RESOLUTION AUTHORIZING THE


CITY MANAGER TO EXECUTE A
CONTRACT TO PROVIDE
MULTI-PURPOSE JOB
ANALYSIS STUDY SERVICES

WHEREAS, job descriptions for City classes are not current and do not adequately
reflect actual job duties and requirements; and

WHEREAS, employee relations problems have resulted due to ambiguity about the
scope and parameters of jobs; and

WHEREAS, mo$t classes have separate salary ranges which creates vulnerability to
grievances based on equal pay for equal work; and

WHEREAS, Civil Service Rules and other operating policies and procedures
obsolete, ineffectual, and in need of review and revision; and

are

WHEREAS, the City does not have an integrated system whereby individual jobs or
entire job classes can be evaluated and the results used for a variety of
purposes such as classification, job testing, performance appraisa], succession
planning, and training criteria; and
WHEREAS,

over

350 requests for

the United States; and

proposals

were

mailed to firms locally throughout

WHEREAS, nineteen ( 19) proposals were received, resulting in the intensive interviews of eight ($) finalist firms and sixteen ( 16) minority, women, and/or
Oakland-based firms; and

WHEREAS, overall, Sibson & Company, Inc. is the best consulting firm to perform
the abovereferenced services for Oakland; and

WHEREAS, the contract period will

into a contract not to exceed the amount of $400,000 with Sibson & Company,

FURTHER RESOLVED: That the City Council hereby appoints the City Manager as
