A BILL
To suspend foreign assistance to certain countries related
to unlawful migration.
Be it enacted by the Senate and House of Representa- 1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the Illegal Entry Account- 4
ability Act of 2014. 5
SEC. 2. FINDINGS. 6
Congress finds the following: 7
(1) The border between the United States and 8
Mexico is not secure on either side, thereby allowing 9

hundreds of thousands of individuals annually to 1
enter the United States illegally. 2
(2) The majority of the individuals illegally 3
crossing the United States-Mexico border are from 4
Mexico, Honduras, Guatemala, and El Salvador. 5
(3) Today, tens of thousands of unaccompanied 6
alien children are crossing the United States-Mexico 7
border sparking a humanitarian crisis and endan- 8
gering thousands of children. 9
(4) The Department of Homeland Security is 10
spending millions of Americans tax dollars to proc- 11
ess and provide housing and healthcare services to 12
unaccompanied alien children. 13
(5) The countries previously listed have failed 14
to secure their borders and have failed to adopt and 15
enforce policies that discourage illegal immigration 16
into the United States. 17
SEC. 3. SUSPENSION OF FOREIGN ASSISTANCE. 18
(a) IN GENERAL.Upon enactment of this Act, the 19
Secretary of State shall immediately suspend all United 20
States foreign assistance to the countries of Mexico, Hon- 21
duras, Guatemala, and El Salvador. Such assistance may 22
be reinstated only if Congress determines that Mexico, 23
Honduras, Guatemala, and El Salvador have taken suffi- 24

border crossings by their respective citizens. 2
(b) REPORT.The Secretary of State shall annually 3
submit to Congress a report documenting the measures 4
taken by Mexico, Honduras, Guatemala and El Salvador 5
to mitigate unlawful entry into the United States by its 6
citizens. 7
(c) EXCEPTION.Foreign assistance distributed 8
under the International Narcotic Control Law Enforce- 9
ment program shall not be considered under subsection 10
(a). 11
