Bothcandidatesspokeabouttheneedto
balanceenvironmentalprotectionandeconomic
developmentandeachlaudedPECasavoiceof
reasonamongenvironmentalgroupsthatjustdemonstrateoutsideagovernorsoffice.
Gov.Corbettsaidhehaswitnessedsignificantimprovementintheenvironmentfromhisown
experienceasaBoyScoutgrowingupandgoingoncanoetripsontheAlleghenyRiver.Weallhave
thesamegoal,andthatgoalisthebetterenvironmentweveallbeentalkingabout,astronger,more
prosperousPennsylvaniaforourchildrenandourgrandchildren.
Onnaturalgasissues,Gov.Corbettsaidtheexistingdrillingimpactfeeheproposedhas
generated$630millionoverthelastthreeyearsandisworkingforpeopleacrossthestateandatthe
locallevel.Everyoneoughttopaytheirfairshare,andtheydo,saidCorbett.
Gov.CorbettpointedoutthatgreenhousegasemissionsinPennsylvaniahavedeclined
significantlywhiletheeconomyhasgrownthanksinparttotheuseofnaturalgas.
Wolfsaidanewresponsibleandreasonableseverancetaxwouldprovidecertaintyforthe
industryaswellashelpPennsylvaniasschoolsandmitigatesomeofthedamagetotheenvironmentand
infrastructuretheindustrymighthaveinadvertentlycaused.
WolfsaidhewouldproposeathirdroundoftheGrowingGreenerifhewaselected,butdidnot
sayhowitwouldbepaidfor.Hetalkedabouttheneedtoaddressclimatechangeandgreenhousegas
emissionsby,amongotherthings,joiningtheregionalgreenhousegasinitiativeundertheright
circumstancesandexpandwindandsolarpower.

PennsylvaniaspartofthereportsaidtheCommonwealth
exceededitsphosphorusgoalandfellshortinreachingitsoverall
nitrogenpollutionreductiongoal.
Oftheeightpracticesevaluated,theCommonwealthmetorexceededitsgoalsforfour
practices:barnyardrunoffcontrols,stormwaterinfiltrationpractices,wastewatertreatmentplants,and
conservationplans.
Itfellshortinfourareas:forestbuffers,conservationtillage,nutrientapplicationmanagement,
anderosionandsedimentcontrol.
WhilePennsylvaniafarmershavemadesignificantstridessince1985inpollutionreduction,
somepracticesarefallingshortofachievingcommitments.Tohelpattainthisessentialgoal,improved
investmentincostshareandtechnicalassistanceprogramsthattohelpfarmsdevelopandimplement
requirederosionandnutrientplansisnecessary.
Becausetheseplanshavebeenrequiredbylawfordecades,adequateenforcementtoensure
thatallfarmsnotonlyhavethembutarefollowingthemcorrectlyisimperative.
AsthelargestcontributorofnitrogenpollutiondamagingtheChesapeakeBay,Pennsylvania
hasanimportantresponsibilitytomeetitspollutionreductiongoals,saidCBFsPennsylvaniaExecutive
DirectorHarryCampbell.Thiseffortisbiggerthanonecommunityoroneindustry.Theeffortbeginsin
ourownbackyardsandinPennsylvaniasriversandstreams.Investmentsmadeherehavebenefits
hereprotectingdrinkingwaterandhumanhealth,improvingthequalityoflifeinlocalcommunities,and
improvingagriculturalproduction.
Pennsylvaniaalsoneedstocontinuetoexpandinnovativeapproachesthatmaximize
environmentalbenefits,suchasCBFsbufferbonusprogram.Theprogramrewardsfarmerswho
establishriparianforestedbufferswithvoucherstocoveradditionalpollutionreductionpracticesneeded
onthefarm
DelawareandPennsylvaniaaretheonlytwostatesintheChesapeakeBayWatershedthatdid
notmeettheirmilestonegoals.Maryland,Virginia,WestVirginiaandWashington,D.C.mettheir
commitments.NewYorkdoesnothavemilestones.

Lymediseaseisabacterialinfectiontransmittedprimarilybyticks.Lymediseaseandother
tickbornediseasesposeaseriousthreattothequalityoflifeforPennsylvanians,withLymedisease
casesincreasingdramaticallyoverthepastseveralyears.
In2009,2011and2012,Pennsylvaniarankedhighestinthecountryinthenumberofconfirmed
casesofLymedisease.From2002to2012,Pennsylvaniahasreportedatotalof46,178confirmed
casesofLymedisease.
WhileLymediseaseismostprevalentinSoutheasternPA,itisfoundacrossthe
Commonwealth.Earlydiagnosisandappropriatetreatmentofthesetickbornedisordersanddiseases
cangreatlyreducerisksofcontinuedsymptomswhichcanaffecteverysystemandorganinthebody.

reclamationprojectinWinslowTownship,JeffersonCounty.
Thisawardedcontractisjustoneexampleofthedepartmentseffortstoreclaimabandoned
minesitesacrossthestateforthesafetyofourcitizensandthehealthofourenvironment,DEPMining
EngineerRogerBowmansaid.
Theprojectwillincludetheincidentalremovalofcoalandthereclamationof19acresof
abandoneddeepmineandsubsidenceareas.ThereclamationworkwilloccurwithintheRedbank
Creeksubbasin,andwilleliminatesafetyhazards,promotepositivedrainagetoFehleyRunand
contributetotheimproveduseofthepropertyforwildlifehabitat.

PennStateresearchersareseekingClearfieldCountyresidentswhoareinterestedinscienceandenergy
toparticipateintheMarcellusCommunityScienceVolunteerProgram,atenweekprogramexploring
thenaturalandsocialsciencesthroughthecontextofnaturalgasdevelopment.

ProtectionAgencysPartnershipforSafeWaterProgram.
ThePhilipsburgWaterTreatmentPlantreceivedtheelitePhaseIVPresidentsAward

EphrataWaterPlantCompletes3rdPhaseOfPartnershipForSafeWater

TheEphrataAreaJointAuthorityWaterTreatmentPlantinLancasterCountyrecentlycompletedthe
thirdphaseofthePartnershipforSafeWater,avoluntaryefforttoprovidesafedrinkingwater.
Presently,thewaterplantprovidesdrinkingwaterservicetoapproximately17,937people.
TheEphrataAreaJointAuthorityWaterTreatmentPlantisnowoneofthe58waterplantstocomplete
thisphaseofthePartnershipinPennsylvania.
ThePartnershipforSafeWaterismadeupoftheDepartmentofEnvironmentalProtection,
U.S.EnvironmentalProtectionAgency,thePASectionAmericanWaterWorksAssociationandother
drinkingwaterorganizations.Itsgoalistoimplementpreventativemeasuresthatarebasedon
optimizingtreatmentplantperformance.
PhaseIIIentailsadetailed,peerreviewedreportthatsummarizestherigorousselfassessment
portionoftheprogram.Thisphaseisspecificallygearedtowardidentifyingweaknessesinplant
operation,designandadministrationthatcouldleadtoabreakthroughofwaterbornediseasecausing
organismsintothefinishedwaterthatisdistributedtoconsumers.Correctingtheseweaknesseshelps

rulemakingincreasingunconventionalwellpermitfeeswaspublishedintheJune14PABulletin.The
newfeeswilltakeeffectJune14.(formalnotice)
UndertheCorbettadministration,therehasbeenastrategic,proactiveapproachtothe
oversightofthisindustry,DEPSecretaryandEQBChairpersonE.ChristopherAbruzzosaid.The
effortstodatehavebeenunprecedented,andthisfeeincreasewillgiveustheabilitytocontinuetogrow
andstrengthenourprogramalongwiththegrowingindustry.
Thedepartmentprojectstheincreasewillresultinadditionalannualrevenueofabout$4.7
million,whichwillsupportnewinformationtechnologyprojectsrelatedtooilandgas,including
streamliningelectronicreview,mobiledigitalinspections,upgradestoreportingsystemsand
modernizationofformsanddatabases.
ThenewrevenuewillalsobeusedtohireadditionalOfficeofOilandGasManagementstafffor
inspections,policyandprogramwriting,andpermitting.
Thefinalrulefixedthefeesforunconventionalwellsat$5,000fornonverticalnaturalgaswells
and$4,200forverticalnaturalgaswells.Priortotherulemaking,thefeevariedandwaschargedbased
onwellborelength.
Asaresultofthischange,thepermitfeeforanaverageunconventionalwellwillincreaseby
about$1,800pernonverticalnaturalgaswelland$1,300perverticalnaturalgaswell.Thepermitfees
forconventionaloilandgaswelloperatorswillremainthesame.
Entirelyselfsufficient,DEPsOfficeofOilandGasManagementisfundedbyfees,finesand
penaltiesandalsoreceives$6millionannuallyinimpactfeespaidbyoperators.Theselffundedsystem
savestaxpayersmorethan$21millionannuallyfromthegeneralfund.
Bylaw,theoilandgaswellpermitfeemustbearareasonablerelationshiptothecostof
administeringDEPsoilandgasprograms.DepartmentregulationsrequireDEPtoevaluatethe
appropriatenessofthefeeeverythreeyears.
ThelastfeeincreasetookeffectonOctober24,2009,increasingthefeefrom$100toasliding
scalebasedonwellborelength.

PAHousingAuthorityIssuesRFPForMarcellusShaleHousingFunding

ThePAHousingFinanceAgencyMondayissuedaRequestforProposalsforprojectstoimprovethe
availabilityandaffordabilityofhousingintheMarcellusShaleregionofthestate.Proposalsaredue
August15.
ThefundingtoaddresshousingneedscomesfromMarcellusShaleimpactfees.Thosefeesare
directedto,andadministeredfrom,thePennsylvaniaHousingAffordabilityandRehabilitation
EnhancementFund.
Thisyear'sfundingincludes$5millionreceivedin2014forwellsdrilledin2013,aswellas
MarcellusShaleimpactfeefundsprovidedtomunicipalitiesthatexceededacertainpercentageordollar
amountsetbylaw.
Eligibleapplicantsforthe2014RFPincludePennsylvaniacountiesthathaveadopted
ordinancesauthorizingtheimpositionofanimpactfeeandthathaveunconventionalgaswells.Also
eligiblearemunicipalitiesthathaveexcess(orspillover)fundsdepositedintothePHAREFund,as
notedabove.
"Ourfirsttwoyearsofadministeringthisfundinghaveconfirmedthewisdomoflettinglocal
governmentsdeterminewherebesttomakevitalhousinginvestments,"saidPHFAExecutiveDirector
andCEOBrianA.HudsonSr."Weencouragecountyandmunicipalgovernmentstotakeadvantageof
thisPHAREfundingtohelpthemaddresstheirmostcriticalhousingneeds.Wewillbeoffering

TheRFPstressestheagency'sdesiretofundprojectsthatwillleverageotherfundsand
partnershipstoimprovehousinginacommunity.Proposalsmustensurethatatleast30percentofany

areaincome.

weighingelectricityoffersfromdoortodoorandtelephonesolicitors.
Customerscansavemoneyontheirelectricgenerationbyshopping,andweencouragethem
tojointhemorethan2millionoftheirneighborswhohavealreadyswitched,PUCChairmanRobertF.

trichloroethene(TCE)insoilandgroundwater.Testingalsoshowsevidenceofindooraircontamination

CanalStateParkintheBoroughofNewHope,BucksCounty.
Thelocationmarkstheapproximatemidwaypointofthe58.9mileDelawareCanalandwill
servetoenhancetheblendofnatural,culturalandhistoricresourcesuniquetothisareaofthecounty.

MayorMichaelA.Nutter,SuperintendentDr.WilliamHiteandTheTrustforPublicLandmadetwo
announcementsTuesdayregardingtheCityseffortstogreenschoolyardsandrecreationcenters.
ConstructionisnearlycompleteonanewschoolyardatWilliamDickElementarySchoolwhich
willofficiallyopentostudentsandthecommunitylaterthissummer.Acrossthestreetfromtheschool,
constructionisbeginningatHankGathersRecreationCenter.
BothprojectsarepartofPhiladelphiasGreenworksPhiladelphiaplan,specificallythe
Green2015initiative,MayorNutterscomprehensiveplantosignificantlyincreaseoutdoorrecreational
opportunitiesandgreeninfrastructureinunderservedneighborhoodsthroughoutPhiladelphia.
ThisisanexcitingcollaborationfortheCityofPhiladelphia,saidMayorNutter.Working
withourpartners,wewillbeabletogreenplaceswhereourchildrenplay.WhenIbecameMayor,one
ofmygoalsforourgreatCitywasmakingitAmericasgreenestcity,whichinvolvesinfrastructure
changes,naturalresourcemanagement,andthecreationofhealthy,sustainablespaces.However,itis
alsoabouteducatingourchildrenabouttheenvironmentsothattheyarepreparedtocareforitinthe
future.Iamconfidenttheseimprovedschoolyardsandrecreationcenterswilldoalloftheabove.
ThenewgreenedyardatWilliamDickwasdesignedbytheschoolsstudentsandguidedby
TheTrustforPublicLand.ThedesignprocessbeganinMay2012,when50sixththrougheighth
graderssurveyedtheexistingschoolyardandthenstudiedstormwatermanagementandgreen
infrastructurewithsupportfromPhiladelphiaWaterDepartmentstaff.
Next,studentdesignerspolledtheentirestudentbodytoidentifytheirgoalsfortherevamped
schoolyard,incorporatingtheirfeedbackintoanewschoolyarddesign,whichwassubsequently
reviewedbyteachers,schooladministratorsandoutsideengineers.
InvolvingfutureparkusersinthedesignprocessfortheWilliamDickElementarySchoolyard
andHankGathersRecreationCenterunderscoresTheTrustforPublicLandscommunitydriven
approachtoparkdevelopment,saidAnthonyCucchi,TheTrustforPublicLandsPennsylvaniastate
director.Thestudents,facultyandneighborswhodesignedthesesitessharedtheirstories,hopesand
dreams,andtheyhavecreatednewcommunityspacesthatreflecttheStrawberryMansion
neighborhoodsuniquecharacter.
Thenewschoolyardincludesarunningtrack,basketballcourt,turffield,newplayground
equipment,andplentyofshadedgatheringspaces.GesslerConstructionwasawardedthe$671,000
contractandbeganconstructioninNovember.
TheTrustforPublicLandoversawconstructionincoordinationwiththePhiladelphiaWater
Department,whichisresponsibleforthesitesstormwatermanagementfeatures.
Inadditiontoprovidingoutstandingplayopportunitiesforkids,theyardincorporatesmany
environmentalfeaturessuchasaraingardenthatwillcollectstormwaterfromtheschoolandadjacent
parkinglot,keepingthewateranditspollutantsoutofthesewersystemandcreatingalush,green
backdropfortheschoolyard.
BillGreen,ChairoftheSchoolReformCommissionsaid,Whenschools,communities,and
localagenciesworktogetherasweredoingintheGreen2015project,weregivenaunique
opportunitytomaximizevalueallaroundus.Thechildrenandeveryoneparticipatinginthisprojectare
learningwhyitsimportanttocareaboutpublicspaceslikecityparks,schoolyards,andneighborhood
playgrounds.AtatimewhentheDistrictmustmaketheverybestuseoflimitedfinancialresources,this
projectoffersthepotentialtoprovidecosteffectivenewwaystoimprovethequalityoflifeinourcity
bycreatingmorepubliclyaccessiblegreenspaceandprotectingtheenvironmentatthesametime.
AtHankGathersRecreationCenter,75neighborhoodresidentsworkingwithPhiladelphia
Parks&RecreationandTheTrustforPublicLandparticipatedinaseriesofdesignworkshopsto
selectfeaturesthatwillimprovetherecreationcenter.
Theresultingdesignwillenhanceanexistingjuniorbaseballdiamondandrelativelynew
basketballcourts.Itwillalsoaddanewwaterspraypark,upgradedseatingareas,apicnicgrove
underanexistingcanopyoftreesandanativegrassbank.
Thecommunitydrivendesignbuildsupontherecreationcenter'sexistingprogrammingand
enhancesactiveandpassiverecreationopportunitiesforusersofallages.SeansLandscapingwas
recentlyawardedthe$380,358constructioncontract.
TheconstructionannouncementisamajorstepforwardforthecitysGreen2015pilotprogram
forschoolyardsandrecreationcenters,whichwasunveiledatWilliamDickElementarySchoolinMay,
2012.
Whenfullyimplemented,thepilotprojectwillgreen10schoolplaygroundsandcityrecreation
centersatatotalcostof$10million,abouthalfofwhichwillbefundedbyacombinationofstate,city,
andschooldistrictsources.
TheTrustforPublicLandisleadingtheefforttoraiseprivatedollarstofundthesecondhalf.
Thenonprofitorganizationwillalsoestablishastewardshipfundtoassistlocalorganizationswith
maintenanceandprogrammingforeachsite.
TheprojectleveragesPhiladelphiaWaterDepartmentfundsdirectedtowardmeeting
federallymandatedstormwatermanagementregulations,committedstatefundingthroughthe
DepartmentofConservationandNaturalResourcesandprivatephilanthropyraisedbyTheTrustfor
PublicLandfrommany,includingtheWilliamPennFoundation,MetLifeFoundation,National
RecreationFoundation,Mr.H.F.(Gerry)Lenfest,NBCUniversalFoundation,PhilliesCharities,the
McLeanContributionship,anda$1millionchallengegiftfromTheOttoHaasCharitableTrustatthe
directionofJohnandJanetHaas.
TheWilliamPennFoundationwasoneoftheoriginalsupportersoftheplanningandpublic
engagementefforttodrafttheGreen2015actionplanandisnowprovidingsignificantresourcesforthe
pilotproject.
ThisprogramrepresentsatriplebottomlineforPhiladelphia.Itcutsdownonpavedsurfaces,
whichhelpstokeepheavyrainsfromwashingpollutantsintoourwatersupply,saidJanetHaas,M.D.,
theBoardChairoftheWilliamPennFoundation.Itrepurposesexistingcityproperty,puttingassetswe
alreadyowntobetteruse.Anditbringscommunitiestogetherinattractivepublicspacesaroundtheir
schoolsandrecreationcenters.Inatimeofeconomicscarcity,thatlevelofimpactisnosmallfeat.
WhenwelaunchedtheGreen2015actionplanlastyear,ourgoalwastochartacoursefor
actionthatwouldmakeourcitymoreequitable,livable,andcompetitive.Nowwestandinpartnership
tomakegoodonthatgoalthroughthegreeningandconnectingofourcommunityassets,parksand
recreationcentersandschoolyards,saidMichaelDiBerardinis,DeputyMayor,Environmental&
CommunityResources/ParksandRecreationCommissioner.
WaterCommissionerHowardNeukrugsharedtheWaterDepartmentsenthusiasmfor
Green2015,Overthenext25years,Philadelphiawillbemakingunprecedentedinvestmentsingreen
infrastructurethatwillenhanceourcommunitiesaswellasourwaterways.Theseschoolchildrenwillbe
thefuturestewardsofthisinfrastructure,makingprogramslikethiskeytoasustainable,healthyfuturein

Thescholarshiphasbeenawardedannuallysince2004toastudent

Education.
Shefellinlovewithbirdsofpreywhen,inthespringof2012,shebegan
volunteeringwiththeDelawareValleyRaptorCenterwhereshehelpstocare
forthebirdsenclosures,accompaniesExecutiveDirectorBillStreeteronhis
educationalpresentations,andlearnsallshecanaboutcaringforinjuredbirdsof
prey.
AsKristenexplains,Myrewardforcleaningbirdcagesisnotmoneyitisknowledge.Iassist
Billwithsomeoftheveterinaryworkthatgoesalongwiththecareofincominginjuriesonthebirds,and
goonbirdbandingsandhawkwatches.DuringthelastPeregrineFalconbandingIobserved,Ilearned
moreinformationaboutmyfuturecollegefromoneoftheotherinternswhowasalsoonthemountain.
ThesearetheexperiencesIenjoyjustbycleaningcages.TheexperiencesarethebestrewardIcould
askfor.Iloveit,Ilearnsomuch,andthisiswhatIwanttodowithmylife:workwithwildanimals.

Thesiteincludesabout55acresofwetlandscreatedbyTheWHMGroup(basedinState
CollegewithofficesinHarrisburg,DelawareValleyandWesternPennsylvania)15acresofupland
woodlandaquartermileoffrontageonBaldEagleCreek,whichisamultiuserecreationalstream
stockedwithtroutabout1.5milesoftrailsalongthewetlandsoffstreetparkingand3540acresthat
couldbedevelopedbyWFEEFinthefuture.
Almostallareaswereexploredduringtheevent.

Peregrinefalconshaverecentlyfledgedfromthenestlocatedonthe15thfloorledgeoftheRachel
CarsonStateOfficeBuildinginHarrisburg.
Threeofthefouryoungfalconsfledgedsuccessfully.Thefourthfalcon,theblackbandedmale,
wasdiscovereddeadonalowroofbelowthenestledgeonJune7.Thisfledglingimpactedsome
portionofthebuilding,likelyawindoworskylight.Thesehazardshavebeenasignificantmortality
factoroverthepast15yearsandaretypicalofurbannestsites.
