C F S D Governing Board Meeting
Approval of Revisions to the Teacher Assessment
Program (TAP) (second reading)
Assistant Superintendent Denise Bartlett presented the
second reading of the proposed revisions to the
Teacher Assessment Program (TAP) document. There
were minor recommended changes from the June 9
first reading. The governing board approved the
revisions.
Approval of Draft Statement from the District for
Bond Election (second reading)
Vice President Eileen Jackson presented the second
reading of the draft statement from the governing
board. There were minor recommended changes to the
statement from the June 9 first reading. The governing
board approved the statement with revisions.
Report from Bond/Override Underwriters
Regarding the Projected Tax Impact of 2015 Bond
and Capital Override Elections
Mr. Michael LaVallee, Managing Director of Stifel,
Nicolaus & Company, Inc. reported on the projected
impact bond and District Additional Assistance
Override elections on the district tax rates. Also
presented was background information on the districts
current bonded indebtedness.
District Response to District Additional Assistance
Budget Reduction
Director of Finance, Sandra N. Thompson, provided
historical information and a projected report on the
funding for the District Additional Assistance (DAA)
budgets for the last several years. The DAA (capital)
state funding source has been reduced by over 70
percent since 2010. However, the district has been
able to respond using $22,825,000 in bond funds
authorized in the 2009 bond election along with the two
successful capital override elections for technology and
curriculum resources. Additionally, the district has also
received funding support from the local community in
the form of tax credits, and gifts and donations. Without
the continued support and the willingness of the
taxpayers in the district to support the bond and
override elections, the districts ability to respond to
such reductions in the DAA would be extremely
difficult.
Public Hearing of Fiscal Year 2016 Budget
There were no public comments.

Adoption of Fiscal Year (FY) 2016 Expenditure


Budget
The governing board adopted the FY 2016 expenditure
budget.
Adoption of a Resolution Ordering and Calling for
Special Bond Election
Superintendent Mary Kamerzell reviewed the
resolution to call a bond election for November 3, 2015.
The board adopted the resolution.
Adoption of a Resolution Ordering and Calling a
Special District Additional Assistance Override
Election
Dr. Kamerzell reviewed the resolution to call a District
Additional Assistance Override election for November
3, 2015. Exhibit D of the resolution documents was the

help of bond counsel, Jim Giel, board members revised
some of the statements language, particularly that
portion of the statement that confirmed that the tax rate
was not expected to increase with the passage of the
bond. The board adopted the full resolution, including
the revised Exhibit D.
