Ladies and Gentlemen,

It gives me great pleasure and privilege to preside over this important
function of launching ISO 9001:2008 BASED Quality Management System
implementation of the Ministry of Mining.
1

This launch, Ladies and

Gentlemen, marks a major milestone in our journey towards ISO 9001:2008

certification, a process that commenced about a year ago.
Today marks a tremendous milestone for the Ministry and the onset of
effectiveness and efficiency of operations in a holistic approach. This day
will be the reference point for internal and external system audits and
management reviews that will eventually culminate with the Ministry being
ISO 9001:2008 certified.
The system we are launching today is an assurance of consistence in the
values of the Ministry, shared trust, motivation and support in its endeavor
to achieve the overall quality objectives.

Ladies and Gentlemen,

As you are aware, it is a requirement under the Government performance
regulations for all Ministries and Departments to work towards realization of
ISO 9001:2008 certification hence it must be achieved. I wish to reiterate
the significance of ISO certification;
The ever-rising customer expectations and an increasing desire for quality in
all aspect of life provides an encouraging background for implementing a
quality management system.
In the Private sector, Companies face strong commercial pressure to provide
high quality goods and services, public sector organisation are responding to
3

the Governments drive to improving the quality of public service and the
need to raise standards to high levels. Implementing ISO system will lead to
the following advantages for the Ministry:

A more efficient, effective operation

International recognition
Increased customer satisfaction and retention
Improved employee motivation, awareness, and morale
Reduced waste and increased productivity

Ladies and Gentlemen,

4

I have followed this process with great interest and I am very pleased with the
achievements this far. The documented procedures fundamentally establish best
practices on the implementation of the system in the Ministry and I believe the
exercise has been uniquely useful to all in the Directorates.
My hope is that all staff will now emulate their relentless services and
persistence to significantly improve services delivery with the guidance of the
documented procedures, work instructions and the requirements of the standardISO 9001:2008.
We owe it to ourselves to do all we can to ensure that the Ministry lives up to
this billing and attain certification within the set target of April, 2015. Times
change, and therefore we must embrace change. To this end it is my desire that
5

the system we are implanting will be automated soonest to be in line with the
digital government pledge to making work more efficient. I wish to assure you
and Kenyans as a whole that I am ready to lead this Ministry and support the
growth of a quality conscious country by providing required policy support.
The achievement of quality standards in our operations will clearly demonstrate
the Ministrys willingness to establish and operate effective, efficient and
transparent management systems. It is an indication that in seeking to achieve
the highest standards, we are prepared to open our systems to independent
scrutiny and evaluation and adapt the best practices of doing business.
Ladies and Gentlemen,

May I note that this success is not final neither is failure fatal; the process is
tedious and requires patience and total commitment. The journey has JUST
started and its my belief that we shall proudly claim our position in the top
league of best management practices.
My hope is that all staff will now emulate their relentlessness and persistence to
significantly improve services delivery with the guidance of the QMS.
In this regard, I would like to encourage all the staff to work towards creating an
enabling environment for quality service delivery.
Ladies and Gentlemen,

On my behalf and that of the government I assure the Ministry of support in the
course of this journey.
With those few remarks, I now declare the quality Management System
officially launched in the Ministry.
