Dear Sir or Madam,
I wish to make an observation on the planning application PA0043 (Hospitals and
Construction Compound at Davitt Road, Dublin.} concerning Health Infrastructure
Development comprising National Paediatric Hospital, Innovation Centre and
Family Accommodation Unit at St James Hospital Campus, Satellite Centres at
Tallaght and Connolly. While I broadly support the provision of a high quality
children's hospital in this part of Dublin, and would hope that the project
would proceed as quickly as possible for the children of Ireland, I would have
reservations about some health and quality of life issues for those in the area
surrounding the project.
As a resident of Inchicore, I am concerned that the traffic generated by the
construction and operation of the paediatric hospital at the western end of the
St. James's Hospital campus will have a detrimental impact on road traffic on
the cities outer orbital route (Canal Ring / Suir Road/SCR Kilmainham) and on the
area in general.
In particular it should be noted that at busy times, currently, traffic turning
right onto the South Circular Road from Con Colbert Road in Kilmainham, may
have up to 30 minute wait times. This is the main access route to St. James's
Hospital from the M50 and national road network. Provision should be made to
direct some of the hospital traffic by other routes. From my examination of
the documents presented I can see no provision for additional road
infrastructure or car parking away from the St. James's site itself.
The access to the new hospital from Ol d Kilmainham/ Mount Brown will be another
major traffic pinch point. Traffic leaving the hospital from thi s direction
will expect to travel through Inchicore Village, and then back via Grattan
Crescent to access routes west and the Chapelizod by-pass. Travel outbound
along Kilmainham & Mount Brown can be as slow as walking pace on many days,
adding the expected number of car journeys will further compound these
problems . This is also a major public transpor t route for Inch icore and
Ballyfermot, and the impact on bus times will be significant.
Significant provision for replacing car journeys with publ ic transport,
pedestrian and cycling would need to be considered to reduce these pinch
points, and their consequences which will contribut e to traffic backlog over
large areas of the south city.

Additionally, the prov~s~on for cyclists and public transport shown in the
plans for this Street do not comply with standards set out in the Department of
Environment / Department of Transport Design Manual for Urban Roads and Streets,
2013

with corner radii, which do not appear to be consistent with the plans shown

The entrance replacing the current Rialto gate of the hospital, shown in the
plans at http://www . nchQ lannin g . ie/~p -content/up loads/2015/08/NPH-T-ARUP-00-ST0003 Pl-0003.pdf presents additional challenges. Pedestrian desire lines are
not likely to correspond with the current design of the junction, as planned.
As a health infrastructural project, it should be expected t hat the
of "Health in All Policies" should be followed. This would require
design of the building and the campus would be such that the impact
health of users would be considered. Including healthier routes to
staff should be part of this. Park and ride facilities or park and
sites such as Heuston station might be an option here.

The St. James's campus in general is not currently pedestrian or cyclist


friendly . There are few cycle parking facilities for visitors. Additionally,
walking from place to place in the hospital, or through the hospital involves
routes which cross and recross access roads and do not follow intuitive routes
or desire lines for pedestrians . The whole campus would require a redesign to
ensure that it is accessible to staff and local residents who choose to walk or
cycle as a lifestyle choice. This should include direct access to the hospital
from Rialto and Fatima Luas stops, to encourage intuitive and practical public
transport access. Commercial premises in the hospital foyer should also be
accessible and open to the local area, so that the campus ceases to be an
impediment to active city living, such as it currently is.
Additionally, the hospital is intended to cater for sick children. Obesity is
a key contributer to poor health outcomes in children in Ireland. Lack of
access to opportunities, including opportunities to exercise also contributes
directly and indirectly to poor health. Exercise and play facilities in the
new hospital should be open to local residents, given that there is a major
shortfall of such facilities in the Dublin 8 area in general, an in particular
when compared with other western European cities. World leading children's
hospitals, internationally, but in particular in Canada allow public access to
their play facilities, as best practice .
For the same reasons some community gain should also be provided in the
environment of compound on Davitt Road. It would be appropriate to set apart
some portion of the site for playgrounds/ a skate park for local residents.
Additionally trees should be planted along Davitt Road to soften the effect of
the expected 10 years of operation on the amenity of local residents who use
the canal. I continue to be concerned about the impact of HGV movements from
this site to the St. James's campus, and am not convinced that appropriate
measures have been taken to protect local residents from the noise, and
inconvenience of such movements.
