INTRODUCTION
1.1 Purpose and terms of reference of the provision of RKK
Rancangan Kawasan Khas (RKK) is a development area which is provided in a
short time for implementation. RKK is one of the main results of the action plans
which are available either in the form of Layout Plan or Management Plan, which
is supported by the specification. RKK also provides Proposed Development
Program containing phase, costs, implementing agencies and implementation
approach.
RKK aims to accelerate detailed plans for areas that have an interest and a
certain character that needs to be maintained and regulated area with a high
environmental value. The area has the charm and natural beauty, the area is rich
with historical value, heritage and culture as well as areas that require special
development for specific community groups such as the placement of the
original.
An RKK will have details on the characteristics of the local area subject to
function, economic activity, development strategy and a clear and strong
approach. He was able to consolidate and coordinating the existing development
plan. Identification and preparation of special plan can be carried out during the
process of preparation of structure plans and local plans.
Terms of Reference provided as a guide in the preparation of the draft study
Rancangan Kawasan Khas (RKK) Tanjung Langsat. The Terms of Reference
describe briefly connected with the study area, the insights and planning
objectives, nature and scope, and duration of the preparation process, the results
and the management and research costs. RKK preparation process must comply
with the provisions of the Town and Country Planning Act 1976 (Act 172). The RKK
have to take into account policies at the state level as well as proposals in the
colonies as in Pasir Gudang Local Plan.

1.2 Legislative requirements for provision of RKK.
Inside hierarchy of development plans in Malaysia, RKK is the fourth stage of the
National Physical Plan, Structure Plan and Local Plan. RKK is a document
containing proposals in more detail on the activities of development and land use
for an area.
Provision of Special Area Plans prepared in accordance with the requirements of
the Town and Country Planning Act 1976 (Act 172) under the following
subsection: i.

Director of the Department of Town and Country Planning (DTCP State) or
the Local Planning Authority (LPA) can convey to the State Planning
Committee (SPC) proposal to provide (fixing) RKK for a special area.
RKK should contain proposals detailed specific actions for the purpose of
whether to develop, redevelop, improve again, or for the purpose of
conservation area management.
RKK can be provided during the preparation or after the coming into force
of a Structure Plan or Local Plan.

State Planning Committee (SPC) will determine whether the State or LPA
DTCP may be given the responsibility of providing RKK.

1.4 Requirements of preparation RKK.
Based on scenarios and pressure during development and strategies outlined in
the Local Plan and based on the following factors:

- To complement the National Physical Planning system this consists of three
stages, namely the National Physical Plan (NPP), State Structure Plan (RSN) and
District Local Plan (RTD) to be more systematic and effective manner;

and to coordinate the plans that have been made in the RSN Negeri Johor and
District Local Plan.

1.6 Justification for preparation of RKK Tanjung Langsat.
Local Planning Authorities, namely the Majlis Perbandaran Pasir Gudang and
Department of Town and Country Planning at Johor Bahru in collaboration with
the Department of Town and Country Planning of Peninsular Malaysia has
provided RT Pasir Gudang to be developed. Through the Local Plan several areas
have been identified and require special action through the provision of more
detailed Special Area Plan.

Corporation, started operations at the storage tank terminal in June 2008 but
stopped later that year due to a fire at one of its tanks, according to the company
website.
While the tanks have been fully restored, they have been left empty since then,
the sources said. They are able to store mainly clean oil products like gasoline,
naphtha and diesel, one of the sources said.
It was not immediately clear on why the storage terminal was put up for sale.
Tanjung Langsat Port was set up as one of the areas to be further developed in
line with the government's aim of transforming southern Johor as a hub for oil
and gas, according to the company website.
There is also another 670,000 cubic metres of oil storage in Tanjung Langsat,
which is mainly invested by Malaysia's Dialog Group, MISC and Puma Energy,
partly owned by Trafigura.
Tanjung Langsat Port's liquid jetty has a water depth of 15 metres and can cater
to vessels ranging from 5,000 to 120,000 dwt.

DIRECTION OF DEVELOPMENT
3.1 Theme development.
The aim of this study was to create an image of the port city is a significant
feature "sustainable and intelligent" and encourage the use of coastal resources
optimally, maintaining ecological sustainability and the environment as well as
create a prosperous human settlements that interact with port activities.

3.2 Objective
To achieve this goal, the main objectives of this study are: i. Identify the key issues from the point of placement land use, the existence of
brownfield sites, contradictions local activities, negative environmental impact
on the local population, transportation network, availability of infrastructure
and utilities, public utility and image of the city.
ii. Specifies the port city development benchmarks that have been advanced and
well developed with the local area.
iii. Determining zone land use planning and regional planning guidelines based on
research with scientific research on the conditions and processes of the
coastline as well as the socio-economic area;
iv. Provides guidelines for the development of urban design (urban design
guidelines) port as a guide implementation at the local level;
v. Provides intelligent management plan implementation at the local level with the
agencies and stakeholders involved and responsible.

RKK study period is 3 months from the date of appointment of consultants until
delivery end of the study (Draft RKK) without taking into account the level of
