PROBLEM STATEMENT
Having a great look into Indias biggest problems, PROPER IMPLEMENTATION
of schemes takes place once in a blue moon in the Indian Society. Though
Government of India is taking relevant steps, most of them fail at implementation.
Although there is a whole big list of schemes which are not being implemented up
to the mark and some not at all, we focus on one of the most important problems
which are unfair distribution of ration to the public by ration dealers. This scheme
is all about giving the poor and low income families sufficient ration at a very
affordable prices. Accordingly the government of India issues calculated quantities
of ration depending on the population of that particular area to the ration dealers.
Now here, the problem arises. These dealers, owing to their greed, issue only a
portion of ration to the ration card holders which are received by them from
government and sell the remaining portion in black market. Due to this not all the
poor and the needy are being justified as they have to be. Bitter part is government
thinks that everything issued to the dealer just flows down to the public. But in
reality it is not!
SOLUTION
We flew around a lot of ideas and finally came up with the optimal solution for the
problem explained above. When we have a closer look into the problem, we found
that government is unaware whether the ration issued to the dealers is reaching the
public or not. As here lies the problem, certainly here lies the solution. If we can
develop a system of transparency between public and government, the government
becomes aware of greedy deeds of these ration dealers and can take measures
towards successive implementation of scheme. Our idea is to replace ration card
with Aadhar card. As almost everything is getting linked with aadhar card, it will
be easy for the public to maintain just one card for all purposes instead of a bunch.
Additionally, a file must be created in the database for each and every family
which contains all the individual aadhar details of them along with details of
family head and relationship of other members with the family head. A biometric
system is to be installed at every ration issuing center and the amount of ration
issued to every person by the ration dealer is to be entered into a database and
biometric of the person receiving ration must be taken approving that he/she has
received the same amount of ration for that particular month as stated by the ration
dealer. It is the duty of the public to check whether the dealer has entered the
correct amount of ration issued by him/her or not. By this system, the government
can monitor the distribution of ration effectively. If the amount of ration issued by

the government is not matched with the one updated in the database, it is the duty
of the government officials to sought out the situation.
