With the growing trend toward Tiny Homes in full swing, a local Manufactured Home dealer is
leading the way by being the first in the area to offer small Park Model Homes to customers here
in the region.
Independent Homes, a Hoosick, NY based manufactured home dealer for the past 24 years, has
recently become a dealer for Athens Park Homes. Athens Park builds Park Model Homes that
are classified as Recreational Vehicles (RVs.) To be considered an RV, they must be under 400
square feet in size and inspected by the Recreational Vehicle Industry Association (RVIA.)
Megan Wood, at Independent Homes, says they added the Park Model RV line because of the growing interest in both down sizing to small
homes and camping. The Model on display at their place on Route 7 has proven to be quite an attraction. There is a constant flow of
people stopping in to see the Park Model. Its a one bedroom model with a front porch and a loft for kids. People who stop really like it and
have a lot of questions.
Owners have different reasons for purchasing a Park Model RV. Some are snowbirds who sell their home up north and use their Park
Model on a private lot or RV Resort while in the region. Others put them on a private lot to use as a hunting, fishing or recreation cabin.

THE FRESH AIR FUNDS ANNUAL PHOTO CONTEST
Queensbury residents, the Clark family, celebrated the pure joys
of summer with The Fresh Air Fund and were among the winners
of The Fresh Air Funds 2014 Photo Contest! All winners were
selected from the hundreds of pictures sent in by volunteer host
families across 13 states from Virginia to Maine and Canada,
reflecting the memorable experiences they shared with their New
York City visitors this past summer. Categories include Laketime
Fun, Summer Siblings, By the Beach, and Fresh Air
Foodies. Kasey Clarks photo was determined the winner in the
Laketime Fun category, and features Fresh Air visitor Aminat,
age 8, lounging at a local get-together in Bolton Landing on an
inflatable float with her sister, Hafsat, age 10, who visited Kaseys
parents, Keith and Kimberly Dubay. Having a large group of the
kids together at the picnic was great because you got to see the
joy in all of their eyes. There were so many first experiences
playing in the water, kayaking, and going in the hot tub and each
one of them thought he or she was the luckiest one of all, said
Kim Dubay, Kaseys mother, about her experience at the get-
together. The Fresh Air Fund, an independent, not-for-profit
agency, has provided free summer experiences to more than 1.8
million New York City children from low-income communities

VOLUNTEERS NEEDED- The Tri-County United Way VITA
Coalition in Washington, Warren and Northern Saratoga Counties
is seeking volunteers for the 2014 tax filing season. No experi-
ence is required; all volunteers will receive free instruction along
with training and certification materials necessary to prepare ba-
sic tax returns. VITA volunteers are trained to assist moderate-
low income individuals and families to electronically file their
personal tax returns. Do you like to help people? Are you look-
ing for something to do during the winter months? How about
becoming a VITA volunteer! You can make a difference for 40
families by volunteering 4 hours a week for 10 weeks. You can
volunteer during day and/or evening hours in your local commu-
nity. We have tax sites throughout the region. Training sessions
begin in November and include the use of electronic filing soft-

cost or save you tax dollars, so, you need to decide
carefully.
Proposal 1: Revising States Redistricting Proce-
dure
The proposed amendment to sections 4 and 5 and ad-
dition of new section 5-b to Article 3 of the State Con-
stitution revises the redistricting procedure for state leg-
islative and congressional districts. The proposed
amendment establishes a redistricting commission ev-
ery 10 years beginning in 2020, with two members
appointed by each of the four legislative leaders and
two members selected by the eight legislative appoin-
tees; prohibits legislators and other elected officials from
serving as commissioners; establishes principles to be
used in creating districts; requires the commission to
hold public hearings on proposed redistricting plans;
subjects the commissions redistricting plan to legisla-
tive enactment; provides that the legislature may only
amend the redistricting plan according to the estab-
lished principles if the commissions plan is rejected
twice by the legislature; provides for expedited court
review of a challenged redistricting plan; and provides
for funding and bipartisan staff to work for the com-
mission. Shall the proposed amendment be approved?
Proposal 2: Permitting Electronic Distribution of
State Legislative Bills
The proposed amendment to section 14 of Article 3 of
the State Constitution would allow electronic distribu-
tion of a state legislative bill to satisfy the constitutional
requirement that a bill be printed and on the desks of
state legislators at least three days before the Legisla-
ture votes on it. It would establish the following re-
quirements for electronic distribution: first, legislators
must be able to review the electronically-sent bill at
their desks; second, legislators must be able to print
the bill if they choose; and third, the bill cannot be
changed electronically without leaving a record of the
changes. Shall the proposed amendment be approved?
Proposal 3: The SMART SCHOOLS BOND ACT
OF 2014
as set forth in section one of part B of chapter 56 of
the laws of 2014, authorizes the sale of state bonds of
up to two billion dollars ($2,000,000,000) to provide
access to classroom technology and high-speed internet
connectivity to equalize opportunities for children to
learn, to add classroom space to expand high-quality
pre-kindergarten programs, to replace classroom trail-
ers with permanent instructional space, and to install
high-tech smart security features in schools.
The purpose of this proposal is to authorize the cre-
ation of state debt and the sale of state bonds in the
amount of up to two billion dollars ($2,000,000,000)
to provide money for the single purpose of improving
learning and opportunity for public and nonpublic school
students in New York.
This proposal would allow the State to borrow up to
two billion dollars ($2,000,000,000). This money would
be expended on capital projects related to the design,
planning, site acquisition, demolition, construction, re-
construction, rehabilitation, or acquisition or installa-
tion of equipment for the following types of projects:
1. To acquire learning technology equipment or facili-
ties including, but not limited to,
a. Interactive whiteboards,
b. Computer servers, and
c. Desktop, laptop, and tablet computers;
2. To install high-speed broadband or wireless internet
connectivity for schools and communities;
3. To construct, enhance, and modernize educational
facilities to accommodate pre-kindergarten programs
and provide instructional space to replace transport-
able classroom units; and
4. To install high-tech security features in school build-
ings and on school campuses.
The State Legislature would be authorized to make the
bond proceeds available to fund the cost of approved
capital projects undertaken by or on behalf of school
districts for these purposes.

Pushing for Drones. Eight technology companies have announced
they have formed the Small UAV (drones) Coalition in an effort
to push for a regulatory environment that will support safe, reli-
able and timely operation of small UAVs for commercial and
civil use in the U.S. and abroad.
Founding members include (in alphabetical order) include 3DR,
Aerialtronics, Airwave, Amazon Prime Air, DJI Innovations,
Google[x]s Project Wing, GoPro and Parrot.
Small unmanned aerial vehicles will yield tremendous benefits
to consumers in so many exciting and practical ways [includ-
ing] aerial photography, surveying and mapping, advances in pre-
cision agriculture, disaster management, journalism and to moni-
tor flare stacks and gas pipelines, says Michael Drobac, execu-
tive director of the coalition and senior advisor at Akin Group.
Drobac says safe commercial, philanthropic and civil use of small
UAVs will keep the U.S. technologically competitive in key mar-
kets, including agriculture. The coalition looks forward to work-
ing with the FAA, FCC, and Congress, he adds.
Small UAVs are categorized as weighing less than 55 lbs and
typically fly at altitudes of less than 400 feet. For more informa-

GARDEN ENDS A SUCCESSFUL
SEASON.
The Salem Courthouse Community Center is very proud
of the successful growing season enjoyed by one of its
most important initiatives the Courthouse Community
Garden. Planted on a large parcel of land adjacent to the
CCC campus that is on loan from Woody Hill Farms, the
garden has celebrated six productive seasons. The mission
of the garden is to provide educational opportunities to
members of the community of all ages while providing
healthy produce to support events and programs including
Lunch, Learn & Play, the Al Fresco Dinner, the Battenkill
Kitchen classes and the Salem Food Pantry. This year
alone, over 1,200 pounds of produce were donated to the
Salem Food Pantry. The Courthouse Community Garden
is overseen by a committee of dedicated and hard-working
volunteers including: Nancy Hand-Higby, Dottie
Schneider, Janet Britt, Julie Moline, Herb Perkins,
Stephanie Frederick and Amy Maxwell. On most days this
summer, Dottie Schneider (former Courthouse Board
President) and her faithful canine companion Jasper, could
be found in the garden doing battle with a formidable foe
weeds! The garden season commences the first Friday
each June when Salem Elementary School students assist
with the planting. The season comes to an end with the
final gleaning of late crops which took place recently.

For over 70 years, the Moscow State Symphony Or-
chestra has been acclaimed as one of the worlds finest
musical ensembles. From its home base at the Great
Hall of the Moscow Conservatory to the music centers
of Vienna, Munich, Rome, Helsinki, Hong Kong and
beyond, the MSSO has brought the grand Russian style
to enthusiastic audiences all over the globe. And now it

program highlighting the prowess of guest performer
Joshua Roman, whom the San Francisco Chronicle de-
scribes as, a cellist of extraordinary technical and mu-
sical gifts. Romana 2011 TED Fellow and Artistic
Director of Seattle Town Halls TownMusic program
is an Oklahoma City native who began playing cello at
age three and gave his first public recital at age 10. An
active chamber music performer and in-demand solo-
ist, Roman performed Brittens third Cello Suite during
New Yorks Mostly Mozart Festival and was the only
guest artist invited to play an unaccompanied solo dur-
ing the YouTube Symphony Orchestras 2009 debut
concert at Carnegie Hall. Roman will join the Moscow
State Symphony Orchestra at Proctors under the baton
of Pavel Kogan, who joined the troupe in 1989 as mu-
sic director and chief conductor. Maestro Kogan, who
from 1998 to 2005 served as principal guest conductor
of the Utah Symphony Orchestra, has appeared with
dozens of prominent orchestras around the globe. Kogan
was awarded the State Prize of the Russian Federation
for his performance of the complete symphonies and
vocal cycles of Gustav Mahler. He is a member of the
Russian Academy of Arts and recipient of the Order
of Merit of Russia and of the title People's Artist of
Russia among other Russian and overseas awards. At
Proctors he will lead the MSSO in Gounods Ballet
music from Faust; Saint Saens Cello Concerto No. 1
in A minor, Op.33; and Brahms Symphony No.4 in E
minor, Op.98. Moscow State Symphony Orchestra at

November 8 The Singing Anchors: Together Again.
Performing together again after a nine-month hiatus
surrounding the birth of Jessica Laytons first child,
the new mom musically rejoins Jerry Gretzinger and
Benita Zahn in an evening of duets, group numbers,
and dramatic solos sure to entertain and to move. Layton
and Zahn are news anchors on WNYT, Albanys
NewsChannel 13, and Gretzinger, a former CBS6
anchor, now is VP of Communications at Albanys
College of Nanoscience and Engineering. The Singing
Anchors have been entertaining all around the Capital
Region since being formed at Fort Salem in 2009.
November 15 Something Wonderful. Keri Alonzo
celebrates her joy of love, family and music in her first
appearance on any stage after five years devoted to
becoming a wife and stepmother and giving birth to
her own child. After pursuing a career in opera, with
bachelors and masters degrees in music, Keri returned
to her native Saratoga County, sang with the Albany
Pro Musica, and starred in Park Playhouses 2005
production of South Pacific. She has lent her voice to
countless area cabarets, but comes to us with her solo
debut.
November 22 Broadway entertainer Joyce Nolan in
ReJoyce, a tuneful revue of a life in show business,
through the eyes of a singer/dancer whose dream was
to become a Rockette, and who achieved the dream
after a few short weeks in New York. A pixie with a
sultry voice, Joyce, who performed in Echoing Back:
The Songs of Johnny Mercer on the Forts Mainstage
this past summer, tells stories of working with show
business greats, such as Sammy Davis, Liberace, and

USDA OFFERS NO DOWN PAYMENT
OPTIONS FOR RURAL NEW YORK
HOME BUYERS
A USDA official announced today that funds are available to help
rural residents of New York buy or repair single family homes. Ex-
panding and preserving homeownership is a major part of the foun-
dation for a stronger, more prosperous rural New York, said Scott
Collins, USDA Rural Development New York Acting State Direc-
tor. There is tremendous potential for New York and these funds
will contribute towards building safe communities that people can
call home. Funding is available through two Rural Development
housing programs; the Home Repair program and the Guaranteed
and Direct Loan program. The Guaranteed Loan program assists
lenders extend mortgages with affordable terms to low and moder-
ate income homebuyers. Rural Development guarantees the loan,
thereby reducing the lenders risk and enabling them to provide
financing at more favorable rates and terms to families wishing to
purchase a home. Guaranteed loans can be made on either a new
or existing home for up to one-hundred percent of the appraised
value. Under the Direct loan program, applicants apply directly to
USDA for loan assistance. No down payment is required and ap-
plicants may be eligible for payment assistance, which subsidizes
the interest portion of the mortgage, lowering the overall monthly
payment. The Home Repair program offers very-low income
homeowners loans and grants to make general home repairs or
modifications, which may improve or modernize a home. The inter-
est rate on these loans is one percent and the maximum term is 20
years. Applicants may obtain multiple loans, with a maximum out-
standing loan amount at a given time of $20,000. Grants are
available to very-low income homeowners age 62 or older who
cannot afford a loan. Grants are limited to a lifetime assistance of
$7,500 and must be used to remove health and safety hazards or
make a home more handicap accessible. These programs have been
very successful by providing decent, safe, and sanitary housing in

October is National Breast Cancer Awareness Month, time for
that annual flood of pink-colored reminders to support a cure for
the second-leading cause of cancer deaths among women.
Its also time for a tsunami of pinkwashing bogus charities
and fraudulent fundraising through the sale of ribbons and other
hued merchandise that promise to benefit breast cancer research.
Its unfortunate that there are bad guys out there who prey on
our goodwill, said Victor Searcy, director of fraud operations at
Identity Theft 911. Its important for consumers to be vigilant
so that their donations get to the right source and make a
difference.
Along with many legitimate efforts are scammers who simply
choose an authentic-sounding name or misrepresent themselves
as being part of recognized groups to collect funds online, by
telephone or in person.
There are legitimate organizations calling themselves charities
but actually passing on precious few funds to the actual cause.

THE IMPORTANCE OF FINDING BREAST
CANCER EARLY
The goal of screening exams for early breast cancer detection
is to find cancers before they start to cause symptoms. Screen-
ing refers to tests and exams used to find a disease, such as
cancer, in people who do not have any symptoms. Early de-
tection means using an approach that lets breast cancer get
diagnosed earlier than otherwise might have occurred.
Breast cancers that are found because they are causing symp-
toms tend to be larger and are more likely to have already
spread beyond the breast. In contrast, breast cancers found
during screening exams are more likely to be smaller and still
confined to the breast. The size of a breast cancer and how
far it has spread are some of the most important factors in
predicting the prognosis (outlook) of a woman with this dis-
ease.
Most doctors feel that early detection tests for breast cancer

Using hormone therapy after menopause: Taking estro-
gen and progesterone after menopause (sometimes called
combined hormone therapy) increases the risk of getting breast
cancer. The breast cancer risk seems to go back to normal
over time once the hormones are stopped. The use of estro-
gen alone after menopause does not seem to increase the risk
of developing breast cancer, but it can increase the risk of
other cancers.
