School Board approves civics exam

The Germantown School Board


approved the procedure under which a
state-mandated civics test will be
administered to high school students
starting this year.
A provision in Wisconsin Act 55
requires that students will have to
pass a civics test to graduate from
high school beginning with in the
2016-17 school year. The test will
include questions on items such as the
United States Constitution, the system of government and American history. The civics test is comprised of
100 questions which are identical to
the 100 questions that may be asked
of an individual applying for US citizenship.
The state law required the test be
administered starting int he 2016-17
school year but the district has opted
to start the test this year.
At the start of discussion at the

meeting,
District
Administrator Jeff Holmes said the
state law states at least 60 percent of
the questions on the exam have to be
answered correctly. Holmes said the
question has been raised if the district
can change that requirement to make

it higher. Holmes said he raised the


issue with district attorneys, who
indicated an issue could be raised if
other districts stayed at the 60 percent figure. If a student takes the student in another district and passes at
the 60 percent figure, the district
would have to address if that student
would have to re-take the test in
Germantown.
"We don't have a firm answer for it
at this point. The board certainly has
the ability to decide format," Holmes
said.
High School Principal Joel Farren
said that for counselors and administrators the concern with the test is
that a graduation requirement was put
in mid-stream.
According to information presented to the board, social studies teachers have already administered practice
exams. In four sections of ninth grade
Honors American History, 83 percent
of students passed the practice exam.
while 70 percent of students in ninth
grade American history, and 60 percent of students in political science
and 80 percent of students in the Law

Civics exam approved

Adam Johnson, a social studies
teacher overseeing the process of
implementing the exam, said an individual applying for US citizenship has
to answer six of 10 questions correctly.
"We're giving students all 100 of
(the questions) and our thought
process was: How can we make it as
useful as possible, but also has stressfree" as possible, Johnson said.
Johnson said the school tried to
test as many students as possible first
semester, with the school planning to
adapt the process as needed, including
offering the exam online. He said
incoming freshmen are already scoring
"incredibly well" on the exam and said
he could see a pass rate of 99 percent
by second semester.
"It would be very easy to fulfill
most of this requirement right away
this semester," Johnson said.
Going forward, Johnson and Farren
said the school would face the situation of tracking down students who
hadn't taken the test. According to
information presented to the board,
there are 11 students not enrolled in a
social studies course this semester that
would need a different structure for
administering the exam. In the second
semester, there will be 33 students not
taking a social studies course.
Administrators are recommending
that for 2016-17, a digital format be
offered for the multiple choice exam,
according to information provided to

the board. In the future, the plan is to


offer the exam to students in a ninth
grade American history course, with
several options offered for students
who transfer to the district after ninth
grade.
While the board supported the proposal, several members indicated they
preferred that the pass figure higher
than 60 percent.
"This long overdue," School Board
President Robert Soderberg said of the
civic exam requirement. Soderberg
then said that many students in
America today "don't know the
Constitution, the don't know the system of government, they certainly
don't know American history. If our
kids in Germantown, which I know are
much smarter than those kids that
don't know it -- if they don't know it, I
don't want them graduating."
Farren suggested if the board could
start with the 60 percent starting this
year and revisit the matter in future
school years after the district has more
information on the number of students
passing the exam.
Board member Tom Barney said he
preferred a pass level higher than getting 60 percent of questions right, but
he could support the figure at this time
while the district examines the matter
further down the road.
Holmes added the district could
open itself to litigation if it had a higher pass rating than is allowed by state
law.
The exam was approved 3-1.

During this holiday season, youll likely be spending money, in various


amounts and in various ways. And you can use this experience to teach your
children about money management. Here are a few ideas for doing just that:
Stick to a budget. Tell your children youve set aside a certain amount of
money for gifts and holiday events, such as hosting parties, and that you
wont exceed it. And if you have saved money throughout the year in a special holiday fund, let your kids know about that, too. This information
should help impress upon them the importance of sticking with a budget and
saving for a goal.
Discuss credit and debt. Ideally, you wont have to use your credit cards
to an unusual degree during the holiday season. If you do, though, explain to
your children that using a credit card is not the same thing as free money,
and that your goal is to pay off the card as soon as possible, so that you wont
have to pay even more for your purchases in the form of interest payments.
Compare short- and long-term goals. Explain to your children that your
holiday spending is the result of having saved for, and met, a short-term goal,
but that you are also saving for long-term goals, such as retirement.
Depending on the age of your kids, you might want to go into somewhat more
detail, such as describing, in general terms, the different ways you save for
the different goals. For example, for your holiday spending, you might be
drawing on money from your checking account or, as mentioned above, a
holiday fund, possibly kept in a low-risk, liquid vehicle while for your
long-term goals, you might be relying in part on your employer-sponsored
retirement plan, such as a 401(k). The key point to get across is that you have
various financial goals in life with various means of working toward achieving them.
Introduce your children to investing. If youve already brought up the
topic of saving for long-term goals, why not take it a step further and give
your children a doorway into the investment world? Specifically, consider
giving them a few shares of stock, possibly in companies with which they are
already familiar, and help them follow these stocks. One way of giving stocks
to children is through a custodial account, which can be opened under the
Uniform Transfer to Minors Act (UTMA) or the Uniform Gifts to Minors Act
(UGMA). Keep in mind, though, that once your child reaches the age of
majority usually 18 or 21 he or she gets full control of the money in the
account. Plus, your gift is irrevocable.
Be generous. If youre going to make charitable gifts, let your kids know
about it or even let them help pick the charities. It will show them that one
purpose of wealth accumulation is to give back to the world.
By providing some financial education to your kids this holiday season,
youll be giving them a gift that can last long after the festivities have ended.

The Gift Shop is open Tuesday

The Germantown Senior Center will
be offering computer classes for participants age 55 and older during November.
Class sizes are small so early registration

will learn how to explore all that
Facebook has to offer, how to view and
share photos, how to set privacy settings.
Fees are $34/residents and $41/non-residents and school district residents.

a.m. to noon: Attendees can download
one or all of the suggested brainteasing
apps to their Smartphone or tablet and
make brain games part of their daily
health routine. Class will cover everything from email and weather to games.

Working Warriors traveling exhibit at
Old Courthouse Museum
Just in time for Veterans Day, the
traveling exhibit from the Wisconsin
Veterans Museum Working Warriors:
Military Life Beyond Combat opens at
the Old Courthouse Museum-located at
320 S. 5th Avenue in West Bend-on Nov.
4 and will be on exhibit through Dec. 6,
2015.
The exhibit will be open for the
Veterans Day celebrations when the Old
Courthouse Museum is free to all visitors
for the day.
Senior trip to see Its a Wonderful
Life at Fireside Dec. 2
Area seniors have the opportunity to
travel to The Fireside Theater in Fort
Atkinson for a live stage version of Its a
Wonderful Life on Wednesday, Dec. 2. A
luncheon is included.
A Deluxe Motor coach will depart
from the Germantown McDonalds (Hwy
41/45 and County Line Road) at 9 a.m.
and will return at approximately 5:30

District reviews comments from 'community engagement' meetings


The Germantown School Board was
updated on feedback received during

three "Community Engagement" meetings held during October.


The meetings sought input
on resident views on items such
as facility maintenance, expansion and modernization of
school facilities. During the
meetings, presentations were
made by School Board President
Robert Soderberg, District
Administrator Jeff Holmes,
Director of Business Services Ric
Ericksen and a representative
from the Plunkett Raysich
Architects firm.

representative from the School

residents had an opportunity to
review 11 options for district
facilities, which ranged from
expansion of elementary school

Foster said the district stakeholders

The district has been running at an
overcapacity situation for many years."
He said attendees at the meetings
expressed support for issues surrounding compliance with the federal
Americans with Disabilities Act (ADA)
and expressed concern for the cost of
implementing a four-year-old kindergarten program. Modernizing learning
space is another matter that was mentioned by residents.
"This concept of modernizing learning spaces: My experience is that's really important but for the average person
to wrap their minds around it, what
does that mean? How does a modern
learning environment look?" Foster said.
He also said that stakeholders
expressed concern of the parking and
drop-off situations at MacArthur
Elementary School said many attendees
place "a relatively low priority" on a
field house.
After his presentation, Holmes
asked Foster "where do you see us going
from here?" Foster replied that a suc-

cessful referendum occurs when the district defines what it will do and how
much it will cost along what the district will do with the results of the referendum.
"People are more likely to support a
plan that they basically understand and
that they had a part in creating," Foster
said.
Foster suggested considering a survey to gather further input from residents.
Soderberg said the Community
Engagement meetings were "one data
point" and the board has taken the
information along with a survey of the
community and residents. He said
would have no problem with conducting
another survey.
"We will get there.If it leads to a referendum, it leads to a referendum.
There's really no sense of urgency right
now," Soderberg said.
He added the board would not rush
to an April referendum but said there
will be a point in time for the board to
make a decision.

Village Board approves repair work for ditches


The Germantown VIllage Board
approved a motion Nov. 16 to spend
$120,000 to repair ditches in the rightof-way.
At the start of discussion, Trustee
Terri Kaminski would address areas
where the ditches are "dangerously
deep and cannot be mowed." The
ditches are grades on a 1-5 scale, with 5
being the worst. The village will seek to
address the ditch area in greatest need
of repair starting next year, Kaminski
indicated.
She added that the $120,000 will
not address all the ditches in need of
repair and that the item will return to
the board next year. The item is already
included in the village budget.
Village President Dean Wolter, noting that the village caused the issue

and will likely be addressing the matter


in its next two budgets, asked "what are
we doing going forward to make us not
cause this again?"
Lawrence Ratayczak, director of
public works, indicated that village
staff was overextended during construction projects and there was not enough
time to be on-site and evaluate conditions.
"That on my watch won't happen,"
said Ratayczak, who was hired by the
village earlier this fall.He noted he
comes from a construction background
and will watch the situation.
Trustee David Baum noted that matter "was discussed several times during
construction. I received phone calls
from Forest Drive and nobody wanted to
respond to this when it happened."

Hamilton wins opener

The Hamilton girls basketball team


broke open a close game against
Kenosha Tremper in the second half
Nov. 21 to win 59-46.
Hamilton jumped out to an 8-0 lead,
but Tremper closed the gap and held a
23-24 lead after Amanda Verhayen converted a free throw with 7.5 seconds
left before halftime. The Chargers took
the lead into halftime as Eliana Selin
converted two free throws after being
fouled with .9 left.
A basket by Tremper's Emily Wulf at
the 9:15 mark of the second half made
the score 39-36 in favor of Hamilton.
Hamilton responded by consecutive
three point baskets by Taylor Klug and
Selin. A free throw by Taylor Laboy gave

Hamilton a 46-36 with 6:33 remaining.


While Tremper reduced the lead to 4944 at the 3:17 mark on a basket by
Amari Whittington, Hamilton answered
with seven straight points to take a 5644 lead following a layup by Klug with
1:56 remaining.
Klug led all scorers, scoring 26
points for Hamilton.
Afterward, Hamilton Coach Bill
Scasny said that in the second half
Hamilton limited Tremper's second
chance scoring opportunities while converting its own scoring opportunities.
It was first game of the season for
Hamilton. Scasny said the starting five
players are returners from last year
while the bench is "brand new at varsity."

progress," Scasny said, adding that substitution patterns will have to be determined.
Scasny added that the team will
work on rebounding and running plays.
"It's only game one of a long season," Scasny said.
Menomonee Falls begins
with two losses

Menomonee Falls opened the season


with two losses. On Nov. 17, the Indians
lost at Waukesha Catholic Memorial,
68-58. Marissa Igunbor led Menomonee
Falls with 19 points.
On Nov. 21 Menomonee Falls lost to
Milwaukee Riverside in overtime Nov.
21, 67-43. Igunbor led Menomoene Falls
with 22 points while Madison Grzesiak
added 17 points.

Local players named to all-state teams


Postseason honors for several sports
were recently announced within the
past few weeks.

honorable mention designations for the
Wisconsin Football Coaches Association
All-State team.

Boys volleyball honors: Max Keefe of

Society's 17th Annual Festival of Treesan extravaganza of holiday lights and
unique designs-will be held at the
humane society at 3650 State Road 60
(halfway between Jackson and Slinger)
Saturday, Dec. 5 (10 a.m. to 9 p.m.) and
Sunday, Dec. 6 (10 a.m. to 6 p.m.).
The Festival has become a very popular community event with individuals
and businesses sponsoring trees,
wreaths, swags, and centerpieces, and
then decorating them according to a
particular theme. Festival-goers delight
in strolling along the "snowy" paths,
and choosing their favorites for the

People's Choice awards. Attendees can


also enjoy refreshments from the cafe,
and visit the beautiful holiday boutique
filled with crafts from artists throughout southeastern Wisconsin.
Trees, wreaths and swags that do not
sell during the Preview Party on Dec. 4
will be raffled. Raffle tickets can be purchased at the event. Winners will be
drawn on Dec. 6 at the end of the event.
Tickets are $6 for adults, $4 for seniors ages 60 and up; and $4 for children
ages 3-12. Tickets can be purchased at
the door or online (at wchspets.org).
All proceeds go towards the care and
treatment of animals in the shelter.

The Living Word Lutheran girls basketball team suffered its first loss the
season Nov. 21 after starting the season
with two wins, as the Timberwolves lost
to Sheboygan County Christian, 50-34.
After the Timberwolves Keri Walker
opened the game with a basket,
Sheboygan County Christian answered
with the next six points. A layup by
Kayli Brown reduced the Eagles lead to
6-5 at the 13:54 mark of the first half,
but Sheboygan County then reeled off
five points. The Eagles entered halftime
with a 31-21 lead. A seven-point run
early in the second half put the game
out of reach for Living Word. Brown led
Living Word with 11 points.
Living Word opened the season with
a 56-53 win at Sheboygan Lutheran Nov.
17. Two days later the Timberwolves
posted a 72-30 win over SWCHA.

The annual Kids Rummage and
Cookies with Santa and Direct Sales
Expo will be held at the Jackson Area
Community Center from 9 a.m. to noon

event will include business vendors,

The Milwaukee Journal Sentinel is seeking a Part-time DISTRIBUTION


ASSISTANT. This position is responsible for assisting with route delivery,
training new carriers, and warehouse organization. Working the early hours
from 1:00am 6:00am, with Friday, Saturday and Sunday being the most frequent scheduled days, therefore required availability although days may vary.
Staying past 6:00am until the work is completed is required when unexpected
routes are in need of delivery. You must be 18 years of age or older and able
to lift 30-35lbs repetitively. A valid drivers license and have proof of vehicle
insurance are required. Pay rate varies depending on location.
