Dear esteemed MEA Members
We are fully aware with the serious concern of our members on permanent transfer to Nagarnar site
and inordinate delay in implementation of Transfer Policy and enhanced EICS. We are continuously
requesting Management to review the decision of permanent transfer and expedite implementation of
transfer policy and revised EICS. The last reminder, sent to the Management after making personal
request to all the Directors & CMD, is attached herewith for your ready reference.
Regarding execution of large size project, we have all types of methodology available from our own
experience. We have executed Durgapur modernization job by deploying majority of executives on
permanent posting because the above site was well developed and was near to our head office.
Moreover, all infrastructure facilities were made available by the client both at the working and residing
places and there was no difference in the facilities given to the MECON employees and to the DSP
employees. Further, we executed another project in NINL, Duburi. This site was, though, not far off
from our head office, but it was a remote place with inadequate infrastructure facilities. Hence, this job
was executed by posting majority of employees on temporary transfer and there was no complaint of
any de-motivated work group of our executives. NINL had also not put any objection to our working
philosophy. Our present CMD, who was also their as in charge for considerable period, is well aware
about this fact. Presently, we are executing another project at IISCO, Burnpur which is again well
developed place near our head office but infrastructure facilities were not adequate enough for
deployment on permanent basis. However, previous Management experimented by deploying people
on permanent as well as on temporary basis which failed miserably as this experiment resulted into low
morale of our executives at site. A corrective action was subsequently taken by changing permanent
posting to temporary one for the executives who were working their since long and that ultimately lifted
their morale. But, many other executives are still posted their permanently and facing the hardship due
to inadequate facilities.
Now, we have started execution of another project at Nagarnar site which is not only far away from our
head office but also remotely located. Inadequate infrastructure facilities are also another big problem.
All these are causing maximum physical and mental hardship for the executives deployed to Nagarnar.
Taking all these factors into consideration and comparing with different sites as mentioned above, it
became evident that Nagarnar project can be executed more effectively only by placing people on
temporary transfer in rotation by adequately overlapping between the changes of guards. The period of
stay for the zonal in charges, if at all required due to insistence of the client, can be extended by having
a discussion among all the concerned on case to case basis.
With all these explanation and thought process, we are persuading Management to take holistic
approach on the issue and we are hopeful that Management will respond positively and will win the
trust of the executives by taking decision in line with above suggestions.
Regarding, implementation of Transfer policy and enhanced EICS, it has been told to us that policies
have been more or less finalized incorporating the suggestion of MEA and it is only matter of days to
put it in practice. We hope Management will do the needful at the earliest.
This message is being given for information to all of you with a request to have patience and faith on the
Management who can not be the silent spectator to the apathy of their own employees.
