Mumbai Metropolitan Region Development Authority ( here on
referred to as MMRDA) is accepting proposals to execute and
maintain the Mumbai Monorail project. The purpose of the RFP
is to provide a fair evaluation for all candidates and to provide
the candidates with the evaluation criteria with which they will
be judged.

MMRDA will negotiate contract terms upon selection. All
contracts are subject to review by MMRDA legal counsel and a
project will be awarded upon signing of an agreement or

The bus service operating in the city plied crowded and
narrow areas at very slow speeds, thus ofering no benefits to
the commuters and adding to the trafic congestion. The
MMRDA stated that the monorail would connect many parts of
the city which were not connected by suburban rail system or
the proposed metro rail system. The agency also stated that
the monorail would be an efficient feeder transit to the metro
and suburban rail systems ofering efficient, safe, airconditioned, comfortable and afordable public transport to
commuters.

ion
This exercise involves designing,executing and maintaining the
monorail. The monorail is to be constructed between Chembur,
a suburb in Mumbai to the South Mumbai region. The
contractor will have to collaborate with the respective train
manufacturer and build the infrastructure in agreement with
them.
MMRDA will have the final say in matters related to changes
in design, cost
changes and other major important
decisions. To be effective, the
project must be:
Safe and convenient for public to use.
Visually pleasing.
Cost efective.
Environment friendly.

This RFP is dated May 25, 2004. Proposers may also
request a copy be sent via email by contacting ABC at
abc@mmrda.org.
Proposals are due no later than 12:00pm/noon PST,
Wednesday, June 4,
2004.
Proposals will be evaluated immediately thereafter. During
this time we may require interviews at our ofice with
our evaluation team on or
about June 30, 2004. You will be notified if this is
requested.
The name of the candidate firm who has been selected
will be decided on or about July 18, 2004. Negotiations
will begin immediately with
the successful candidate and should conclude no later
than July 30,
2004.
All other candidates will be notified on or about August 15,
2004.
Phase I of the project must be completed and delivered
by September
30, 2008.
Phase II of the project must be completed and delivered
by September
26, 2012.

Background

organization
The Mumbai Metropolitan Region Development Authority
(MMRDA) was
established in accordance with the Mumbai Metropolitan
Development Act,
1974, on 26th January,
1975.
Since its inception, MMRDA is engaged in long term planning,
promotion of new growth centers, implementation of strategic
projects and financing infrastructure development. The
Regional Plan provides for a strategic frame work of MMR's
sustainable growth. The object behind establishing MMRDA was
to make MMR a destination for economic activity by promoting
infrastructure development and improving the quality of life.
The MMRDA prepares plans, formulates policies and
programs, implements projects and helps in directing
investments in the Region.
The broad responsibilities of the Mumbai Metropolitan Region
Development
Authority
includes:
Preparation of Regional Development Plans
Providing financial assistance for significant regional
projects
Providing help to local authorities and their infrastructure
projects
Coordinating execution of projects and/or schemes in MMR
Restricting any activity that could adversely
afect appropriate
development of MMR,
etc.
In particular, it conceives, promotes and monitors the
key projects for
developing new growth centres and brings about improvement
in sectors like transport, housing, water supply and
environment in the Region.

The Mumbai Metropolitan Region (MMR) spread over 4,355 sq.
km. consists of
8 Municipal Corporations viz. Greater Mumbai, Thane, KalyanDombivali, Navi Mumbai, Ulhasnagar, Bhiwandi- Nizamapur,
Vasai-Virar and Mira-Bhayandar; and 9 Municipal Councils
viz. Ambarnath, Kulgaon-Badalapur, Matheran, Karjat, Panvel,
Khopoli, Pen, Uran, and Alibaug, along with more than 1,000
villages in Thane and Raigad Districts. MMRDA is responsible
for the balanced development of the MMR. The population in
these areas is 192.87 lakhs.
Scope

Guidelines
The scope of this project is to design, execute and
maintain the Mumbai monorail, which is the first of its kind in
India. A firm that can handle all the
planning, designing, executing and has experience in large
scale infrastructure projects is required.
The firm should
have competent in-house staff and should complete the
project in an timely and cost efective manner.

The PMC (Project management consultants) will have the
final say in testing matters and will go through the work
done by the contractor firm.

Weekly progress reports and monthly progress reports should
be provided to the PMC and to MMRDA.

Evaluation criteria
The following criteria will form the basis upon which the

Hopper County will evaluate proposals.
The mandatory criteria must be met and include: Ten (10)
copies of your
proposal must be received no later than 12:00pm/noon PST,
Wednesday, June
4, 2003. Your proposal must include a cost proposal as
described above. All
costs associated with the delivery of the project should be
presented in a flat rate, fee for service format.
Proposals that meet the mandatory requirements, as stated
above, will be evaluated with the following criteria:
Suitability of the Proposal the proposed solution meets
the needs and criteria set forth in the RFP.
Expertise in recommending and communicating
appropriate technical and aesthetic solutions as
evidenced by the proposal and references.
Aesthetic Capabilities
Candidate Experience Candidate has successfully
completed similar projects and has the qualifications
necessary to undertake this project.
Value/Pricing Structure and Price Levels The price is
commensurate with the value ofered by the proposer.
Depth and Breadth of Staff The candidate firm has
appropriate staff to develop the site in the time frame
needed.
Proposal Presentation The information is presented in
a clear, logical manner and is well organized.
Demonstrated commitment to high service level
agreements (SLA).
