I am excited and happy as I stand here to wish you a happy new year 2016.
HAPPY NEW YEAR
The Holy Scriptures says that God created the Garden of Eden - a beautiful and
amazing place. Experts have deduced that the Garden of Eden was in our African
continent. I have come to understand and conclude that the Garden of Eden must
have been in our beautiful country of Kenya. We, indeed, have a blessed country
with beautiful undulating hills, a captivating ocean front, surging lakes and rivers,
highlands, valleys and even the mighty Savannah grasslands, where Lions roar,
wildebeest race, antelopes dance with the wind and giraffes rise above trees, gazing
into the future.
In 1963, we gained independence and we are grateful to our founding fathers and
mothers for liberating us. Today, 52 years later, we are a free nation.
YES we have achieved self-rule, but are we really where we are supposed to be?

Uhuru wa siasa lakini bado hatujaupata Uhuru wa Uchumi Na Maendeleo
inavyopaswa.
Mimi nilibahatika kuishi ngamb'o, pamoja na wazungu na wahindi Na waarabu
karibu miaka kumi Na mitano nikisoma Na kufanya kazi.
Nchi hizo zina Barbara kila mahali za lami, stima kila nyumbani, maji kila boma
Na kazi kwa vijana.
Nilianza kujiuliza, Hawa wazungu wana damu nyekundu Kama yetu; wanaugua
Kama sisi, Na wakifa, wanaenda Kama sisi.
JE, ni kwa nini wanaishi Maisha mazuri zaidi hata mara elfu Moja (1,000)
kutuliko? JE, waliumbwa ni Yule Yule Mungu aliyetuumba sisi Wakenya?

UMEKUWA WIMBO
THE reality is that we are far behind where we should be as a people and a country
because of politics of poverty and weak DEVELOPMENT implementation
methodology.
I agree we are achieved much but the reality is that as a people we have been let
down.
Back in 1978 or so, countries such as South Korea, Malaysia, Singapore, Thailand
and other tiger economies were poorer or at par with Kenya.
These nations had their experts trooping to Kenya to learn about development.
Today these countries, by implementing some of our policy papers and ideas, are
so developed that they are giving us money.
They are basically developed countries manufacturing TVs, vehicles and even
aircrafts, and yet we remain number 79 in the poor index by the World Bank
according to the United Nations Human Development Report. Surely, all is not
well.
Ni jambo la aibu Ya kwamba hivi Leo aki Na mama Na dada zetu wanabebana Na
mitungi ya maji Kama punda wakitimbea kilomita nyingi Kuteka maji MACHAFU
kwenye mito.
Ni jambo la aibu Na la kukera, ya kwamba katika sehemu kadhaa katika chi yetu,
waombolezaji wanabeba miili ya wawapendao kwa mgongo kwa sababu hamna
bararabara ya kufika watakapomzika.

Ni jambo la kutatanisha ya kwamba vijana - Wananume Na wasichana wenye
nguvu, wenye Wakili Na wenye uwezo wa KUCHAPA KAZI wanahangaika
nyumbani wakiwa wamepigwa na ghadhabu kwa sababu hawana kazi na HAMNA
dalili ya kazi hivi Karibuni.

Hivi Leo nawatangazia ya kwamba Sio mapenzi ya MWENYEZI MUNGU tuishi
kwa Mateso..
Sio mapenzi ya MWENYEZI MUNGU Mama wetu wawe na SHIDA Chungu
nzima za kuwalea watoto;
Sio mapenzi ya MUNGU tufe njaa na tuwe na Aibu ya kuletewa msaada wa
chakula - Mulyo.

The main difference between us and the tiger economies is that we are very good at
theory and writing policy papers and talking too much, but weak in
implementation. I know, I worked in Mwai Kibakis GOVERNMENT for nearly
10 years and now running my own small county government. I am also seeing how
President Uhuru Kenyatta is being short changed in his policy implementation by
an ingrained culture.
Whereas we shelved our policy papers and strategies, the TIGER ECONOMIES
implemented theirs with speed and efficiency. Kenyans have many ideas which are
gathering dust in shelves yet we are languishing in poverty.
Today, I stand before you to echo the words of Nelson Mandela who said:
POVERTY IS NOT AN ACCIDENT. LIKE SLAVERY AND APARTHEID, IT IS
MAN MADE AND CAN BE REMOVED BY THE ACTIONS OF HUMAN
BEINGS.
True to words of this great man, today I announce the launch of a movement
focused on accelerating improvement of our way of life so as to effectively deal
with poverty.
A movement that says and shows that it is possible to be like Singapore, to surpass
South Korea, to sit as equal economic partners with the Americans, British or
Germans. That, we are also capable.

Today we launch MAENDELEO CHAP CHAP MOVEMENT, a social movement

embracing whose foundation cry is that, INAWEZEKANA na ITAWEZEKANA.
Maendeleo Chap Chap Movement - MCC MOVEMENT - says that you have one
life. When you die, you do not come back.
This life is not a rehearsal.
Therefore, in this life, you deserve to have quality living. If others in the west or in
South Africa or Japan are living a better quality of life, then we also can live like
them.
Maendeleo chap chap is about focused, quality and efficient delivery of services
and projects that change the lives of Wananchi in a way that can be seen.
It is about equality, championing for the rights and good life of our women and
youth as well as giving hope to our fathers and hardworking men.
The MCC Movement is about creation of a country where our politics and
development are not based on tribes but opportunities to all, especially young
people.
We are introducing a PARADIGM SHIFT, a new way of doing things because,
surely, if what we have was efficient, we would be like Singapore or Japan or
Brazil.
Ukweli wa mambo ni kwamba Maisha tulio nayo ni haya.
Ni kwanini vijana wenzangu na WAZAZI wetu waendelee kuhangaika na
inawezekana wapate kazi Na Maisha bora Kwa upesi?

Kwa muda wa miaka miwili, mimi na Serikali yangu ya Machakos county,
tumetumia MAENDELEO CHAP CHAP Kuleta Maendeleo ya Kina.
Kwa Mfano:

TULIJENGA BARABARA YA LAMI YA KILOMITA 33 Kwa Miezi Mitatu,
tukitumia nusu ya zile fedha engineers walitaka tutumie.

Tumekarabati na kujenga barabara za lami Athi River na kwingine,

MWAKA huu wa 2016, tukitumia Maendeleo Chap Chap, tuna panga Kuanza,
mwezi huu wa January, ujenzi wa barabara 18 za lami kila ENEO BUNGE la
MACHAKOS - Huko Syokimau Na pia Masinga; Muthetheni na pia Kakuyuni,
Kalama na pia Ikombe, Oldonyo Sabuk na pia Kinyui.

2. Kwa sababu Usalama ni muhimu tulinunua na kusambaza magari 120 ya

3. Tumeweka camera za CCTV zaidi ya 500 ndio zipunguze uhalifu, Kwa sababu

4. Tumeimarisha afya- Machakos ndio iliyokuwa county ya kwanza Kenya nzima
iiliyo Na vifaa mpya vya matibabu Kwa mpango wa ushirikiano na Serikali Kuu:
Hospitali zetu ni safi, zina madawa Na katika ward zetu, kila mgonjwa analala
Kwa Kitanga chake peke yake.
Machakos county, hamna kulala wawili AU Watatu kwenye Kitanda cha hospitali.
Tumebakisha pachache tumalize kujenga hospitali Arobaini za Jamii - Forty
community hospitals kila moja ikiwa na maternity, mini theatre, ward, lab Na XRay.

5. Tulinunua Ambulance thamanini - eighty (80) Ndio kila location ya County ya
Machakos iwe Na Ambulance ya kuokoa Maisha.
Aibu ya mama Waja wazito AU wagonjwa kubebwa na mkokoteni umeisha
Machakos.

As a result of the 80 ambulances we bought, Machakos county has a similar

emergency response time as developed western nations.
If you call for an ambulance at any time in Machakos county, it should get to you
in less than 10 minutes - because each life matters.
Indeed since we launched them, the ambulances have saved lives in the following
ways:
A) pregnant mothers with complications: 3,759
B) road and traffic accident patients - 632
C. Respiratory/ breathing disorders - 1,450
D.) Stomach problems - 1,333
E) Anaemia - 1,125
F) Diabetes emergencies - 350
G) Cancer patients - 188
H) Assault cases - 1,125
In total today, the ambulances have saved the lives of 15, 587 people.

6. Katika Ukulima, tumetumia tractor 40 tulizonunua kulimia Wananchi bure acre
80,000 (thamanini elfu), 80,000 acres. Tumewapatia watu wetu Kuku, bengu za
bure, fertilizer, green houses na sasa tumepata soko la Ndengu kule India.
You cannot proclaim you are free if every dry season you are given food relief
from overseas.

7. Tumemaliza kujenga na karibu kumaliza soko Mpya 40 - Pia tumeweka

Tunapanga pia Kuweka MATAA Kwa barabara nyingi za lami Ndio tupunguze
ajali na uhalifu.
Nilipokuwa safarini Tokyo, Japan, nilimpata mwekezaji , investor was kuweka
stima wa solar Machakos.

8. MAJI MAJI MAJI - water is life and it is a right, not a privilege for every
Kenyan.
In Machakos, we have used out eight drilling rigs, numerous graders, excavators
and bull dozers to dig 205 boreholes and 166 dams.

nyumba. Tunataka wakati Mama anawapikia watoto ugali, Akiona ni mgumu,
anafungua mfereji, NYWEE na kuendelea na kazi. Nunataka Wazee, vijana,
Warembo na watoto wa Machakos county wawe wakiamka na kuoga na MAJI ya
shower.
Tayari tumepeana matangi ya maji ya LITA ELFU KUMI (10,000 liters) Kwa kila
shule ya Serikali ya msimgi shule 896 hapa Machakos county.
Mpango wetu ni kuchimba borehole 1,000, Dams - mabwawa 600 Na River dams,
mabwawa Madogo ya mito - Ngome - 500.

9. Machawood tumeanza, sasa sarakasi, uimbaji Na Sinema Kama za ngamb'o
tunaanza Kutengeza. MACHAWOOD is becoming the premier entertainment,
music and film centre in Kenya and will provide youth with opportunities and
money.

EMPLOYMENT And creation of jobs for our youth is key to me and my
Government. And we have a plan.
We are building a new Machakos City that will feature factories, hospitals, hotels
and many other businesses that will employ our youth.

Tayari, we have signed memorandums of Understandings with investors for the
new city worth1.8 trillion Kenya shillings.

Hii ratiba ni robo ya Yale mambo tumeweza kufanya.
Ladies and gentlemen,
The tragedy in Kenya today is that we are obsessed with negative and backwards
politics that have rendered us poor.
Development is an issue of justice and constitutional rights but we are too busy
playing politics and witch hunting at the expense of our people.
In Kenya, for example, we have one president. Our current president is Uhuru
Kenyatta, whether we like it or not. Uhuru is facing challenges similar to my small
ones in Machakos -corruption, lethargy, poor workmanship, excuses, name it.
However, he has set his agenda and we have to give him a chance to carry it out
and then we can hold him to task on it.
However, in Kenya, you would think the elections are next week from the rhetoric
we hear and see every day. Everyone across the political divide appears to be
insulting each other. This surely, is not good for our people.
We have become so obsessed with planning the downfall of others, with insults and
political games that we have forgotten that the use of politics is not just to gain
power but to change the lives of our people.
Uhuru Kenyatta recently asked political leaders that even if they hate him, they
should not destroy the country because of their hatred. I agree with him because we
cannot all be in a boat in the middle of the ocean and some of us are drilling holes
on the floor we will all sink.
When President Barrack Obama was in Kenya, he expressed his hope that Kenyans
would pull together. President Obama put it clearly that this is a time for the youth
and equality and fairness to all citizens.
When Pope Francjs visited us, he also talked of the youth and how by fighting
corruption and greed, we can take this country to the level God wants it to be.

I listened to these leaders, as I have listened to our president Uhuru and as a young
person, I know that this is our time to rise up and ensure we have real change speedy and quality development - Maendeleo Chap Chap.
WANANCHI NEED TO KEEP A SCORE, A FORM OF PERFOMANCE
CONTRACTING SCORE WHERE EVERY LEADER SHOWS WHAT HE OR
SHE HAS DONE.
SOME OF THE LEADERS MAKING THE MOST NOISE AND MOST VOCAL,
HAVE NOTHING TO SHOW. THEY KNOW HOW TO TALK, DANCE AND
CONIVE AS THEY SPEW HATE SPECH AND TRIBAL HATRED BUT IN
TERMS OF DEVELOPMENT THEY HAVE DONE BASICALLY NOTHING
FOR MWANANCHI.
WAKATI UMEFIKA WA KUMMULIZA KIONGOZI WAKO, WEWE
UMEFANYA NINI CHA MAENDELEO TUNACHOWEZA KUKIONA?
Ladies and gentlemen,
You know, there are some people who get sick when they hear of what I have
achieved with Maendeleo chap chap.
Kuna viongozi wanaoaribikiwa Na Tumbo wakisikia nikiongea kuhusu kupigana
Na umaskini Na Maendeleo Chap kwa sababu wamezoea siasa bila vitendo.
Wamezoea matusi Na siasa duni.
Ni toboe nisitoboe?
Kuna njama zemepangwa Na wanasiasa za Kuleta ghasia Machakos, kufanya
maandamano katika kila ENEO BUNGE Na MIJI yetu, Na kuendeleza matusi
Na fitina kwenye magazeti Na Hata makinisani.
Tunajua ya kwamba Shilingi millions 56.5 million zimepangwa zitafute Njia za
kumuondoa Alfred Mutua kwa Ofisi yake kwa sababu anaaraibu hewa za siasa
za Ukambani Na Kenya kwa Kuleta Maendeleo ya kuwasaidia Wananchi.
Tunayo ratiba ya mipango yao. Hata wiki hii - tarehe nne au tano, wamepanga kuja
Machakos hospital kuweka fitina.
Hawa watu, wana siasa Na watumishi wao, nawasikilia huruma Kwa sababu
hawaelewi Kenya imebadilika Na Wakenya sasa ni werevu.

Hawa ni wale watu wameifanya bara la Africa Na nchi yetu iwe Na

Wananchi wengi maskini.
Hawa ni watu ambao wanahitaji Daktari Na shindano ya Maendeleo Chap Chap
Ndio wafahamu Mwananchi ndiye wa maana.
Wakati hao wanapanga njama zao za siasa za umaskini, Mimi ninahimiza
Rais Uhuru Kenyatta atuongezee fedha za mpango wa MAJI. Ninatembelea Ofisi
za Serikali ya Uhuru kuhimiza ujenzi wa barabara ya kutoka Kibwezi
hadi Kitui, Na Kuanza Kwa ujenzi wa Thwake dam Na Konza City. Mimi
Ninachapa siasa za Maendeleo Na kutetea maslahi ya watu wangu.
I wish to thank President Uhuru Kenyatta for recently appointing one of Kenya's
best health brains Dr. Cleopas Maillu as the Cabinet Secretary for health and other
appointments from our region in his Government. We request him to appoint more
of our Ukambani sons and daughters as ambassadors, chairpersons, directors and
senior government officials in his government. I will, personally, lobby the
president for these appointments.
TODAY I HAVE BEEN JOINED BY MANY LEADERS WHO EMBRACE THE
MAENDELEO CHAP CHAP MOVEMENT
They range from the wise Itwiku Mbai of Masinga, the MUVANGO OF Dr.
Munyaka, the stima moto YA Kawaya - Eng Vincent, the determination of the man
from the hills Kisoi, the gentle physician touch of Rachel Nyamai, the fearless
spirit of John Munuve, the bull of Mwingi Joe Mutambu, the wisdom of Bishop
Mutemi, the courageous truth of Party leader Kalembe Ndile, the foresight of Prof
Kaloki, and the determination of warriors such as Speakers Ngelu and Mung'aata,
our majority leaders from the region, MCAs includimg Kavasania from Makueni
and Alex Nganga From Kitui, many other leaders, Naim Bilal, Ezekiel Mutua and
many others
Finally,
Today is a great day because we have launched a movement that, with God's
guidance will transform our lives forever.
I ask all of you to be friends of Maendeleo Chap Chap regardless of the political
affiliation you belong to.

Early in the mornings, if you listen carefully, you will hear the birds of the air
singing melodies that are carried by the wind from our valleys to the snow capped
mountains of Mt. Kenya, Kilimanjaro, Elgon and even the Ngong hills. It is a
message that says that it is possible for our country to become the Garden of Eden
that was created by God.
