AV Digitization Consultation Services

Technical Evaluation Criteria


A. Technical Knowledge and Expertise
34 points
1) Has in-depth knowledge of AV digitization.
2) Has knowledge of legacy analog formats that may be digitized, especially inch UMatic videotapes and motion picture films.
3) Has expertise with all aspects of the creation and processing of digital AV files, including
but not limited to file formats, metadata and inspection.
4) Has expertise with making titles more accessible by providing transcripts, closedcaptioning and audio descriptions.
B. Corporate Capability and Past Performance
33 points
1) Has successful past experience providing consulting services that covered a range of
topics similar in breadth and complexity to those specified in the SOW, Tasks to be
Performed.
2) Provides 3 institutional references, including a detailed description of the services
provided, the length of the project, and a contact person with phone number and email
address.
3) Has made contributions to the field of AV digitization, such as developing or contributing
to guidelines and best practices and creating tools for practitioners.
C. Project Management
33 points
1) Provides a Project Manager (to be the primary contact with NLM) with experience on
consulting projects of similar breadth and complexity to NLMs requirements.
2) Describes the qualifications of the Project Manager.
3) Describes the approach to the project and the duties of the Project Manager.
4) Discusses plans for making an initial site visit to NLM plus potential additional visits
and/or web-based conferences via Skype or other services.
5) Provides 3 references from institutions for whom the proposed Project Manager has
done work, including a contact person, phone number and email address.
The technical proposal will receive paramount consideration in the selection of the Contractor(s)
for this acquisition. All evaluation factors, other than cost or price, when combined are
significantly more important than cost or price. However, cost/price may become a critical factor
in source selection in the event that two or more offerors are determined to be essentially equal
following the evaluation of all factors other than cost or price. The Government intends to make
an award(s) to that offeror(s) whose proposal provides the best overall value to the Government.
The evaluation will be based on the demonstrated capabilities of the prospective Contractors in
relation to the needs of the project as set forth in the SOLICITATION. The merits of each
proposal will be evaluated carefully. Each proposal must document the feasibility of successful
implementation of the requirements of the SOLICITATION. Offerors must submit information
sufficient to evaluate their proposals based on the detailed factors listed below.
