a comprehensive station area planning exercise in
association with Calthorpe Associates of BerkeleyCA.
The project represents the first study by Hennepin

Development potential in the new Hiawatha LRT Corridor.

Key recommendations have been incorporated in


system preliminary design documentation for station
location and alignment. Development opportunities

IBI Group was retained in the summer of 2001 to produce


a Land Use Master Plan for a 500-acre sector of Downtown
Minneapolis. The studys aim was to propose development
patterns supporting the concept of complete communities
in both the North Loop and Downtown East districts of the
city, as well as providing recommendations regarding the
expansion of the Downtown Core, as it relates to its Class-A
office precinct. To facilitate this goal, the first phase of work
entailed a detailed market analysis of the Project Area.
The end product included development of implementation
strategies regarding regulatory framework and capital
funding mechanisms.

Following completion of the Intermodal HUB, IBI Group


was selected to build upon its location as the focal point
for an innovative TOD community. The heart of the TOD
plan was the designation of a second layer of streets
and blocks within the larger grid of the Citys existing,
oversized (600sq. ft.) downtown blocks.

IBI Group was selected through a competition process to design


the new Intermodal Transit HUB in downtown Salt Lake City. The
facility serves as a transit exchange for commuter rail, LRT, BRT, taxi
and pedestrians. In addition, the Intermodal Transit HUB is a LEED
Certified facility.

DEVELOPMENT ASSESSMENT STUDY

IBI Group has a long history of working for the Orange
County Transportation Authority (OCTA) to advance
the CenterLine Light Rail Transit project in Orange
County. This history began in 1994, when IBI Group
advised on the Corridor Major Investment Study (MIS),
which evaluated a full range of high capacity transport
options for the identified urban transit priority corridor in
Orange County. In 1998, IBI Group led the Urban Rail
Detailed Conceptual Engineering and Environmental
Study to further advance the project by fully defining
a 28-mile urban rail system for central Orange County.
In 2001, the cities of Santa Ana, Irvine and Costa Mesa

passed resolutions in support of a Light Rail alignment


in those cities and requested that OCTA proceed into a
Preliminary Engineering (PE) and Environmental Study.
IBI Group was a major subconsultant to Parsons
Brinckerhoff in conducting PEassisting OCTA
and the three cities in accelerating the CenterLine
from planning to design. IBI Group had primary
responsibility for station architecture, rail base
architecture, Transit-Oriented Development and station
area planning, traffic engineering and civil engineering
of streets and utilities for the 9-mile starter segment.

The Metro Gold Line Authority retained an IBI Group


Project Team to evaluate Transit-Oriented Development
(TOD) potential and develop a Market Study for the
proposed 16-mile extension of the Metro Gold Line.
The extension currently runs from Union Station in
downtown Los Angeles to Pasadena. The planned
extension runs east from Pasadena through 11 cities
to Montclair in the San Gabriel Valley. The study
acknowledges that each city along the corridor is
at different stages in regards to TOD readiness and
acceptance and it coordinating with each city to assist
their planning efforts. The Project Team is in the process

of developing innovative urban design concepts,


transit-oriented plans and public education for
each proposed station. Factors such as market
conditions, land ownership, traffic circulation,
entrenched commute patterns, local community
values and feasibility are specifically studied.
The scope of work includes TOD visioning, land
use planning, market and fiscal analysis, education
and implementation measures. The Project
Team provided corridor-wide existing conditions
analysis focusing on current land use, general
plan designations and future pipeline projects.

IBI Group was selected to assist the City of Calgary in


its efforts to update the Area Redevelopment Plan (ARP)
for the inner-city community of Hillhurst-Sunnyside in its
efforts to preserve its historic character developed over
the last century while satisfying development pressures
associated with the fact that the NW leg of the LRT
system runs through it. IBI Group worked directly with
the Citizens Advisory Committee (CAC) to establish
acceptable limits on density, scale and massing, to the
satisfaction of both local residents and developers alike.
An added benefit regarded an overlay urban design plan
aimed at providing public realm improvements intended
to encourage placemaking.

IBI Group has produced the master plan


for Westbrook Village, a 55-acre TOD the
centerpiece of the West LRT Corridor, the fourth
and newest line of Calgarys highly successful
rapid transit system. Westbrook Village features
as its initial phase, a 250,000 mixed-use facility
featuring access to the underground station below,
a new civic library and community arts center,
at-grade retail, office space and residential units
all adjacent a pedestrian/cycle-friendly transit
exchange. At build-out, Westbrook Village will
be the home to 10,000 residents living in a variety
of compact/dense housing styles focused on a
majestic central park.

Market Station Computer Renderings

Market Station will be a new model for city living in the


Salt Lake Valley. Strategically positioned and based on
traditional neighborhood design principles, Market Station
will be a catalyst for redevelopment in the area attracting
economic, social and cultural diversity. Market Station
combines quality residential, mixed-use and TransitOriented Development strategies to create a walkable
and integrated urban neighborhood with up to 850
living units, 250,000sq. ft. of office space and
85,000sq. ft. of support and destination retail.

The City of Calgary is promoting construction of four


adjacent, bona fide TOD communities. As well as a roadway
corridor previously constructed with a center median
placeholder, initially for BRT and, subsequently, as a
possibility for LRT service. Upon completion the four TOD
communities, two of which are labeled as Employment
Centers, are anticipated to house 100,000 residents.
