Subject: Library Media Program Self Evaluation Rubric

As a requirement for certification as a School Library Media Specialist, Mrs. Smith completed
the Georgia Department of Education Library Media Program Self-Evaluation Rubric for Feagin
Mill Middle School. We evaluated our Media Center based on the requirements set by Georgia.
Category 1-Student Achievement and Instruction
The subheadings for this category are information literacy standards, collaborative planning,
professional library media staff, media center resources, media services and student achievement.
The media center scored exemplary in three categories and proficient in two categories, and
basic in one category. Although the school has high student achievement on standardized tests,
there are only some collaborative efforts to help integrate media center instruction with
classroom instruction. Typically the subject area with the most collaboration is the Language
Arts classes. The Science and Social Studies classes do some collaboration with projects. The
Math and Connections classes have the least amount of collaboration with the media center. The
library media center is a very critical component in the schools reading program, and exceeds
the expectations set by the state. The school scores basic in the area of assessing student
achievement because the teacher is the one who is responsible in that area.
Category 2- Technology
The subheadings for this category are technology management and technology integration. The
media center scored proficient in four subcategories and exemplary in four subcategories. The
media center provides services that meet the GA Department of Education requirements.
However, the school does not have the technological resources available to students due to
budget issues. While there is a plan of action to buy and replace hardware, the means of doing so
depends on the budget. The media specialist does share new ideas or technology resources, but
does not integrate them in all lessons.
Category 3-Staffing

The subheadings for this category are adult supervision and full time employment duties. This
school scores exemplary in the first area and basic in the second area. Since the media specialist
is not shared between schools, Feagin Mill Middle meets the state requirements; however,
according to the rubric, staffing is inadequate because the media specialist is required to perform
other duties due to the lack of a media clerk. The media specialist lost the media clerk due to
budget cuts several years prior.
Category 4 -Facilities, Access, and Resources
The subheadings for this category are flexible schedules, square footage, streaming video, print
and non-print resources, online public access catalog, and GALILEO. The school scored
exemplary in five out of six subcategories. The school received proficient in the flexible
scheduling category. Feagin Mill exceeds expectations in the area of square footage
requirements, streaming video on a regular basis to support the curriculum, making print and
non-print resources available throughout the school and having an online public access catalog.
In addition, GALILEO is available and lessons are taught at the exemplary level and
opportunities are provided for faculty and staff to access GALILEO. Flexible scheduling allows
students to visit the media center throughout the school day as well as before and after school.
The media specialist has student helpers who assist her throughout the day. There is only a small
window of time when she does not have student helpers with her. However, on Fridays, she has
only certain times available for students to visit the media center, so other media center work can
be done since there is no media clerk.
Category 5- Administrative Support
The subheadings for this category are media contact person, administrative staff support, media
committee, media policy and media center funds. Feagin Mill Middle Schools Media Center
ranks proficient in four out of five categories and exemplary in one category. Mrs. Melanie
Watson serves as our media contact person, and she organizes regular meetings for media
specialists in our district. Within the school, administrators provide support with encouraging
teachers to utilize the media center regularly and incorporating resources into lessons. There is a
media advisory committee in place that helps determine the policies set forth in the media center.

The media advisory committee meets regularly. However, they do not revise the policies often.
There is also not many fundraising or budget raising opportunities available for the media center.
Category 6- Staff Development
The one subheading for this category deals with staff development opportunities. In this
subcategory, the media center was rated at the proficient level. The media specialist has
professional development opportunities. Many of these professional development opportunities
are taken over by other types of professional development by the administration. At times, the
media specialist may provide staff development opportunities, but the media specialist does not
plan activities based on needs assessments.
Action Steps-Moving from Basic to Proficient
There were two categories in which the Feagin Mill Middle Schools library ranked basic. These
were student assessment and full time duties. Even though the media specialist provides weekly
instruction with activities for students to show growth in learning, rubrics are not used. In order
to improve in this area, the teacher and media specialist could collaborate and design
rubrics/assessments, student self-assessments and presentations for peers. The school also scored
basic because the media specialist performs extra duties due to a lack of staffing. The district
decided that due to funding cuts, they had to reassign media clerks. The only schools that now
have media clerks are the high school media centers. The only way to move that area from basic
is to hire more staff, but it does not seem that the district is headed in that direction.
Action Plan-Moving from Proficient to Exemplary
In category 6, moving staff development opportunities from proficient to exemplary can be done
by recognizing the media specialist as a master teacher and allowing her to plan and organize
staff development sessions. The faculty has already voiced their need of more professional
development particularly on technology resources and integration. In addition, formal courses
need to be designed by the media specialist for the growth of the faculty. There are several
teachers who are working on graduate degrees or certifications. Therefore, assisting teachers in
their graduate research programs will also enhance this subcategory.
