Abstract
The purposes of this research were to study 1) the citizen participation in allocating the
development budget of Suphan Buri Provincial Administration Organization, and 2) the difference of
citizen participation compared by personal data. The data of 400 respondents were gathered by

questionnaires and analyzed with frequency, percentage, mean, standard deviation, t-test, F-test (OneWay ANOVA) at the .05 significance level.
The personal data of respondents revealed most of them were male (57.75%) aged 30-40
(37.50%). Most of the respondents had less than bachelors degree (63.75%). They mostly were
agriculturists (63.25%), and earned monthly income around 10,000-20,000 baht (40.50%). The respondents
participated in allocating the development budget of Suphan Buri Provincial Administration Organization
at the moderate level. The scores of civil participation aspects could be ranked as followed firstly was the
stakeholder and ownership aspect at the moderate level, the others were at the low levels decision
making aspect, tracking and monitoring aspect, and lastly was perception and opinion aspect. The results
revealed gender, education level, and monthly income had no influence to the citizen participation in
allocating the development budget of Suphan Buri Provincial Administration Organization, age and
occupation influenced the citizen participation in allocating the development budget of Suphan Buri
Provincial Administration Organization according to the hypothesis at the .05 significance level and at the
.001 significance level, respectively.
