servicesareprovidedfromAnganwadicentresestablishedmainlyinruralareasandstaffedwithfrontlineworkers.[1]Inaddition
tofightingmalnutritionandillhealth,theprogrammeisalsointendedtocombatgenderinequalitybyprovidinggirlsthesame
resourcesasboys.

A2005studyfoundthattheICDSprogrammewasnotparticularlyeffectiveinreducingmalnutrition,largelybecauseofimplementationproblemsandbecausethepoorest
stateshadreceivedtheleastcoverageandfunding.[1]Duringthe201213fiscalyear,theIndiancentralgovernmentspent159billion(US$2.4billion)onthe
programme.[2]ThewidespreadnetworkofICDShasanimportantroleincombatingmalnutritionespeciallyforchildrenofweakergroups.[3]

Background

MajorityofchildreninIndiahaveunderprivilegedchildhoodsstartingfrombirth.TheinfantmortalityrateofIndianchildrenis44[4]andtheunderfivemortalityrateis93and
25%ofnewbornchildrenareunderweightamongothernutritional,immunizationandeducationaldeficienciesofchildreninIndia.FiguresforIndiaaresubstantiallyworse
thanthecountryaverage.[5]
ICDSwaslaunchedin1975[6]inaccordancetotheNationalPolicyforChildreninIndia.[7]Overtheyearsithasgrownintooneofthelargestintegratedfamilyandcommunity
welfareschemesintheworld.[5]Givenitseffectivenessoverthelastfewdecades,GovernmentofIndiahascommittedtowardsensuringuniversalavailabilityofthe
programme.[8]
Objectives

ThepredefinedobjectivesofICDSare
1.ToraisethehealthandnutritionallevelofpoorIndianchildrenbelow6yearsofage.
2.Tocreateabaseforpropermental,physicalandsocialdevelopmentofchildreninIndia.
3.Toreduceinstancesofmortality,malnutritionandschooldropoutsamongIndianchildren.
4.Tocoordinateactivitiesofpolicyformulationandimplementationamongalldepartmentsofvariousministriesinvolvedinthedifferentgovernmentprogrammesand
schemesaimedatchilddevelopmentacrossIndia.
5.ToprovidehealthandnutritionalinformationandeducationtomothersofyoungchildrentoenhancechildrearingcapabilitiesofmothersinthecountryofIndia.
6.Toprovidenutritionalfoodtothemothersofyoungchildren&alsoatthetimeofpregnancyperiod.

Implementation

FornutritionalpurposesICDSprovides300kilocalories(with810gramsofprotein)everydaytoeverychildbelow6yearsofage.[10]Foradolescentgirlsitisupto500kilo
calorieswithupto25gramsofproteineveryday.
TheservicesofImmunisation,HealthCheckupandReferralServicesdeliveredthroughPublicHealthInfrastructureundertheMinistryofHealthandFamily
Welfare.[6]UNICEFhasprovidedessentialsuppliesfortheICDSschemesince1975.[9]WorldBankhasalsoassistedwiththefinancialandtechnicalsupportforthe
programme.[8]ThecostofICDSprogrammeaverages$10$22perchildayear.[8]TheschemeisCentrallysponsoredwiththestategovernmentscontributingup
to1.00(1.5US)perdayperchild.[10]
Furthermore,in2008,theGOIadoptedtheWorldHealthOrganizationstandardsformeasuringandmonitoringthechildgrowthanddevelopment,bothfortheICDSand
theNationalRuralHealthMission(NRHM).[6]ThesestandardsweredevelopedbyWHOthroughanintensivestudyofsixdevelopingcountriessince1997.[6]Theyareknown
asNewWHOChildGrowthStandardandmeasureofphysicalgrowth,nutritionalstatusandmotordevelopmentofchildrenfrombirthto5yearsage.[11]

Impact

Byendof2010,theprogrammeisclaimingtoreach80.6lakhexpectantandlactatingmothersalongwith3.93crorechildren(under6yearsofage).[9]Thereare6,719
operationalprojectswith1,241,749operationalAanganwadicentres.[6]Severalpositivebenefitsoftheprogrammehavebeendocumentedandreported
AstudyinstatesofTamilNadu,AndhraPradeshandKarnatakademonstratedsignificantimprovementinthementalandsocialdevelopmentofallchildrenirrespectiveof
theirgender.[8]
A1992studyofNationalInstituteofPublicCooperationandChildDevelopmentconfirmedimprovementsinbirthweightandinfantmortalityofIndianchildrenalongwith
improvedimmunizationandnutrition.[8]
However,WorldBankhasalsohighlightedcertainkeyshortcomingsoftheprogrammeincludinginabilitytotargetthegirlchildimprovements,participationofwealthier
childrenmorethanthepoorerchildrenandlowestleveloffundingforthepoorestandthemostundernourishedstatesofIndia.[12]
