CALL FOR PROJECT PROPOSALS on HIV and AIDS


(Deadline for applications: 16 November 2008)

Small Island Developing States (SIDS) are highly vulnerable to the devastating economic
and social impacts of HIV and AIDS due to the limited resources they have available to
combat the pandemic. Youth, and young girls in particular, are among the most affected.
50% of new HIV infections are among persons between the ages of 15 and 25. The
behaviour of this key age group greatly influences the future course of the epidemic, and
for this reason, efforts are largely focused on this important demographic/group.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) plays a
leading role in the UN system in HIV and AIDS awareness and prevention through
education. Building a strong community of young champions and leaders is critical for
an effective response to HIV and AIDS. Consequently, in light of the theme of
´Leadership: Keep the Promise´ for World AIDS Day on 1 December 2008, UNESCO´s
Youth Visioning for Island Living initiative is encouraging young people from SIDS to
take action!

Youth Visioning for Island Living is a capacity building initiative, which aims to
empower young people in small islands to make a difference. Enthusiastic and dedicated
young people can receive support (up to US$ 8,000) to implement their own HIV and
AIDS project in their community.

What is expected of you?


- Create and promote awareness about HIV and AIDS through working with your
youth organisation;
- Be a team leader and share your skills and experiences with others in the
community;
- Create networks and partnerships so that your project can be sustainable after
funding has ended;
- Provide regular progress updates, deliver financial statements, a final report,
photos, videos etc. of your project;
- Review and provide support for the other project leaders who are also
implementing HIV and AIDS projects.

If you believe that you have the qualities to make a positive impact and want to apply for
funding, then please follow the steps below. The deadline for sending in your project
proposals is 16 November 2008.

STEP 1 – Find out if you are eligible


a) Are you a member or leader of a youth organisation?

b) Are you from a Small Island Developing State (SIDS)?


c) Will you be able to finish your project by 31 December 2009?

If you answered ‘YES’ to all these questions, please continue to the next step. If you
answered ‘NO’ for any of these questions, you will not be eligible for Youth Visioning
funding.

STEP 2 – Getting started


a) Download UNESCO’s ‘HIV and AIDS and Human Rights, Young People in Action
Kit’ from http://unesdoc.unesco.org/images/0012/001264/126403e.pdf

The 68 page kit presents ideas for youth action on human rights and HIV and AIDS. The
kit will be the starting point for you to make a project submission.

b) Read pages 5-9 to learn about the connection between HIV and AIDS and Human
Rights.

c) Read pages 10-12 and discuss your priorities and plans for your project with members
of your youth organisation. Read the tips explaining which type of activities create
successful projects.

d) Read pages 13-14 on the Frequently Asked Questions about HIV and AIDS. Discuss
these questions with your youth group.

e) See pages 15-17 for a list of additional resources in case you need more information.

Guidelines on Language and Content in HIV- and AIDS - Related Materials from

It provides guidelines aiming to harmonise the use of language and content in HIV- and
AIDS- related materials. This reflects an approach to the epidemic which is
comprehensive and inclusive, sensitive to the needs and issues of the whole population,
but with focused attention on especially vulnerable groups.

STEP 3 – Write up your HIV and AIDS project proposal


We have attached a blank project proposal template for you to fill out. Provide as much
detail as possible so that your review process can be done quickly. At the end of this
document, we have also provided guidelines and a sample proposal to help you in writing
your project proposal.

We are particularly interested in active projects that use exciting and innovative ideas and
methods. This may include radio, television, visual arts (eg. dance, puppetry, theatre,
painting and drawings, sculpture/modelling, poetry, textile design and fashion),
workshops, online multimedia, sports and publicity campaigns. Surprise us!

STEP 4 – Send in your project proposal


There are 3 different ways to send in your completed project proposal and any additional
documents that you think will assist you in the review process:

How to fill in the project proposal template
PROJECT TITLE:
(Put the title of your project)

(Name the groups or people who will benefit from your project. Explain how they will

APPLICATION FOR HIV and AIDS PROJECT
This is a sample project proposal

PROJECT TITLE:
HIV and AIDS Awareness Through Drama

SUBMITTED BY:
Joe Blogg and Amy Brown of the Papua New Guinea Youth Association. It is registered
in PNG as a Non-Profit Organisation (NGO). Our organisation focuses on all youth
issues.

PROJECT LEADER(S):
Joe Blogg (23 years old) and Amy Brown (25 years old)
We have worked actively in our youth group for the last 5 years. Some activities that we
have done include fundraising and organising a community day to clean up the beach.

BACKGROUND:
We attended a youth meeting in our country and discovered how big a problem HIV and
AIDS is in PNG. Papua New Guinea has the highest reported rate of HIV infection in the
Pacific, with an estimated HIV prevalence of over 1 per cent among pregnant women
attending antenatal clinics in three urban sites around mining areas in Port Moresby.

For this reason, our youth organisation has decided to implement an HIV and AIDS
project to create awareness of this problem.

Our youth organisation has been very active in the past in our community. It has
organised many recycling activities and clean-up days. Although we have not done an
HIV and AIDS project yet, we are very enthusiastic and have already had contact with
the National AIDS office in our country.

SUSTAINABILITY:
We will seek sponsorship from local businesses. We will discuss the possibility of doing
this project every year with the aid of the National AIDS office and the local drama
group.

BENEFICIARIES:
The project will target the 14,000-18,000 students in the Province. It will also involve
and target the 1200-5000 staff members in the 30 Tertiary, Secondary, and Primary
educational institutions.

The information received could be further disseminated to the 400,000 population


in the Province through word of mouth.

using the materials)
- Ministry of Education (They will support our project and give us advice)
- Living with HIV and AIDS Association (They will provide presenters who will speak to
the youth)
- Western Highlands newspaper (They will write a story about our project)
- Channel 3 (They will video one of our activities and put it on television)

DURATION:
1 January – 30 November 2009

PROJECT TOOLS:
Education and communication and Advocacy

GOAL:
1. To use drama shows about HIV and AIDS to create public awareness to fight
discrimination in the community
2. To openly talk about HIV and AIDS and respecting freedom of thought and religion

OBJECTIVE(S):
1. To reject myths and misconceptions, and fight unnecessary HIV/AIDS related
discrimination.
2. To empower young people, to promote their rights and to inform them about how HIV
can and cannot be transmitted, and how they can protect themselves.
3. To discuss more openly sexuality and sexually transmitted diseases, as well as
injecting drug use.
4. To draw the attention of people in general and those in positions of authority in
particular to accept the reality of HIV in our communities, and to recognise the rights of
people living with HIV/AIDS.
5. To involve more and more people living with HIV/AIDS in campaigns and education
activities.

BENCHMARKS:
For objectives 1-3 we will do a survey of at least 50 participants before our shows to see
how much they know about HIV and AIDS issues. After our shows we will survey the
same participants again with the same survey. This will show us how much they learnt
from participating in our project and whether our project was informative and a success.

For objective 4 we hope to attract over 100 people from the community to participate in
our activities.

For objective 5 we hope to involve at least 2 people living with HIV and AIDS to make
presentations during our activities.

ACTIVITIES:
- Awareness raising and promotional:
1. We will first set up a meeting with all our youth to explain our project and talk
about the Youth Visioning initiative and their partners;
2. We will write to or call newspapers and television to tell them about our
project;
3. We will create posters and pamphlets about our project and distribute them in
the community and schools;

- Tackling the issues:


All our objectives will be achieved by:
1. Visiting 30 schools in the region and performing drama shows. The show will
be written and performed by the members of the PNG Youth Association;
2. Using materials from the National AIDS Office we will make presentations
and encourage discussions before and after the shows to educate the school
participants on HIV and AIDS;
3. We will have HIV and AIDS speakers talking about their life with HIV and
AIDS;
4. We will then allow the participants to create their own shows to see whether
they learnt anything;

ACTION NEEDED:
- We need to confirm that the drama club will assist us in the project;
- We need to contact the National AIDS Office to ensure that they have enough materials
to distribute for our project;
- Identify and contact the schools to confirm that they will be willing to allow us to come
to their school and perform;
- Identify and arrange transport to the schools;
ITEMISED BUDGET:
Our currency is the Papua New Guinea Kina. The exchange rate is approximately 1$US =
0.35 Kina.
