge is learned and practiced knowledge becomes meaningful to someone. When a person
really understand what has been learned and practiced, then knowledge and understanding that

becomes a valuable wisdom that is where a person could be thinking with more consideration
and follow a healthy and rational mind. This was submitted by a western academic theory about
the cognitive levels at which knowledge development in accordance with the Islamic
perspective.
Why do I submit the theory of Russell Ackoff? This is because generally, the
implementation PPSMI, cognitive development of students according to the theory of cognitive
levels only in the level of "information" or information and do not develop knowledge. This led
to many students who do not understand what is taught. They understand what the term should
be used only in the subjects of Science and Mathematics and they only understand the concept
used for a subject but they are not able to describe the concept in more detail and try to associate
these concepts in their daily lives. So therefore, I am of the view that implementation should be
abolished PPSMI with a short time so that students can understand what I learned in the native
language. This is because many native language gives meaning in all areas of knowledge and
provides basic knowledge and strength to be developed by students. When the knowledge base
has been controlled, so students can develop the knowledge to use English while at the
University level for strengthening and improvement. Mathematics and Science subjects must be
converted back to malay to further enhance the level of understanding of students in Science and
Mathematics.
Shall we see our children only understand the information but do not understand that
content knowledge? You think and value themselves. I only give opinions and ideas through
cognitive theory relevant levels of knowledge and understanding of human development. What
is important now not only a language issue, but also the rate of understanding our nation's
children about what they understand. Not all the smart and clever use of English. We must
consider and take into account all factors and information before making a policy for mutual
interest and not for self-interest.

6) Conclusion
The quality education is of utmost importance to a nation. The whole idea of a good education
system is to prepare out children so that they are better prepared to face the challenges of
globalization. The need to strengthen our nation`s economy in a view of the global economic
slowdown is becoming rather critical.

iii. The study showed that there was a significant correlation between UPSR English
result and other subjects monthly test results, such as English, Mathematics and
Science.
iv. Science subject has been found to be more affected by the implementing of
teaching science and mathematics in English.
The results of this study described what have happening in the schools regarding the
implementation of English language in learning science and mathematics. Students have
encountered language problems as well as contents’ problems and to overcome these
problems they need help and guidance from the teachers. Emphasized should be given more
on building up students proficiency in English before they could learn science and
mathematics effectively.
