Giving ticket back
The time for giving ticket back is regulated as follow:
- With regional and mixed passenger trains: before the train departs.
- With express and super-express trains: 4 hours before the train departs.
- With collective tickets: 12 hours before the train departs.
Exchanging ticket
In case passengers can not use ticket in specific date and train, they can exchange ticket basing on these
following conditions:
- With express and super-express train: 24 hours before the train departs.
- With regional and mixed passenger train: before the train departs. 
When passengers give ticket back, they must pay handling charge and their money is subtracted 10%.
Hand-baggage
The weight of hand-baggage is exempt from fare basing on these following regulations:
- 20 kg for a passenger ticket
- 10 kg for a half of passenger ticket

My wife and I were there a few days ago and just took the public bus near the train station. It cost
10,000d/way (but it won't be what they try for) and takes about 45mins.
 
We caught the bus at Ly Thai To (Hung Vuong) and Hai Phung St. - the bus doesn't drive by Hung Vuong &
Hoang Hoa Tham, it turns down Le Duan & there are many stops along that street - look for the blue
signs or I'm sure you could just wave at the big yellow bus.
 
It's a yellow colored bus with a large banner in the front or side of the bus with "Hoi An-Danang" written
to indicate the destination. There is about 2 bus every hour throughout the day.
 
Final destination in Hoi An is at the local bus station very near the town center off Le Hong Phong St. (Li
Thruong Kiet). You can walk to town as Hoi An is a small town or take one off the motocycle taxi waiting
around at the station. 10-15k (d) is the most it should cost for the ride to your hotel. If you want to walk
into town, head toward the street and turn left from the station and walk to the intersection of Li
Through Kiet & Hai Bai Trung. Google it.
 
Reverse your step if you want to head back to Danang. Oh! The "money collector" guy will try to
overcharge foreigners so stand firm and act like you know the ropes. Hope that helps.

 US$3 will get you there and back on a bus.
Bus and a boat, with lunch and an extra stop or two, for US$5.
Admission fee 65,000 dong.
For a sunrise tour, expect to leave Hoi An around 5:00am.
Most other tours leave around 8:00am.
