FRESNO The Sierra Nevada snowpack measured above average for this
time of year, but its not enough to
make a dent in Californias stubborn
four-year drought, state water managers said Wednesday.
Nobodys declaring a victory yet,
thats for sure, said Doug Carlson, a
spokesman for the California
Department of Water Resources.
Recent storms boosted the snowpacks statewide water content to 112
percent of normal, according to electronic readings collected by the state.
More snow is expected to fall in the
next few days.
This cold and wet weather comes as a
sharp contrast to last winter.
On Jan. 1, the snowpack was a meager 45 percent of the states historical
average. By April 1, it was at 5 percent
of normal, marking a record low.
The snowpack is important because
it contributes about 30 percent of
Californias water supply when it
melts and rushes through rivers and
streams to fill vital reservoirs that
help sustain the state during the dry
months.

Palestinian stabbing, shooting and car ramming attacks have killed 20 Israelis and an
American student. At least 120 Palestinians
have died by Israeli fire in the same period,
including 82 said by Israel to be attackers.
The rest have been killed in clashes with
Israeli security forces.
Israel says the violence is a result of a
Palestinian campaign of lies and incitement.
Palestinians say it stems from frustration at
nearly five decades of Israeli military rule.
The Palestinians have pointed to a deadly
arson attack, believed to have been carried
out by Jewish extremists in the West Bank
last summer, as a key source of frustration.
The firebombing killed a Palestinian couple
and their 18-month-old son. Israel has not
yet pressed charges in the attack, though it is
holding three suspects.
On Wednesday night, Israels Channel 10
TV broadcast footage of what it said was a
wedding attended by Jewish extremists last
week, where revelers stabbed pictures of the
dead toddler, danced with rifles belonging to
the Israeli military and in one case, held a
mock firebomb in the air. It said the people
were friends of the suspects in the arson.

CONCACAF suing California company
LOS ANGELES CONCACAF is suing a California company for at least $50 million in an alleged kickback scheme
involving two former executives of the soccer body.
The Confederation of North, Central America and the Caribbean
Association Football filed a lawsuit Monday in federal court in Los
Angeles. It names Los Angeles area-based Cartan Tours, its owner,
an executive and three related companies. The lawsuit alleges a
clandestine, kickback-based and parasitic relationship
between Cartan and two ex-CONCACAF executives, president
Jeffrey Webb and general secretary Enrique Sanz.
Cartan Tours said Wednesday that the lawsuit is baseless
and it will file its own claims for damages.

cool things nowadays. But you have to guarantee the safety
and that was just insane.
Infront said the drone and its pilot were provided by a third
party, adding that an external independent expert will formally investigate the matter.
We are extremely relieved that apparently none was hurt,
said Infront, a Switzerland-based agency that has been the longterm TV rights holder of the FIS Alpine skiing World Cup.
According to Waldner, FIS had agreed on the use of the
drone at Tuesdays slalom but the pilot wasnt allowed to fly
the camera directly over the race course.
He did not follow our instructions, the race director said.
He had to fly outside of the race track and follow the racer
from a 15-meter (50-foot) distance. Then there would have
been a margin and nothing could have happened.
Drones have been used many times before at ski races. The
ski federation said the technology was aimed at enhancing
the experience for TV viewers as it provides moving pictures
from an overhead angle which regular cameras cant shoot.
FIS said legal restrictions in Italy for the use of drones at events
are not as tight as in many other countries, such as Austria and
Switzerland, where flying over a crowd has been banned.

the deck and he is equally imposing in the water. Bowen has
first-hand knowledge.
High school shooters dont pose too much of a problem
for me, Bowen said. But Chris is fairly miserable to deal
with. He disguises [his shot] so well, he uses his body so
well to disguise where the shot is coming from.
If a former world-class goaltender struggles against Xi,
imagine how a high school goaltender feels.
Xi, a four-year varsity starter, led the team in goals this
season with 102, was third in assists and finished his
Menlo career second on the all-time goals scored list.
He also helped lead an extremely young Knights squad
back to the top of the Peninsula Athletic League, winning
both the regular-season and tournament championship. He
also was a key piece in the Knights return to the Central

For his efforts, Xi is the Daily Journals Boys Water Polo

We had a really young team. We were kind of an

Turns out those freshmen and sophomores had talent. So

7. Rodgers to Rodgers
Down 23-21 with no time left,
Aaron Rodgers and Green Bay
needed a miracle to beat Detroit.
And he delivered. Getting one
untimed play after a penalty on
the Lions extended the game, the
Packers quarterback took the
snap, rolled left, was chased back
to his right, then unfurled a pass
that sailed about 68 yards through
the air and ended in teammate
Richard Rodgers hands for a stunning win.
6. Hollys kick heard round the
world.
Ronda Rousey was unbeatable.
Then again, everyone is until it
actually happens. And unheralded
Holly Holm erased Rouseys air of
invincibility in an instant. With
one swift left-footed kick that
caught Rousey on the right side of
the head, Holm won their UFC
fight and became the womens
champion of their sport setting up a rematch coming in 2016
that should be one of the biggest
events of the year.

Shopping at last
minute? Theres
an app for that
By Mae Anderson
THE ASSOCIATED PRESS
ATLANTA Procrastinators,
rejoice. This year there are more
apps and services than ever before
to help last-minute shoppers.
Apps like Curbside deliver orders
directly to the trunk of your car,
more retailers are offering incentives to buy online and pick up in
store, and Amazon Prime Now and
other same-day delivery services
have vastly expanded this year.
In some sense, same-day delivery is going to become the new gift
card, said Daphne Carmeli, CEO of
Deliv which works with retailers to
offer same-day delivery. It used to
be uh-oh, too late, here comes the
gift card. Now youve got two
hours before the cutoff if you want
something from national retailers.
Thats good news as on-demand
services have trained people to put
off things until the last minute.
This year, 44 percent of shoppers
said they planned to wait until
December or later to shop for holiday presents, up from 39 percent
five years ago, according to
Deloitte.
And as of Dec. 15, an NRF survey
Amazon Prime Now service has expanded drastically this year, after launching a year ago in Manhattan only. This
season it serves 20 metropolitan areas and is offering free two-hour delivery until midnight on Christmas Eve.
and more convenient, knowing
how busy people are, at the lastminute, he said.
Other retailers are adding incentives so more people choose buy

aggregator RetailMeNot, said
Brian Hoyt, RetailMeNot vice
president of communications. The
option lets retailers save on expedited shipping costs and cuts down
time for last-minute shoppers, he
said.
RetailMeNots mobile app lets
shoppers take advantage of lastminute deals in store too. The app

LOCAL
MEASURE

66.7 percent it needed to pass.
Since the measures colossal failure,
Councilman Mark Olbert has suggested the
council provide the public with some type
of a report detailing what the costs were
related to the measure and how the polling
data could be so far off from the final results.
Olbert himself spent $10,000 of his own
money to support the Yes on V campaign.
Supporters of the measure raised nearly
$80,000 while foes raised about $10,000.
No one seems to want to understand what
happened. We missed something or something didnt get done right during the campaign, Olbert said.
Organized opposition against the measure
didnt start until it was placed on the ballot.
The overwhelming majority of public
speakers at council meetings supported the
bond measure prior to the campaign getting
underway.
Olbert suspects much of the opposition
didnt even know each other until the measure became an issue on social media, particularly Nextdoor.

Development Director George White, who
came on board as a permanent employee
after temporary leadership of the department. Were probably upwards of over 80
percent of the recommendations being met
in one way or another.
The 224 recommendations include rehiring positions let go during the recession,
implementing a new software enabling
staff as well as the public to more accurately track the permitting process, conducting regular staff training and remodeling
parts of City Hall such as its busy service
counter.
This month, the council voted to implement another suggestion by splitting the
code enforcement and housing divisions
a move that may assist in the citys efforts
to focus on solutions to the affordable
housing crisis.
With housing as a huge topic for our
city, it is also important to have a manager that is focused on just housing and not
having to manage two very active pro-
Consultant TBWB advised the yes campaign to not engage the opposition on
social media, which Olbert now calls a mistake.
We were told that if you engage the
opposition you are validating them,
Olbert said about TBWB, which was paid at
least $180,000 by the city to conduct outreach on what types of projects residents
would support through a bond.
Godbe was a TBWB subcontractor.
The total cost for the city was closer to
$500,000, although the exact figure is currently not known. Olbert is hoping to clear
that up with another meeting of the bond
measure subcommittee that he sat on with
Johnson.
Johnson said Wednesday he is open to
having the subcommittee meet again to prepare a final report to the public on the measures cost and failure.
Im open to it. I would say, however, that
it seems the people have spoken and I
respect their decision, Johnson said.
Johnson said an organized opposition
was not anticipated.
The no campaigns treasurer Andrew
Taylor said the public deserves a complete
accounting of the citys role in placing the
bond measure on the ballot and how much
was spent.

Nothing like some strong winter winds to remind one of mortality tree mortality.
No tree lives forever. Nothing does.
But we humans sometimes dont appreciate trees mortality, especially trees
that are already large when we first meet
them. They seem like they were here forever and will be here long after were gone.
So when one of these oldsters topples, its
wood hauled away and its stump chipped to
oblivion, too often no thought is given to
getting another venerable giant started. Or
perhaps the void is filled with a small, fashionable crabapple or weeping cherry.
Instead, consider replacing a fallen giant
with another giant-to-be. You may not be
around to experience the tree you plant in
all its glory, but someone will.
ENCOURAGE A SEEDLING
SMALL IS GOOD
For best results, plant a small nursery
tree. More money and effort could be spent
putting a larger tree into the ground, but
larger trees take longer to establish themselves than do smaller trees. The root spread
of a tree is more than two times the spread
of its branches, so you can imagine the root
loss a large tree experiences when it is dug
with even a relatively large root ball.
Contrast the root loss of a 20-foot-high
nursery tree with that of a 5-foot-high nursery tree; the smaller tree can replace its lost
roots within a season. Transplanting
checks the growth of trees until roots reestablish themselves, which explains why
small nursery trees usually overtake their

And

ship. Youd have to
look hard to find a hackberry, black tupelo
or Kentucky coffeetree offered for sale within driving distance, let alone exotics such
as Korean evodia, Japanese pagodatree,
Asplenifolia European beech (whose leaves
are fern-like) or European hornbeam. But
Another source for a majestic tree for posterity are those seedlings (volunteer
plants) that pop up here and there. Consider
letting one of them just grow in place. The
tree chose its own home, so it probably
likes it there. Without transplant shock, a
seedling tree will grow more quickly than
would a transplanted one.
Do make sure, however, that you want a
tree in that spot, and that you want that particular tree. A large tree needs a lot of space
to spread its branches, so try to imagine
that spread when considering proximity to
your home. Some trees Norway maple
and tree-of-heaven, for example are
essentially weeds, and you dont want to let
them get a foothold.
Even under the best conditions, decades
will pass before a transplanted or volunteer
tree becomes a venerable giant. No matter,
though. The Chinese have a saying that
the longest journey begins with the first
step, and watching growth of a tree brings
its own pleasures.

Fox added the ability to construct a

In February, Myers proposed erecting a second tower at the 20-acre site

Construction of the second tower

He said the towers will serve

The purchase comes as South San

ADMINISTER ESTATE OF
Rebecca Bogdanovich
Case Number: 126387
To all heirs, beneficiaries, creditors, contingent creditors, and persons who may
otherwise be interested in the will or estate, or both, of Rebecca Bogdanovich. A
Petition for Probate has been filed by
Dennis Roberts in the Superior Court of
California, County of San Mateo. The
Petition for Probate requests that Dennis
Roberts be appointed as personal representative to administer the estate of the
decedent.
The petition requests the decedents will
and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the
court.
The petition requests authority to administer the estate under the Independent
Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain
very important actions, however, the personal representative will be required to
give notice to interested persons unless
they have waived notice or consented to
the proposed action.) The independent
administration authority will be granted
unless an interested person files an objection to the petition and shows good
cause why the court should not grant the
authority.
A hearing on the petition will be held in
this court as follows: JAN 06, 2016 at
9:00 a.m., Department 28, Superior
Court of California, County of San Mateo,
400 County Center, Redwood City, CA
94063.
If you object to the granting of the petition, you should appear at the hearing
and state your objections or file written
objections with the court before the hearing. Your appearance may be in person
or by your attorney.
If you are a creditor or a contingent creditor of the decedent, you must file your
claim with the court and mail a copy to
the personal representative appointed by
the court within the later of either (1) four
months from the date of first issuance of
letters to a general personal representative, as defined in section 58(b) of the
California Probate Code, or (2) 60 days
from the date of mailing or personal delivery to you of a notice under section
9052 of the California Probate Code.
Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law.
You may examine the file kept by the
court. If you are a person interested in
the estate, you may file with the court a
Request for Special Notice (form DE154) of the filing of an inventory and appraisal of estate assets or of any petition
