Narrative
INITIAL INFORMATION :
On Friday, 02/15/13, at approximately 1014 hours, I, Officer Jared Goecke was dispatched to

City of Longmont, County of Boulder, State of Colorado, on a report of an out of control
juvenile male.
Prior to arrival, dispatch advised the student had walked away from campus and was now in front of

INVESTIGATION :
Upon arrival, I observed the following:

member from behind, and a female
staff member was laying on his feet and legs. I allowed the staff
members to continue to restrain
as they appeared comfortable and familiar with this position and restraint.
Based on my experience and previous exposure to incidents at

tactic and knew this to be a way for them to safely restrain the child while minimizing risk to the staff members. I
know they frequently do this in an attempt to calm and control the youth and they then typically transport the youth

I then notified my partner, Officer Bobby Garcia that the male was "a spitter". I then observed Ofc. Garcia
