1. REFERENCES:
a. PNP Integrated Transformation Program;
b. Memorandum of Understanding Between the PRO2 and JIATF West on
year 2008;
c. PNP Memorandum Circular Number 2014-025 dated July 26, 2014,
Delinquency Report System (Strengthening the Disciplinary Authority of
the Chief of Office); and
d. Memorandum from TDL dated April 11, 2014 with subject, Strict
Observance of ENERCON.
2. PURPOSE:
This Memorandum Circular provides the guidelines, rules and regulations on
the operational use and management/administration by PRO2 personnel and/or with
other agencies in using the Baker Piston Hall (JIATF West Training Facility) and the
rules in the proper observance of classroom and barracks decorum during training,
seminars, schoolings, etc.
3. SCOPE:
This Memorandum Circular shall apply to all Police Commissioned Officers
(PCOs), Police Non-Commissioned Officers (PNCOs), Non-Uniformed Personnel
(NUP), and other authorized individuals from other agencies.
4. POLICIES, GUIDELINES AND PROCEDURES:
a. The Baker Piston Hall (JIATF West Training Facility) shall be
exclusively utilized for trainings, seminars, and schoolings conducted

by PNP PRO2. However, other government agencies and authorized


law enforcement personnel may use the same for the above stated
purpose upon request, subject to the governing rules and regulations
of this Memorandum Circular and upon approval of the Regional
Director.
b. Any damage or destruction to the Baker Piston and/or any of its
equipment and facilities shall be borne by the end-user of the day.
They shall pay and repair any damaged portion or may replace the
whole equipment, if it was attributable to their own negligence, fault or
abuse during their use. In case, the user pays the damaged property,
the amount must be in proportion to the market value of the property.
c. Only authorized decorations (eg. tarpaulins), equipment and facilities
may be allowed, however, these should only be material and needed in
the conduct of the training and seminar and the introduction of which
must not impair or injure the facility. These items shall be removed
immediately after the conduct of the training. No attachments shall be
made on the walls, or other appurtenances that could potentially cause
damage or injury to the facility and/or any of its equipments. Vandalism
on chairs, tables, walls and on any equipment found inside the building
is not allowed. Any violation will be subjected for investigation.
d. Alterations of any of the items, furniture and fixtures are strictly
prohibited. All facilities and electrical equipment shall be used properly
and purportedly for official use. These facilities must be unplug
immediately after using it in order to prevent possible loss of resources
in the strict adherence to the Memorandum from TDL dated April 11,
2014 with subject, Strict Observance of ENERCON.
e. End-users must secure that the facility is clean and equipments are
arranged based from the original position where it was located.
f. Personnel from other government agencies and authorized law
enforcement personnel shall notify the RCDS thru the C, RHSG prior
to the conduct of trainings, seminars, programs and other related
activities five (5) days before the intended use for the approval of the
Regional Director.
5. CLASSROOM/BARRACKS DECORUM:
Student/trainees must at all times display the highest degree of courtesy and
professionalism. They are mandated to follow and observe existing rules and
regulations within the camp premises. Any student found to be in violation of such shall
be subject to the provisions of PNP Memorandum Circular Number 2014-025,
Delinquency Report System. The penalty imposable shall be based on the infractions
and gravity of the offense committed under the abovementioned Memorandum Circular.

a. Students/Trainees shall proceed directly to their classroom and are


expected to be at their assigned room before the start of the class.
Littering around the premises of the Baker Piston is strictly prohibited.
b. Displaying
or
keeping
any
obscene
and
pornographic
pictures/magazines inside the classroom or barracks is strictly
prohibited.
c. All students must adhere to LOI Tamang Bihis, and proper dress
code shall be observed at all times whether inside or outside the
classroom.
d. Silence must be observed strictly at all times inside the classroom or
barracks. Cellphones should be in silent mode in order not to distract
Instructors/Guest Lecturers during classroom instruction. Boisterous
laughter, ungentlemanly conduct and the use of profane or foul
language shall not be tolerated.
e. Smoking, drinking liquor, and gambling inside the premise of the Baker
Piston is strictly prohibited.
f. Use of makeshift electrical connections or extensions other than the
fixed electrical outlets is not allowed.
g.

Firearms and ammunitions are not allowed inside the classroom or


barracks.

h. Clothes, laundry and other personal items are strictly prohibited to


be hanged inside the barracks except in designated areas.
i. Courtesy, social politeness and respect should be observed. Student,
trainees and participants should avoid any disturbances to nearby
offices or buildings especially during office hours.
j. During messing, all students, trainees and participants shall observe
proper decorum and maintain proper bearing while eating. They must
take their meals only in designated messing area and must avoid
taking their meals inside the classroom/barracks. Used utensils should
be brought to the designated depository area after eating. Leftovers
and other unnecessary utensils such as plastic cups, fork, spoons and
paper plates must be discarded properly.
k. Designated class officers shall see to it that above listed rules are
strictly observed. They (officers) shall likewise mobilize the class
members in helping RHSG personnel on duty in the upkeep of the
facility
i.e.
barracks,
classrooms,
toilets
and
the
surroundings/compound.

CONCEPT OF OPERATIONS:
a. C, RHSG
1. The C, RHSG shall oversee the daily operation of the facility,
safekeeping of the keys and shall maintain a database, containing
the records of all users, the activities conducted and any other
pertinent information relative thereto. He shall be responsible in the
implementation of the house rules.
2. He shall designate personnel who shall maintain the daily
cleanliness of the Baker Piston. Ensure operational readiness of all
equipments and facilities before the scheduled activities. Likewise,
assist user/s in operating equipments during activities.
3. Any violation committed by the users shall be dealt in accordingly
by the C, RHSG. He shall take necessary measure to ensure that
appropriate fines or penalties are accorded. He must immediately
submit a report addressed to the Regional Director.
4. He must also inform the C, RLRDD and submit a report on the
condition of the facilities and equipments that are subject of
rehabilitation and repair.
b. C, RLRDD
1.

The C, RLRDD shall maintain an inventory of the whole building


equipments and facilities. The general maintenance (both
Preventive and Corrective) of the building operational condition
must be their accountability. Monitoring in the use, replacements,
minor or major repair and rehabilitation shall be his full
responsibility.
a. Preventive Maintenance consist of planned, scheduled
and cyclic tasks of part replacement, condition, monitoring
and general gathering of data in order to prevent breakdown
of building elements, maintain desired operating
performance level; and
b. Corrective Maintenance involves minor repair of building
and minor servicing of equipment to correct confirmed
abnormalities or deteriorating conditions.

He must conduct quarterly inspection together with the C, Regional


Engineering Service and the C, Regional Electronics and
Communication Office to determine the general condition of the
building and must immediately take appropriate measure for its
repair and rehabilitation.

c. C, REngr
The C, REngr shall be in-charge on the rehabilitation, construction
and repair of the facilities which require their technical expertise to
conform to the PNP regulations and performance audit.
d. C, RCEO
The C, RCEO shall be responsible in providing and installing of all
communication and electronic equipments and shall designate
personnel that will assist the users in operating communication
and electronic equipment during the conduct of training, seminar
and other related activities.
7. MISCELLANEOUS PROVISIONS:
a. Priorities in the use/utilization of the said buildings/facilities
1st Priority: Training/Seminar to be conducted by PRO2
2nd Priority: Training/Seminar to be conducted by RSTU, PNPTS
3rd Priority: Training/Seminar to be conducted by the RSUs and other
government agencies
b. Any amendment, revision and modification on the provisions of this
Memorandum Circular shall be deemed void and inoperative without
the approval of the Regional Director.
8. EFFECTIVITY:
This Memorandum Circular shall take effect immediately upon publication.
