Implementation of Bureaucracy Reform in Kutai Kartanegara Regency is actively running since the
formation of the Team Executive of Bureaucracy Reforms of Regency, based on Decree from Kutai
Regent No. 249 / SK-BUP / HK / 2013 on March 4, 2013 ago.
Further, in the same month, Team Executive of Bureaucracy Reforms, as an empowerment program of
an agent of change and learning center for local government bureaucracy reforms, starts by following
the Kick-Off Meeting, accompanied by GIZ Team, then proceed with the preparation of the Road Map
in April 2013.
The road map is an ongoing and detailed work plan depicting implementation of bureaucracy reform
until the next five years. In addition to the plan of the program implementation, the roadmap also
describes other important information that includes: who is in charge, the executives, required
support, budgets, including targets and the indicators of achievement.
Preparation of the Regency Bureaucracy Reforms Road Map is started by holding a workshop for
forming of the Roadmap activity that is carried out at that time in Tenggarong in mid-July 2013.
Team Executive of Regency Reforms of Regency which is led by the Secretary of the Regency, Edy
Damansyah along with the stakeholders from the community and also the government gathered to
discuss the implementation of the Bureaucracy Reforms work plan in Kutai regency.
Those efforts are made so that the implementation of bureaucracy reform in Kutai Kartanegara
regency be more systematic and right on target based on early identification of what expected by each
of the stakeholder based on three main goals of the Bureaucracy Reforms, namely the realization of
local government that is clean and free of corruption, the increasing the quality of public services and
to increase the capacity and accountability of the public servants performance.
After the organization of the road map activity, Team Executive of Regency Reforms of Bureaucracy
then enter the final stages of Roadmap which was hold in Jakarta on 7-8 November, which included
Character Building program accompanied by Erna Erawati from the Institute of State Administration
Institutions, and Abdul Hakim from GIZ Germany.
For the government of Kutai Kartanegara regency, bureaucracy reforms is a factor that supports the
improvement of local bureaucracy. With some priority programs to be implemented by the Local
Government, it is expected to meet the ultimate goal of bureaucracy reform.(RB).
The realization of good governance as the target of bureaucracy reformation among others is
characterized by the accountability, transparency, effectiveness and efficiency in bureaucracy.
As the provisions decree (PERMENPAN) 37 year 2013 on roadmap guidelines and decree
(PERMENPAN) 13 year 2011 on Quick Wins, roadmap of bureaucracy reformation of Kutai
Kartanegara regency has set as many as six (6) Quick Wins, namely:
1. Pilot project of system information development and acceptance of new students (PPDB)
SMPN, SMAN and SMKN (vocational high school) in the Tenggarong district;
2. Improving the quality of streets in the Tenggarong city;
3. Acceleration service and claims process of Jamkesda;

4. Implementation of Computer Assisted Test system (CAT) in the selection of structural


officials in Kutai Kartanegara regency;
5. Implementation of an integrated licensing services in BP2T which is effective, cheap, quick
and easy;
6. Implementation of online based of discipline management system of official personnels in 5
SKPD (Local Secretariat, Bappeda, BKD, BPKAD and Inspectorate).
Quick Wins are part of the program which is contained in the road-map of Regency Bureaucracy
Reform. Quick Wins are priority programs which mandatory to be embodied in government of Kutai
Kartanegara regency within a year; it is in accordance with the provisions of decree (PERMENPAN)
No. 13 Year 2011 on Guidelines for Quick Wins Bureaucracy Reform in Indonesia.
It is not an easy matter to achieve all these goals, but it is not necessarily means that bureaucracy
reform in Kutai Kartanergara becomes only an activity of sheer momentum without concrete action
for a change.
Towards the implementation of the launching of bureaucracy reform, coordination between the
Executive Team and the Technical Regency Reforms Team keeps to be improved. This is an evidence
of the Regency Government seriousness of the reform, to immediately clean up and improving the
implementation of Good Governance to improve trust and participation of the community as well as
to eliminate the negative image of government that is considered unprofessional and convoluted.
Exactly on December 20, 2013, all the six Quick wins or fast program is achieved, and Launched and
inaugurated directly by the Vice Minister of Official Personnels Empowerment and Bureaucracy
Reforms (MENPAN-RB), Prof.Dr. Eko Prasojo; accompanied by Kutai Regent, Rita Widyasari; and
witnessed by the Alumni of Harvard Education Executive from the first generation; as well as Team
Leader Program Desentralitation as Contribution To Good Governance.
The vice minister presence and RB, Eko Prasojo, in Kutai Kartanegara, not only in order to
inaugurate the Quick Wins Bureaucracy reform of the regency, but he also then directly see the
simulation of the six quick wins that been prepared since long ago by the Executive Team and the
Technical Regency Reforms Team
Accompanied by Regent Rita Widysari and her staffs, Eko Prasajo visits one by one booths of quick
wins simulation, which are centered on the twin towers of the regent office of Kutai Kartanegara.
The look of satisfaction shows on the Vice Minister's face when visiting from one booth to another
booth of quick wins simulation. He was so enthusiastic about listening to each explanation conveyed
by each coordinator of the quick wins simulation.
After touring, the Vice Minister, Eko Prasojo, accompanied by Regent Rita Widyasari, then provide
an opportunity for members of the press who has covered the Launching of Bureaucracy Reforms
activities since morning to do a question and answer session on the implementation of the activity.
In this opportunity, Eko Prasojo expresses his appreciation of the performance of the Regency
Government and the Executive Team of Bureaucracy reforms of Kutai Kartanegara Regency.
Along with the end of the Launching activities of Quick Wins today, does not also mean the end of the
Executive Team and the Technical Regency Reforms Teams tasks.

To ensure the implementation of the quick wins of Regency Bureaucracy Reform, through a meeting
undertaken by the Bureaucracy Reforms Technical Team in Hotel Mesra Samarinda, as many as 6
Assistance Teams have also been formed, who responsible for the implementation of quick wins
programs by maintaining the improvement of coordination in between each SKPD.
In addition, the Regency Bureaucracy Reform Team has also established a Change Management Team
who aims to oversee the implementation of the Roadmap Bureaucracy Reforms to ensure that the
implementation of the Reforms in Kutai Kartanegara runs gradually and consistently according to the
system that have been agreed.
Realization of the ideals of bureaucracy reform in Kutai Kartanegara will never be separated from the
role of community participation as well as business actors as a major pillar of the government
administration.
Only with a strong determination, hard work, and commitment to change, the future goal of
Bureaucracy Reforms will be realized in line with the realization of a prosperous and equitable
community of Kutai Kartanegara.
