JOINING TIME RULES

1. SHORT TITLE, COMMENCEMENT AND APPLICATION
These Rules will be called "NHDC, Joining Time Rules" and will come into o!ce
with eect !om date o a""!o#al o "olic$%
&'ce"t as othe!wise "!o#ided b$ o! unde! these Rules, the$ shall a""l$ to all
"e!sons a""ointed against !egula! "osts unde! the Co!"o!ation, including the
de"utationist and ull-time sti"endia!$ t!ainees% These Rules shall not a""l$ to
a""ointments on casual and a""!entices unde! the A""!entices Act, ()*(%
2. DEFINITIONS
2%( "Joining Time" means the time g!anted to an em"lo$ee to enable him to +oin a "ost
at a new station to which he is "osted while on dut$ in his old "ost o! while on
lea#e%
2%2 "Co!"o!ation" means NHDC ,-.-T&D and includes /!o+ects 0 1nits 0 /owe!
Station unde! its administ!ati#e cont!ol%
2%2 "3oa!d" means the 3oa!d o Di!ecto!s o the Co!"o!ation%
2%4 "C.D" means the Chai!man 5 .anaging Di!ecto! o Co!"o!ation%
2%6 7C&D8 means the Chie &'ecuti#e Di!ecto! o Co!"o!ation%
3. ENTITLEMENT & DURATION OF JOINING TIME
Joining time will com"!ise +ou!ne$ time and "!e"a!ation time to be calculated as
unde!:-
3.1 Journey

o! end o the +ou!ne$ will not count o! +oining time% Joining time would be
calculated b$ the sho!test and di!ect !oute% - an em"lo$ee t!a#els b$ !oad between
stations connected b$ !ail, the +oining time will be calculated as in the case o
+ou!ne$ b$ !ail% -n e'ce"tional cases, +oining time as no!mall$ admissible ma$ be

3.2 Pre$r%!on

3.3 No +oining time is admissible in the case o t!anse!s not in#ol#ing an$ change o
station%
&. CARR' FOR(ARD
-n cases whe!e +oining time cannot be a#ailed o immediatel$ on t!anse!, the
em"lo$ee ma$ be allowed to ca!!$ o!wa!d the un-a#ailed "o!tion o +oining time%
This "e!iod should be c!edited to the s"ecial lea#e account to be o"ened along
with the Casual ,ea#e account o the em"lo$ee and is to be a#ailed o within the
same calenda! $ea! o! th!ee months o +oining at the new station, whiche#e! is
late!%
Head o the /!o+ect ma$ allow an em"lo$ee to ca!!$ o!wa!d +oining time on
t!anse! on me!its o the case in !es"ect o em"lo$ees o the /!o+ect0/owe!
Station% Howe#e!, in case o Co!"o!ate =ice, the com"etent autho!it$ shall be
the autho!it$ com"etent to sanction t!anse!%

The Autho!it$ com"etent to allow ca!!$ o!wa!d o +oining time on t!anse! will
be as unde!:

Head o the /!o+ect ma$ g!ant lea#e o the @ind due in such cases on the me!its o
each case in !es"ect o /!o+ect0/owe! Station% Howe#e!, in case o Co!"o!ate
=ice, the com"etent autho!it$ shall be the autho!it$ com"etent to sanction
t!anse! ma$ g!ant lea#e o the @ind due in such cases on the me!its o each case%

(% -n case an em"lo$ee does not !e"o!t at his designated "laced ate! e'"i!$ o
the +oining time a lette! shall be issued b$ the HR de"a!tment0Administ!ati#e
=ice! o the !es"ecti#e De"a!tment to the em"lo$ee conce!ned o! +oining
dut$ immediatel$%
2% -n case the em"lo$ee dose not !e"o!t then a notice is to be issued to the
delinBuent em"lo$ee to wa!n him o the conseBuences o a""!o"!iate action
against him ;s"ecimen co"$ enclosed< as deemed it unde! the ci!cumstances%
2% &#en ate! the issuance o the notice as ad#ised in /a!a 2 abo#e i the
em"lo$ee does not !e"o!t o! dut$ the conce!ned Head o
De"a!tment0Disci"lina!$ Autho!it$ will ta@e a""!o"!iate disci"lina!$ action
against the em"lo$ee in te!ms o Conduct% Disci"line and A""eal Rules on
account o misconduct on the "a!t o the em"lo$ee as "e! /a!a 6%*, 6%>, 6%(C
and 6%29 o the Conduct Disci"line and a""eal Rules o! as "e! "!o#isions o
Standing o!de!s as a""licable%
4% The em"lo$ee who !emains absent shall be sub+ected to disci"lina!$ action b$
DA and a !egula! de"a!tmental enBui!$ will be got conducted against the
em"lo$ee% -n case the em"lo$ee does not attend the enBui!$ it shall be got
conducted e'-"a!te and suitable "enal action has to ollow in te!ms o CDA

6% -t is em"hasiAed he!e that it is the dut$ and !es"onsibilit$ o the Head o
/!o+ects0/owe! Station0=ices !om whe!e the em"lo$ee is t!anse!!ed to
!elie#e the em"lo$ee well within the sti"ulated date as mentioned in the
t!anse! o!de! and ate! !elie#ing the com"lete "e!sonal date o the em"lo$ee
shall be sent to his new "lace o "osting so that a""!o"!iate action can be
ta@en b$ the "!o+ect Head0/owe! Station Head in acco!dance with the

guidelines he!ein abo#e% No !eBuest o! e'tension0!etention o the em"lo$ee
will be ente!tained%
All /!o+ect Heads0/owe! Station Heads0 H=D at Co!"o!ate oice a!e he!eb$
ad#ised to ta@e s"eciic note o the abo#e inst!uctions and ta@e a""!o"!iate action
unde! intimation to Co!"o!ate HR De"a!tment%
5. ADMISSI6ILIT' OF PA'
?he!e an em"lo$ee on t!anse! +oins a new "ost eithe! at the same o! a new
station on !elinBuishing cha!ge o old "ost, he would du!ing the "e!iod o +oining
time d!aw "a$ and allowances which he would ha#e d!awn i he had continued in
his old "ost o! "a$ and allowances which he will d!aw on assuming cha!ge o the
new "ost, whiche#e! is less%
Cla!iication:
An em"lo$ee who has been t!anse!!ed and !elie#ed b$ his =ice0/!o+ect to +oin
new =ice0/!o+ect o "osting, will be t!eated on the st!ength o new
=ice0/!o+ect whe!e he has been "osted, du!ing the +oining time o! e'tended
"e!iod o +oining, dul$ sanctioned b$ g!ant o lea#e o the @ind due, b$ the
com"etent Autho!it$%
7. POSTING A6ROAD
-n case o "ostings ab!oad, in addition to the "!e"a!ation time o * da$s !ee!!ed to
in /a!a 2%2, actual t!a#eling time b$ the a""!o#ed !oute will be allowed towa!ds
+oining time% An$ eno!ced sta$ 0 halt, i ce!tiied b$ the em"lo$ee and acce"ted b$
the Cont!olling =ice!, will also be admissible in addition%
