I ni ti ati ve Undertaken by the Govt. of I ndi a towards Sustai nabi li ty and Renewable Energy Prepared by: ANIRBAN DAS Roll No: 15 Arka IGNOU Community College Kolkata, India 2 Introduction: One of the most significant in addressing global climate change is reducing greenhouse gas (GHG) emissions resulting from the use of coal. Using sustain- ability and renewable energy instead of fossil fuels we would significantly de- crease the total amount of greenhouse gas emissions which would help prevent stronger climate change impact. The Kyoto Protocol is an international and legally binding agreement to reduce GHG emissions worldwide. It came into force on 16 th February, 2005. The major feature of the Kyoto Protocol is that it sets binding targets for industrialized coun- tries for reducing GHG emissions. As of 2008, 183 parties have ratified the proto- col, which includes India. ALL INDIA GENERATING INSTALLED CAPACITY (MW) (As on 30-04-2012) Mission: The National Action Plan on Cli- mate change was formally launched on J une 30th, 2008 by the Prime Minister of India, Dr. Manmohan Singh. There are eight National Missions which form the core of the National action plan. 3 The eight missions: 1. National Solar Mission 2. National Mission for Enhanced Energy Efficiency 3. National Mission on Sustainable Habitat 4. National Water Mission 5. National Mission for Sustaining the Himalayan Ecosystem 6. National Mission for a Green India 7. National Mission for Sustainable Agriculture 8. National Mission on Strategic Knowledge for Climate Change National Solar Mission: The National Solar Mission is a major initiative of the Govt. of India and State Governments to promote ecologically sustainable growth while addressing Indian energy security challenge. It will also constitute a major contribution by India to the global effort to meet the challenge of climate change. Based on this a National Solar Mission is being launched under the brand name SOLAR INDIA. Ministry of New and Renewable Energy (MNRE): A working group under the chairmanship of Secretary, MNRE, was constituted by the Planning Commission to formulate proposals for the 11 th Five-Year Plan (2007-2012) of the Ministry of New and Renewable Energy. Proposed Roadmap of the National Solar Mission Sl. No. Application segment Target for Phase-1 (20102013) Target for Phase-2 (20132017) Target for Phase-3 (20172022) 1. Solar collectors 7 million sq me- ter 15 million sq meter 20 million sq meter 2. Off grid solar applications 200 MW 1000 MW 2000 MW 3. Utility grid power including roof top 1000 - 2000 MW 4000 - 10000 MW 20000 MW 4
Existing Policies & Initiatives: The MNRE has initiated innovative schemes to accelerate utilization and ex- ploitation of solar energy. Capital & interest subsidy for off-grid solar PV applications: Capital subsidy for off-grid solar thermal application: Capital Subsidy Rs. 90/Wp With battery storage Rs. 70/Wp Without battery storage Interest Subsidy Soft loan @ 5% p.a. On the amount of project cost Less promoters contribution Less capital subsidy amount Sl. No. Solar Collector Type Capital subsidy/Collector Area (Rs./sq.m.) 1. Evacuated Tube Collector (ETC) 3000 2. Flat Plate Collector with liquid as the working fluid 3300 3. Flat Plate Collector with air as the working fluid 2400 4. Solar Collector system for direct heating application 3600 5. Concentrator with manual tracking 2100 6. Non-imaging concentrator 3600 7. Concentrator with single axis tracking 5400 8. Concentrator with double axis tracking 6000 5 Interest subsidy for off-grid solar thermal application: Besides the capital subsidy a soft loan @ 5% interest would be available for balance cost which may comprise installation charges, cost of civil work for large systems and costs of accessories etc. Conclusion: Indias vision is to make Indias economic energy efficient. To keep the commitment in Kyoto Protocol and Rio 20 conference. To reduce 20% emission in the year 2020. Poor people will get the electricity. Literacy will increase Shortfall of electricity generation is reduce Capital subsidy for Biomass Co-generation project: Capital subsidy @ Rs. 20 lakh would be provided to promoters for installation of Biomass Co- generation project based on direct combustion. Example of rebate for SWHS in dif- ferent states State Rebate Assam Rs. 40/month Rajasthan 15 paisa/unit Haryana Rs. 100/100 LPD upto 300 LPD Karnataka 50 Paisa/unit Uttaranchal Rs. 75/sq.m. West Ben- gal 40 paisa to max. of Rs. 80 State Govt. Subsidy: In addition some State Govt. subsidy is available. One widely used solar ther- mal application is the solar water heating system (SWHS). Typically, rebates are given in utility bills or property taxes for installation of these systems.
