NO.08/DBS/CMS/BISP/NMC/2015/02 dated 13 th July 2015 received in BISP Peshawar
Office on 22nd July 2015 and received by me on the same date on above subject.
In this respect it is submitted that as per show cause notice, 315 wrong updates
were surfaced from the under signed CMS ID and upon random checking of 50 cases
were found incorrectly updated in different categories. I beg to submit para wise replies ,
in the following few lines, based on the ground realities of these cases for your kind
consideration:1) Roster Mismatch.
As for as Roster mismatch redress
is concerned, the Case Management
System (CMS) BISP has limited access to the NADRA database. The fact is that family
tree is not accessible with the BISP, resulting multiple difficulties to the officers and staff.
Many family heads in KPK generally changed their status, nick names of children, date
of birth, gender and marital status of family members without keeping any record or
informing stakeholders. You are well aware that the people of KPK are mostly illiterate
and poor. More over the survey reports were prepared in 2010 on the basis of T-1 form
by the applicants and there were many discrepancies found in the data provided at the
time of updating correct position by BISP staff including the undersigned. In case of
unmarried families, it has been noted that the heads are nominated on the basis of
family elders i.e father and mother and after marriage the husband of the beneficiary.
Such are the discrepancies which resulted in this show cause notice. In most of these
cases it was found that the name of husband was not reflected in T-1 Forms at the
time of initial survey.
We have however updated, these cases in accordance with the requirements and
directions of BISP, by experiencing lot of difficulties . These time consuming cases
were only finalized with hard work and were forwarded after correction of record to
the seniors for further disposal. The practice followed in the cases of following serial
number
depends
on
the
aforementioned
realities:,
2,3,5,7,9,10,11,13,14,15,16,17,18,19,26,27, 28,31,32,33,35,36,38,40,43,44,47,49
2) Name Mismatch:

As already explained, most of the cases, Headquarter relied upon the information
provide on T-1 form which was filled during survey in the year 2010. During the survey
most of beneficiaries nick names were mentioned in the T-1 Form etc. However After
marriage of beneficiaries nick names as well as other data was changed. Thus there
appeared discrepancy while updating CNIC in CMS .So after thoroughly verification of
each case through fetch provided by NADRA in CMS, the real name of the beneficiary
not found correct. The same was forwarded as unmatched to the supervisor. The
same practice has been followed in the cases of following serial numbers: 1, 4, 6, 21, 22, 24

Age Mismatch:

Age of a family a beneficiary was declared by the applicant/pending beneficiary at the


time of survey in T-1 form. During survey age of pending beneficiary was mentioned on
imagination and assumption basis because most of T-1 forms are found without CNIC
number for want of ignorance and illiteracy by the familys heads .As already explained,
in KPK most of the poor and low income families have either no or wrong record of birth
of their children. Thats why problem emerged and CMS age does not match with T-1
form which was accordingly done. Also it is mandatory to mention that many
beneficiaries have processed their daughters CNICs before maturity so as to get
benefits from the BISP.
. The same practice was thus followed in the following cases of serial numbers and
updated accordingly :23, 29, 34,41

Gender mismatch:

Only one gender mismatch case (SL.No 37) was reported. It was found that the
enumerator wrongly entered CNIC of the beneficiary in male column and vice versa
the CNIC of male in female column.The rectification has already been made and
problem solved according to correct data of NADRA.

Marital Mismatch:

In the marital mismatch cases, the same discrepancies have been noted. At the
time of survey, in number of cases, the information provided in T-1 form by the head of
families about marital status was not correct, because either the beneficiary was not

married or living with the parents . However after marriage, marital status was changed
in roaster by the beneficiary, and reported to BISP.
As evident, we have a limited source to check and detect beneficiary data only by
using Fetch facility to find out her marital status in the CMS system. Thus we have
followed Fetch facility and updated the record where factual position of the case was
correct/according to latest information. Also in all such cases where rectification
required, the beneficiaries were asked to bring and show her real CNIC, so as to
correct the beneficiary marital status for updating in the system. The same practice has
been followed in the cases of following serial numbers:8,12,20,25,30,39,42,45,46,50
Sir,
On thorough checking and analyzing of randomly selected all 50 cases, it
revealed that all such cases are updated by the undersigned as accordingly to CMS and
given directions of BISP. As far as the charge of depraving actual beneficiaries from
BISP and unauthorized/wrong person were obliged is absolutely incorrect and
misconceived
Sir, the efficiency and honesty of the undersigned could be judged from the fact that
more than 6000 approximately pended cases have been forwarded to the relevant
authorities. who after proper processing and analyzing issued BDC to the actual
beneficiaries.

The undersigned has processed, feeded and disposed off nearly 6000 pending
cases of all beneficiaries with open head and heart, by sitting late. There has been no
malafide intention, dishonesty or favoritism to any beneficiary. My utmost intention and
efforts remained to be loyal with the work, and office. My parents, being religious people
have always directed me to be fair and honest with the work and to take home the best
and clean Rizaaq halal for them and whole family . I have worked with the same moto
and spirit .I assure you sir to work with the same zeal and intention in the BISP in
future as well.
The charges levelled against me in the show cause notice may therefore very
kindly be withdrawn. I desire and request to be heard in person.
