DELIVERY
OF
COMMUNICATION
AND
OFFICE/LABORATORY
EQUIPMENT
REQUIRED
IN
THE
NRDCMYCORRHIZA PROJECT (MASS PRODUCTION AND MARKETING OF
MYCORRHIZAL
INOCULANTS
FOR
THE
NATIONAL
GREENING
PROGRAM) AND THE AWARD OF THE STEREO MICROSCOPE,
CENTRIFUGES, AND SIEVES EQUIPMENT AMOUNTING TO EIGHT
HUNDRED EIGHTY THREE THOUSAND SEVEN HUNDRED FIFTY TWO
PESOS (P883,752.00) TO BIO LOGIX ENTERPRISES PHILS. OF 57F
RICHVILLE CORPORATE TOWER 1107 ALABANG ZAPOTE ROAD
MADRIGAL BUSINESS PARK, ALABANG, MUNTINLUPA.
WHEREAS, the Department of Environment and Natural Resources (DENR) as mandated
under Executive Order No. 26 to be the lead agency in the implementation of the
National Greening Program (NGP) which aimed to plant 1.5 billion trees and cover 1.5
million hectares of public forest;
WHEREAS, the Ecosystems Research and Development Bureau (ERDB) as the line
agency of the DENR, and the Natural Resources Development Corporation (NRDC) as the
corporate arm of the DENR, collaborated to develop the technology of growth
improvement of seedlings in degraded and marginal areas through mass production of
Mycorrhiza inoculants and to market same for the production of good quality seedlings in
support of the NGP;
WHEREAS, the ERDB selected the UPLB, College, Laguna as one of its production sites
for the production of the Mycorrhiza Inoculants Project and the NRDC identified three (3)
sites, namely: Ramon Magsaysay Technological Institute (RMTU) in Botolan, Zambales
for Luzon, Bohol Island State University (BISU) in Bilar, Bohol, for Visayas and Caraga
State University (CSU) in Butuan, Agusan del Norte for Mindanao;
WHEREAS, the Mycorrhiza Project requires the procurement of communication and
office/laboratory equipment which are necessary in the preparation and production of
Mycorrhiza inoculants;
WHEREAS, the NRDC-BAC on Mycorrhiza Project pursuant to the provisions of the IRR
of RA 9184 (Government Procurement Reform Act), published the bidding of the subject
communication and office/laboratory equipment in the PHILGEPS on April 5, 2013 and
the public posting of copies of the Invitation to Bid forms on the conspicuous places in
the NRDC and other offices;
WHEREAS, the NRDC-BAC on Mycorrhiza Project conducted its pre-bidding conference
on
April 18, 2013 and its bidding proper on April 22, 2013 for the required
communication and office/laboratory equipment at the 9F NRDC Office, DENR by the
Bay Bldg., 1515 Roxas Boulevard, Ermita, Manila. However, the bidding conference was
declared a failure due to lack of bidder. The bidding conference was reset on April 29,
2013. Again, due to lack of bidders, there was a failure in the bidding process.
WHEREAS, the NRDC-BAC on Mycorrhiza Project, based on the failure of the two (2)
consecutive biddings, agreed to procure the required communication and
office/laboratory equipment through negotiated bidding and declared:

The Bio Logix Enterprises, Phils. as the winning Supplier for having participated in
the scheduled bidding conferences and for submitting the required eligibility
requirements and bid offers for the Stereo Microscope, Centrifuges, and Sieves
equipment;

To accept bid offers with warranties of the Bio Logix Enterprises, Phils. for the
Stereo Microscope, Centrifuges, and Sieves equipment to be delivered at the
NRDC Office,
9F DENR by the Bay Bldg., 1515 Roxas Boulevard, Ermita,
Manila within forty five (45) calendar days from issuance of the approved
Purchase Order (PO);

The issuance of the Notice of Award and the Purchase Order (PO), and the initial
payment of fifty percent (50%) of the bid offer to Bio Logix Enterprise, Phils. for
the Stereo Microscope, Centrifuges, and Sieves equipment;

To consider modifications or change in the specifications of the communication,

office/laboratory equipment as the NRDC-BAC deemed necessary and for the
benefit of the project such as a.) amend the misdeclaration of the price of sieves
from per piece into per set; b.) the choice of laptops equipped with printer and
external memory instead of desktop computers and to be procured by the NRDC
Mycorrhiza Project in Metro Manila for convenience and saving on delivery cost;
c.) Procure the refrigerators, air conditioners, and storage cabinets in Bohol and
Zambales to save on the price and delivery costs;

In the event of the BIO LOGIX ENTERPRISE, PHILS. non-compliance and/ or

violation of existing procurement laws, rules and regulations or any of the terms
and conditions as set forth in the Notice of Award and the Purchase Order (PO)
under any and all circumstances, the award to the BIO LOGIX ENTERPRISE,
PHILS. by the NRDC shall be forfeited without any obligations whatsoever to
reimburse same to the former, and the cancellation of the Notice of Award and
the Purchase Order (PO).

NOW THEREFORE, and in view of the above premises, the NRDC-BAC on

Mycorrhiza Project as a result of the negotiated bidding on April 29, 2013 at the 9F
NRDC Conference Room, 1515 DENR by the Bay Bldg., Roxas Boulevard, Ermita,
Manila resolved to recommend as it hereby resolved and recommended the award to
the BIO LOGIX ENTERPRISE, PHILS., 57F Richville Corporate Tower 1107 Alabang
Zapote Road, Madrigal Business Park, Alabang, Muntinglupa, the supply and delivery
to the NRDC Office of the following laboratory equipment such as: a). two (2) units
of Stereo Microscope (P330,000.00); b). two (2) units of Centrifuges (P398,952.00);
and c). four (4) sets of Sieves (P 154,800.00) for use in the NRDC Mychoriza Projects
production sites in Ramon Magsaysay Technological Institute (RMTU) in Botolan,
Zambales for Luzon, and in Bohol Island State University (BISU) in Bilar, Bohol for
Visayas in the amount of EIGHT HUNDRED EIGHTY THREE THOUSAND SEVEN
HUNDRED FIFTY TWO PESOS (P 883,752.00).
