The clerk at the desk called to report he had a female in
the lobby who claims she located her stolen car in the
parking lot, and the person who stole the car is staying
there. I could hear the female in the background, and asked
the clerk if I could speak to her.

Female party states that the car is her son's car, she had
let a friend borrow it, and now she wants it back. The
female has been having contact with the friend via phone,
but has made no contact with him at this location. I asked
the female to come to the station for assistance vs
confronting him on her own. All of the officers are tied up
on calls at this time, and I did not want her putting
herself in any danger. Female agreed to come to the
station,
and I advised her to call 911 if something changes and if
she needed immediate assistance. 126 advised of call.

Female party arrived at the station. I had her start to
fill
out a walk-in report.

Female came to the window to report she has a male party
(Keith) waiting at Days Inn, and the friend had given him
the keys. Female is no longer in need of assistance.

Russian speaking male who was difficult to understand came
into lobby pushing young child in a stroller and was asking
who the responsible party would be if someone bought a gun
and then a child shot and killed someone with it. He then
began rambling about things that were not understandable.

Narrative:
I was advised male was leaving the station pushing a child
in a stroller. I met with the male, who was at times hard
to
understand. I convinced him to walk back up the driveway to
sit and talk with me. The male expressed he wanted to
change
the gun laws so that if a gun was purchased the purchaser
would have to buy a safe to go with it. The male provided
me
his name, date birth and phone number. The males wife was
contacted and she came to pick him and the child up in a
car
so they would not have to walk back home. Wife arrived and
all was OK, all appears ok at this time.

RP states she was at the park with her boyfriend doing some
metal detecting. While they were there, a car pulled up and
blocked in her boyfriend's truck. RP states that her
boyfriend was parked in the lot across the spaces, and the
car pulled in directly in front of his truck. RP wanted to
get some bug spray out of the truck, but was too afraid to
approach the vehicle. RP states she asked a couple of
people
in a car that had driven into the park at that time, if
they
could watch her walk to her boyfriend's truck. RP decided
to
get into the truck and drive it home. RP states that after
she parked the truck and was walking towards the road in
her
driveway - the car that had blocked in her boyfriend's
truck
came "screaming up the hill", and almost ran over her foot.
RP believes that if there wasn't a telephone pole in the
area, then the operator of that vehicle would have hit her.
RP also states that the operator screamed, "I'm going to
kill you" and "I'm done" while she was driving up the
street. RP states she has a history with the operator and
knows who it is. RP had also given me a plate number. RP
also mentioned that the witness has a history with the
