projectwasinitiallyvoluntarilystartedbytheIndianBanksAssociationin

Againstthebackdropofaragingcontroversyoversaffronisationof
education,JNUhasproposedtointroduceshort-termcoursesonIndian
CultureandYogatospreadthespiritualandmythologicalaspectsofthe
countryandestablishIndianvaluesintheworld.
Thevarsityhasaproposalreadyinthisregardandadraftofthreesuch
courseshasbeencirculatedamongvariousschoolsanddepartmentsofJNU
fortheirfeedback.ThematterwillbeplacedbeforetheJNUacademic
council(AC)onOctober30.
TheHRDministryofficials,however,feignedignoranceoversuch
development.Accordingtothedraft,thecourseonIndiancultureaimsto
expoundtheimportanceofthecountryscultureaswellasexplorethe
etymological,social,spiritual,culturalandmythologicalaspects.
Thecoursewillcontainthetexts,thoughtsandtraditionsofdifferentcultures
andincludethingslikereligioussystemsinIndiancultureamongothers.

IITCouncilmeeting:Five
developmentswhichmayleadtomajor
changesfromupcomingacademicyear
IndianInstituteofTechnologycouncil,thehighestgovernment-nominated
bodyofthe16IITshosted49thmeetingwithHumanResource
DevelopmentMinisterSmritiIranionTuesdayinKolkataregardingsomeof
themajorchangesinIITsastheneedoftimetoenhancetheproductivityof
theinstitute.

SmritiIranihasputthedecisiontohikethefeeonhold.AccordingtoTimes
OfIndiareport,shehadsaidthattheissueoffeehikewassensitiveand

TheIITCouncilhadproposedtohiketuitionfeeofstudentsby150per
centfromRs90,000toRs2.65lakhtomeettherecurringexpensesofthe
institute.TheproposalmadebyAnilKakodarcommitteein2011.
Accordingtotheproposal,IITsarehighlysubsidisedbythegovernment.
ThecostofastudentsgraduatingfromIITisaround3.5lakhperyear,the
studentsarepayingRs.90,000peryearastuitionfee.Thehikewas
proposedinlightofmeetingtheinstitutesexpensesonlabs,equipment,staff
salary,housekeeping,waterandelectricity.
Moreover,thestudentsbelongingtoscheduledclassandscheduledtribe
whichaccountsfor22percentoftotalstrengthandstudentsfrom
economicallyweakersection(lessthan4.5lakhincomeperyear)paysonly
10percentofthefeecurrently.
2.Feeforphysicallyhandicappedstudentswaivedoff,more
scholarshipsproposedforeconomicallyweakerstudents.
SmritiIraniannouncedtoprovidefreeshipstophysicallyhandicapped
students.SharingthegoodnewsonTwittershesaid,Happytoreportthat
IITCouncilhasdecidedtowaiveofffeesforourphysicallychallenged
students.Moreover,itwasproposedthatmorescholarshipsneedto
providedtothestudentsbelongingtotheeconomicallyweakerbackground
oncethehiketakesplace.
3.RecommendationsonsingleentrancetestbyNovember
ThecouncilmeetingheadedbySmritiIranihasdecidedthatacore
committeewillstudyandevaluatetheproposaltoholdsingleentrancetest
forIITs.Therecommendationislikelytobeputinplacebythefirstweekof
November.AccordingtotheproposalmadebyIITcouncil,theadmission
procedureforIITweretime-takingandcumbersomeanddidnotleave
muchtimeforinstitutestoconductenoughnumberofcounsellingsessions.

Theaspirants,currently,needtogivetwo-tierentrancetests

namely,JEEMainsfollowedbyJEEAdvancedtogetadmissionin
IITs.PitchingtheNationalInstituteofTechnology(NIT)admission
procedure,IITaskedforsingleentrancetestforadmissions.For
NIT,clearingonlyJEEMainsisrequiredforadmissions.
4.QuotaofstudentsappearinginJEEAdvancedincreased.
Thecouncilhasapprovedtheproposalofincreasingthequotaof
studentsappearingforJEEAdvancedfrom1.5lakhto2lakh.The
proposalwasputforthbyIITJointAdmissionBoard(JAB)in
September.
Thechangewasproposedtakingintoconsiderationthetwo-fold
reasons,first,around200seatsarelyingvacantthisyearinIIT,and
second,threemoreIITswillbetakingadmissionsinnextacademic
year.
5.Peer-groupAssistedLearning(PAL)tobesetup.
Thecouncilhasalsodecidedtoputinplace,Peer-groupAssisted
Learning(PAL)tohelpstudentsintheiracademicsbyinvolving
brightseniorstudents.Theseseniorstudentswillhand-holdthe
weakstudentstomeetthechallengesofrigorousandintensive
educationsystem.Theplanalsoinvolvesadmittingforeignstudents
especiallyfromSAARCandAfricancountries.
Thedecisionwastakeninlightofhigherdrop-outratesbyIIT
students.IraniduringMonsoonSessionofLoksabhasaidthatmany
asmanyas228studentsdroppedfromIITsintheacademicyear
2014-15facingvariousproblemsbutthehighestbeingacademic
stress.

relaxationinthecountrysstudentvisasystem,sayingthatoverseasstudents
shouldreturnhomeassoonastheirvisaexpiresunlesstheyhaveagraduate
job.DiscussingthismatterattheConservativePartyconferencein
Manchester,shesaid:Wewelcomestudentscomingtostudy.Butthe
factis,toomanyofthemarenotreturninghomeassoonastheirvisaruns
out.Sheadded,Iftheyhaveagraduatejob,thatisfine.Ifnot,theymust
returnhome.SoIdontcarewhattheuniversitylobbyistssay:therulesmust
beenforced.Students,yes;over-stayers,no.Andtheuniversitiesmust
makethishappen.
Industrialist,LordSwrajPaul,ChancelloroftheWolverhamptonUniversity
andLordKaranBilimoria,ChancelloroftheUniversityofBirmingham,have

Lords,LordBilimoriahadsaid:ThePrimeMinister(DavidCameron)talks

andMathematics)courseshavedeclinedbynearly50percentbetween
2010and2012afterUKscrappedthetwoyearpost-studyworkpermit.

OnOctober5,theOdishagovernmentrejectedthecentresdecisionto
provideanallowancetoschoolchildreninsteadofamid-daymeal.
TheFoodSuppliesandConsumerWelfareMinister,SanjayDasburma,said
instatementthat,Itisnotacceptablethatschoolchildrenwouldbegiven
allowanceinsteadofmid-daymeal.Thedecisionofthecentrewoulddefeat
theverypurposeofthemid-daymealforreductionofdropoutratesin
schools.So,theCentreshouldreconsideritsdecision.
TheministersaidthecentreonSeptember30framedaruletoprovidean
allowancetoschoolstudentsacrossthecountry.AccordingtotheMidDay
MealRules2015,ifthemealisnotprovidedinschoolonanydaydueto
non-availabilityoffoodgrains,cookingcostorfuel,absenceofcook-cumhelperoranyotherreason,thestategovernmentwillhavetopayfood
securityallowancebythe15thofthenextmonth.

TheselfdefencetrainingprogrammeofDelhiUniversity,whichisconducted
inassociationwiththeDelhipoliceissettobeextendedtoSchoolofOpen
learning,thevarsitysdistanceeducationwing.Earlier,thisprogrammewas
runonlyfortheregularcolleges.
DelhiPolicehadsetatargetoftraining1,00,000womeninselfdefenceat
thebeginningofthisyearandnearlyhalfofthetargetwasalreadyachieved
bythemonthofJune.
AseniorofficialofDUsSchoolofOpenLearning(SOL)saidthat,The
GenderSensitizationCommittee(GSC)isorganisingaSelf-DefenceTraining
ProgrammeforgirlstudentsinclosecollaborationwithDelhiPolice.The
trainingshallbeorganizedinbatchesfor10daystillApril2016andshallbe
heldatthreevenues.
Headded,Earlierthetrainingwaslimitedforthegirlsstudyinginregular
collegesbutnowwehavedecidedtoextendittoSOLtoo.Thoughthe
studentsheredonotattendregularclassesbutselfdefencetrainingis
importantforgirlstosurviveinsociety.
Thestudentswillnotberequiredtopayanyfeeforthetrainingprogramme,

TheMedicalCouncilofIndia(MCI)hasgivenitsnodtotheproposalfor
holdingcommonentrancetestforMBBS,BDSandpost-graduatemedical
courses,andhassentitsrecommendationtothehealthministry.
Accordingtohealthministryofficials,thegovernmenthadsoughtviewsof
MCIontheproposalfollowingwhichthelaterinitsgeneralbodymeeting
onOctober1approvedthemove.
MCI,initsgeneralbodymeetingonOctober1,hasbackedtheproposal.
Aspertheexistingpolicy,everystategovernmentconducttheirown
entrancetest.Privatemedicalcollegeassociationsanddeemeduniversities
alsoconducttheirownCET.Andanaspiringcandidateappearsinallthe
exams.

TakingintoaccountthesocietalrelevanceoftheRighttoInformation
Act,theIndiraGandhiNationalOpenUniversity(IGNOU)hasdecided
torolloutcertificateanddiplomacoursesinRTI.
Thenewprogrammes,whicharebeingworkedoutwithsupportfrom
CentralInformationCommission(CIC),willalsoformmandatorypartof
trainingforallCentralGovernmentemployees.Werealisedthatpeople
knowthattheycanseekcertaininformationthroughRTIbuttheyarenot
awareofthetechnicalitiessuchashowtogoabouttheprocess,howto
framethequestions,howandwheretomakefurtherappealsandmuch
more,IGNOUViceChancellorNageshwarRaosaid.
Headded,Therefore,keepinginmindthesocietalrelevancewe
decidedtorolloutthecourseandapproachedCICcommissionerfor
theirsupporttotheproposal.TheFacultyofPublicAdministrationat

OnOctober5,theOdishagovernmentsaidthat100modelschoolswill
startfunctioningfromthenextacademicsession(2016-17)inthestate.

12,willbecarvedoutatparwiththecentralgovernment-runKendriya
Vidyalaya(KV),theChiefMinistersOfficesaidinastatement.
Itaddedthatvocationalcourseswouldalsobeamajorpartofthe
curriculum.Patnaikdirectedofficialstoexpeditetheconstructionof
buildingsandotherinfrastructuralworkstoensurethateducationis
impartedinthemodelschoolsfromthe2016-17academicsession.
Themodelschools,tobemanagedbyautonomousbodies,willalso
haveresidentialfacilitiesforstudents.

Delhigovtlauchesschemeforextracurricularactivitiesin54modelschools
NEWDELHI:Delhigovernmentislaunchingyetanotherschemeand
bringingprivatepartiesonboard.Asapilot,theDirectorateofEducation
willrunaheavy-dutyextra-curricularactivitiesprogrammein54model
schoolsinDelhi.Asapartoftheprogramme,theDoEwillallowaccessto
thedesirousacademies/clubs/individualprofessionalsintotheschoolsand
theseprivatepartieswillbeallowedtoinstructkidsfromotherschoolsas
well.
AcircularfromtheDoEsays,theywillbeprovidedrequisitespaceinthe
schoolsforimpartingcoachingandtrainingtothestudentsofgovernmentand
otherschools.Thefirstsetofactivitieswillincludemusic,dance(classical
andcontemporary),theatre,finearts(includingcraft),creativewritingand
photography.Crucially,thecircularsays,effortswillbemadetoallotmarks
tothestudentsonthebasisoftheirperformanceintheclassaswellasfinal
showaddingtotheirtotalscore.Interestingly,thesyllabusreduction
proposalwasmadepreciselyforthisreason-tointroduceextra-curricular
activities-andeducationistshadalreadypredictedthatprivategroupswillbe
enlistedtodelivertheselessons.
Foreveryschool,theinstructorororganizationholdingtheclasseswillbe
paidRs2,000foratwo-hourclasstwiceaweek.Anassistanttrainer,if
required,willbepaidRs1,500perweek.Thegovernmentiswillingto
considerpackagedealsaswell.Thedesirousacademies/clubs/individual
professionalswillhavetoprovidetrainingtominimum50...students,per
activityofthatschool,saysthecircular.
Mostofthedetailsofthedealswillbeworkedoutbetweentheorganizations
orindividualsinvolvedandtheheadsofschools,thoughtheywillhaveto
enrollthemselveswiththegovernmentfirst.Thepermissionwillbeaccorded
upto29thFebruary2016,initially,saysthecircular.Everyorganization

CBSEmadeitclearthatprincipalsmustsendlistofonlythosestudentswho
arebonafideregularcandidatesoftheschool.CBSEhasasystemof
surpriseinspectionofschoolinwhichinfrastructureandcandidatestrengthat
IX/X/XI/XIIisverified.Intheeventofsponsoringunauthorizedcandidates
(orstudentsfromothernon-affiliatedschool)strictactionasperthe
AffiliationBye-lawswillbetakenagainstschools.
Theboardhasarathercomplexandmultilayeredapproachforgranting
affiliation,allofwhichhasnowbeenshiftedonlinetoincreasetransparency
andmakeitmorefriendly.Theresprovisionalaffiliationandtheresalso
middleclasssyllabusapproval,butthebiggestoneisgettingonesschools
registeredforStdX/XIIboardexams.Forthat,CBSEgrantsaffiliationonly
atStdVIIIlevelbutnewschoolsstartseekingoutadmissionsusingthe

centralboardstagrightfromprimarylevel.Andhereiswheretheproblems
start.
InNagpur,thedemandforCBSEschoolsisincreasingandthatsthelatest
fadamongparents.Outofthe1,500schoolswithincitylimits,about40-odd
areaffiliatedtoCBSE.TheCBSEtagalsohelpsschoolstochargea
premiuminfeesoverthestatecounterpartseventhoughforthenon-branded
schoolsthequalityandoperatingcostsareprettymuchthesame.
Whensuchschoolsdonotgettheaffiliation,theirallplansgoawry.In
Nagpurtoo,certainschoolshavedonefavoursforothersbyallowingtheir
studentstoappearforboardexams.Sofarincity,ithasalwaysbeenacase
ofdelayedaffiliationforschoolswhichledtothechaos.Therearealsocases
ofschoolsallsettogetCBSEaffiliationbuthadtheirplansnixedasthey
failedthelandrequirementcriteria.
CBSEhasdifferentlandrequirementsforschoolsinruralandurbanareas,
andthisisbecomingachallengeformanyschools.Allegationshavealso
beenmadeaboutacertaineducationgroupthattheytransferredtheirstate
boardstudentstoCBSEschoolsinStdIX,thoughitwasnever
substantiated.
Thesafestbetforparentsistoaskschoolsfortheiraffiliationnumberand
getitcheckedontheCBSEwebsite.Evenformulti-branchschools,each
unitwillhaveadifferentaffiliationnumberwhichwillhelpparentsascertain
thegenunityofsuchschools.
NosuchthingasCBSEpattern:
LotsofschoolsareusingthewordCBSEpatternontheirprospectusand
displayboardsontheirmaingate,whichgivestheimpressionthattheyarein
somewayassociatedwithCBSE.ThefactisthereisnosuchthingasCBSE
patternapartfromateachingmethodologywhichschoolstryout.Allsuch
schoolsarebasicallystate-boardaffiliatedanddonothavethelegalrightto
usethewordCBSE.Thecentralboardhastimeandagainmadeitclearthat
non-affiliatedschoolscannotusetheCBSEnameinanyway.

GURGAON:Thestategovernmentsmassiveinitiative-Learning
EnhancementProgramme(LEP)-whichwaspreparedincollaborationwith
Bostonconsultancygrouptosubstantiallyenhancequalityofeducationin
governmentschoolswillbecomeoperationalin3,222primaryschoolsfrom
Monday.
Givingoutthedetails,HaryanaeducationministerRamBilasSharmasaidthat
undertheLEP,18,000governmentprimaryschoolteachershavebeentrained
overthelastonemonthaspartofHaryanasQualityImprovementProgram.
The3,222LEPschoolsarespreadacrossthewholestateandmorethan6
lakhstudentsareenrolledthere.Thefirsthouroftheschooldaywillbe
observedasLEPhourintheseschools,whereteacherswillusebooksthat
havebeenspeciallypreparedbyStateCouncilofEducationResearchand
Training(SCERT)fortheprogramwithsupportfromBCGandaDelhi-based
NGO.
Thesebooksfocusonimportantcompetenciesoflowerclassessothatthe

programcurrentlyfocusesonHindiandMaths.ThesubjectofEnglishwillbe
addedinNovember,saidtheminister.TCGupta,principalsecretaryto

programistoensurethatallstudentsacquirethecompetenciesofprevious
classes,necessarytocomeuptotheleveloftheircurrentclass.Thisisan

identifiedassocietiesbasedonthe
creation,disseminationandutilization
ofinformationandknowledge.Itisa
societyinwhichknowledgeis
acquired,created,disseminatedand
appliedtoenhanceeconomicand
socialdevelopment(Gesci)3.
Knowledgesocietiesareabout
capabilitiestoidentify,produce,
process,transform,disseminateand
useinformationtobuildandapply
knowledgeforhumandevelopment.
AsemphasizedbyUNESCOduring
thefirstphaseoftheWorldSummit
ontheInformationSociety(WSIS),
theconceptofknowledgesocietiesis
all-embracingandconduciveto
empowerment(UNESCO,2005)4.

sourceofefficiency,competitiveness,

womeneducation,thepolicy

educationofgirlsshouldreceive
emphasis,notonlyongroundsof
socialjustice,butalsobecauseit
acceleratessocialtransformation
TheNationalPolicyonEducation
(NPE),1986revisedin1992,
focussedoneducationforwomens
equalityandempowerment.In2005,
thegovernmentofIndiasetupthe
CABECommitteeonGirls
EducationandCommonSchool
Systemtoexamineexistingschemes,
incentivesandspecialmeasures
aimedatreducinggenderdisparity
andincreasingtheparticipationand
retentionofgirls,inallsectorsof
education.Itrecommendedfreeand
compulsoryeducationforgirlsupto
theageof18yearsalmosttillthe

andemphasizedthatthereshould
benohiddencostsingirls
education.Thecommitteegave
thrusttoinitiatemeasuresto
promoteadolescentgirlseducation
ofsuchnature,forceand

overcometheobstaclesposedby
factorssuchaspoverty,domestic/
siblingcareresponsibilities,girl
childlabour,lowpreferenceto
girlseducation,preferenceto
marriageovereducationetc.

AdolescentGirlsinIndiaand
theirStakeintheKnowledge
Society
Adolescentgirlsareoneamongthe
deprivedgroups.Theiraccessto
educationislimited,andthereby
theyareoutsidetheambitofthe
systemofinformationwhichhasa
criticalroletoplayinthe
establishmentoftheknowledge
society.Theyareunderrepresented
notonlyinthesystemofeducation,

butareeducationallyneglectedand
marginalised.Theireducational
impoverishmentkeepstheminthe
shadowregionsandoutsidethe
marginsoftheknowledgesociety.
Eveniftheyareademographically
potentialgroup,theircontributionto
theknowledgesocietyandtheir
benefitsharingfromtheknowledge
societyremainsalmostnominal.
Therearemorethan500milliongirls
inthedevelopingworld.Indiaalone
has105millionadolescentgirls7.Girls
below19yearsofageconstituteonefourthofIndiasfastgrowing
population.Thus,viewedfromtheir
bulkshareinthepopulation,these
adolescentgirlsarethevital
contributorstotheknowledgesociety.
But,inIndiatheseadolescentgirlsare
notsocializedinamannertobecome
thefuellingresourcesforknowledge
society.Theeconomicdataavailable
suggeststhatIndialosesUS$56
billionayearinlostpotentialearnings
becauseofadolescentpregnancy,
highersecondaryschooldropout
rates,andjoblessnessamongthe
younggirls.

IssuesthatParalyseAdolescent

dismalstate.Infrastructural
deficiencies,deficitofteachers,nonyieldingcurriculum,povertystricken
households,culturalbarriers,gender
rolestereotypes,socialstigmasand
practices,growinginsecuritiesare
someoftheprincipalreasonsthatail
girlseducationinthecountry.Here

issuesthatparalyseadolescentgirls
educationinthecountry.
Tillthedate,therearemany
inaccessibleareaswhichlacka
primaryschoolinthevicinity.So,
parentshesitatetosendtheir
daughterstoschoolstakinginto
considerationthefaroffnatureof

theschoolwhichcausessecurity
concerns,concernsaboutphysical
exertion.Thereareareaswhere
physicalbarrierslikestreams,
forestsandhillsalsopreventparents
toenroltheirdaughtersinschools.
Theremanyschoolsinthecountry
whichlackadequatenumberof
classroomsandspecialtoiletfor
girls.72.16percentofallschoolsin
Indiahavegirlstoiletaccordingto
DISE2011-12whichcauses
inconveniencefortheadolescent
girlstospendlingeringhoursinthe
schools.Lackofrequirednumberof
classroomsmakesschooleducation
irregularandmessy.
Indiahasapatriarchalculture.
Genderbiasandsonpreference
grapplethemindsofparents.Boys
arealwayspreferredovergirlsifa
choiceforanopportunityhastobe
made.Educatingadaughter,
especiallyinapoorfamily,is
perceivednotonlyasan
unnecessaryluxurybutalsoasa
liability.

Traffickinghasanegative
consequenceonadolescentgirls
education.Itisapan-Indian
phenomenon.Traffickedgirlsendup
beingvictimsofsexualassault;
traffickingforsexworkorfor
employment/labourandinparticular,
domestichelp;begging;fortransfer
oforgans;forpornographyincluding
pornographicperformances;
developmentofpornographic
material,promotionofsextourism,
andsexualexploitationunderthe
guiseofbartending,massage
parloursetc.16Itisestimatedthat
thereareabout3millionsexworkers
inthecountryofwhom40%are
children17.Almost15%ofthesex
workersentertheprofessionbefore
theageof15and25%between15
and18years.Around60%ofthe
sexworkersbelongtothescheduled
castes,tribesandbackward

3029and2848caseswere
reportedinthecountryin2007,
2008and2009respectively,under
variouscrimeheadsrelatingto
humantraffickingsuchas

schools.TheanalysisinWINGS20
showsthattheonsetofadolescence
bringsaplethoraofproblemsfor
girls.Itisduringthisperiodthatthe
girlismostvulnerable,asshedoes

childhoodandsexuality.The
growingabusesofgirlsandsexual
harassmentsinschoolsprevent
parentstosendtheirdaughtersto
schools.Thusmultiplefactorsplaya
roletodenygirlsschoolattendance.
Migrationofgirlsfromruralto
urbanareasduetopoverty,conflict,
communalviolencealsohasahalting
effectonadolescentgirlseducation.
Changeoflocationcastsits
withdrawalimpactongirls
education.Parentsfeelshakyto
exposetheadolescentgirlsto
schoolsinthenewlocality.The

reflectingthecommitmentofthe
governmenttoprovideprimary/basic
educationtobothboysandgirlsas
wellastopromotegenderequalityin

Theideaofsettingupsatellite
campuses,feederschoolsand
recruitmentoflocalfemaleteachers
canproveeffectiveinarrestingthe
problemofnonenrolment,dropout,
nonattendanceofschoolproblems
foradolescentgirlstoagreatextent.
TheKGVBsaretobevitalizedto
bringmoreadolescentgirlsintothe
ambitofthesystemofeducation.

Thecentralandstategovernment
sponsoredKishoriShaktiYojana
(AdolescentGirlsScheme)
whereadolescentgirlsarebeing
trainedandequippedtoimprove
theirhome-basedandvocational
skillsistobestrengthened.Such
schemesneedtobetakenupata
larger,nationwidescaletomakea
meaningfulandlong-termimpacton
adolescentgirlseducation.
