In the history of mankind, as and when the downtrodden masses have demanded their rightful share, the ruling elite have appeared overwhelmed by their concern for the lowest stratum of the downtrodden masses. But all the while they would not even slightly mind continuing with the ruthless exploitation of masses. We therefore should not forget that these are crocodile tears shed by upper castes. 85 % Adivasis, Dalits and OBCs and 15 % upper caste elite are divided by a wide gap of inequalities e.g. there is not a singlebahujan among the business families. According to Forbes the wealth of 25 business families was 2,52,000 crores in 2004. According to World bank Report 2005 by the international standard (per day 2 dollars per person) the worth of total assets of 80 crore bahujans would not be more than rupees 1000 crores. According to a Government of India report 2005 published on 1.1.2004, in all A, B, C & D classes of central government jobs there were 18.4 % Dalits, 5.6 % Adivasis and 4.5 % OBCs. This statistics shows that the rich and middle class among bahujans is miniscule. And despite being economically well off, they are backward as compared to upper castes. This is because they do not have a family tradition of education and learning. It is this class which has the capacity to avail the opportunities that reservation offers in the field of education. If they are excluded then there is hardly anybody left form the bahujan samaj to take the benefits of reservations. This stratum would be more concerned about the well being of remaining impoverished lot of bahujans than the upper castes. This was evident from the agitation of anti- reservationists. Despite pouring in hordes of money during last 60 years the primary education is still in a state of chaos and disarray. The stronghold of upper castes on administration and government is responsible for this. Had these seats of authority been with bahujans then the picture would have been different. Shivaji and Shahu maharaj from Kolhapur are examples which prove this. This is an issue of empowerment. The upper castes view it from a self centered and selfish point of view. Those who are for social engineering are implementing this policy with an intention of empowering respective caste groups. The beneficiaries from these castes in a way are leaders of their respective castes on the path of progress. The creamy layer is a strategy used by the upper castes to disrupt this plan of social reconstruction..
