firmer hand to improve the welfare of
the city through the stricter enforcement of its ordinances that concerns
public order and safety.

Naga city Mayor john G. bongat announces on Monday the implementation of city
ordinances and Executive orders for the maintenance of peace and order in the city.The
instructions of Bongat to the police, public Safety Office and the Barangay Tanods with the
assistance of bANKAT in all the 27 barangays of the city is that, all the ordinances on peace
& order and public safety should be implemented for Naga city to progress. These Eos

meeting and announced that
the project which was supposed to end June this year
has been extended to 6 months

said that this project is being


looked upon as a model not
only in the Asian region but
globally. She stressed the
need to sustain the partnership and commitment between the DA, the LGUs,
BAI and other partners even
after the funding support
from the donor agency has
been terminated.

Media Engagement
Twenty-three years ago this paper
came out with its maiden issue the
moth-like act of a young idealist who
wanted to ironically plunge into the fire
that is community journalism. It was
a time when the ideals of EDSA like
press freedom, was being pursued and
translated into concrete actions through
the establishment of independent and
self-financed newspapers.
Ruben F.
Babar, our publisher who experienced
first-hand the Marcos Martial Law years
and its iron-grip hold on the media and
how this self-same sector bravely fought
the dictatorship, saw the importance and
role of a free press in nation-building.
And so Bikol Reporter was born on June
23, 1993.
After four presidents, and a new
one
whose
initial
abrasive
and
uncompromising stand on the media, the
Bikol Reporter reaffirms its commitment
to community journalism and press
freedom as a whole, by reporting the
unalloyed news and examining these
events with the trained eye and experience
which had gained this paper recognition
and respect.
We renew our promise to engage in a
constructive dialogue and criticism, that
as in the past, we will do with creativity,
and accurate, concise and clear
language; and our firm commitment to
the development of the Bikol region.
We take these commitments upon
ourselves so that in the words of Dylan
Thomas and immortalized in the movie,

Curfew for Minors

STAY HOME: One of the Duterte
policies that I fully agree with is the
imposition of curfew for minors. In my
younger days in Paete, Laguna where
curfew was declared by our municipal
government I was popular with the
local police. I enjoyed limited special
exemption from the curfew because I
was selling pan de sal starting at 4:30AM.
Other children of my age were required
to stay in bed even as I had to wake up
early to earn our family bread.
Strictly and wisely implemented- the
curfew for minors will instill discipline
among our youth. Their stay at home
will increase the bonding period
between parents and children, even as
the younger ones can be assisted in
their homework. My parents then did
not require me to be at home, more
so when theres school the following
morning. I was allowed to sleep in the
homes of my classmates helping them
with school assignments. In exchange,
I was provided free breakfast by their
parents! Wise guy, talaga!
DEATH PENALTY: As a lawyer
surrounded by fellow men of the law (like
our paisano Atty Vitaliano Aguirre who
will be Secretary of Justice) incoming
president Rody Duterte will surely
temper his threat to execute the 50
criminals every month. Besides, there
are enough legal advocates of human
rights who will raise the proper issues
in our courts of justice. Despite Rodys
bold pronouncements, our government
remains to be one of law and not of

Our incoming president knows how
to play his winning cards. He is aware
of the public clamor for the eradication
of drugs, crime, graft and corruption.
People got him elected on his promises
on these issues. So long as the rationale
of his moves is aligned with these
objectives, the present popular support
will be on Dutertes side. Opinions
Unlimited is willing to observe and
wait for the new governments record
performance in the next six months.
Rody is entitled to that honeymoon
period!
RED TAPE:
Eight government
agencies has revoked or repealed
3,959 outdated and irrelevant rules
and regulations in a bid to eliminate
government red tape that adversely
impact on the competitiveness of the
economy and private businesses. This
signifies government commitment to
reduce regulatory costs/expenses by
repealing or amending unnecessary,
costly and outdated rules. Participating
agencies include DTI, DOF, DOE, DBM,
DOT, SEC, and LTFRB.
During the 1st Repeal Day, 3,959
issuances shall undergo repeal or

amendment. These mainly composed


of Department Administrative Orders
(DAO), Memorandum Orders (MO),
and Circulars. Of this number 1,900
are subject for repeal, while 2032
previously repealed rules are for
deletion/delisting from official websites
and rosters of rules and laws, 22
similar issuances are for consolidation
into one legal document, and five are
for amendment. This bodes well for
business and industry!
ASEAN
ECONOMY:
The
Philippines will remain one of
Southeast Asias fastest growing
economies
despite
political
uncertainties in the forthcoming
change in leadership, the Londonbased Economist Intelligence Unit
(EIU) said. The EIU Philippine analyst
said yesterday that the countrys
economy, as measured by it gross
domestic product (GDP), may grow at
least 5 percent annually from this year
until 2020. Pres. Rodrigo R. Duterte
will inherit a fairly robust economy
from his predecessor.
The EIU welcomed Dutertes
plan to relax restrictions on foreign
investments together with the
proposed measures aimed at boosting
competition in the local economy.
The Philippines improved its business
environment with its rank in the ease
of doing business from 144th in 2010
to 97th place in 2015. Should Duterte
manage a smooth transition and not
let his hard-line attitudes get in the
way of maintaining policy momentum,
the Phl economy will remain sturdy,
EIU said. Lets do it, Sir!

myself, but that is not my intention. At

just want to say that the Bikol Reporter
is a Catholic Mass Media awardee for
five consecutive years and that speaks
for Bikol Reporter.

As June 30 nears, the date for elected
officials to take oath of office and loyalty
to the Constitution. President-elect
Rodrigo Duterte informed Vice Presidentelect Leni Robredo: I want a separate
inauguration. This is first in our history. In
the past, the President and Vice President
jointly do it in Luneta. Well, this is not
illegal. Its just different from the past. The
presidential inauguration will take place
in Malacaang.
While VP Leni was preparing to follow
the traditional past inaugurations, this
information arrived. Her camp is now
looking for place where she will take her
oath of office. Why not here in Naga City
at the Robredo Coliseum? She is the first
Vice President from the Bicol Region and
it is not wrong if she also does it here.
The inauguration of these two highest
officials of the land can be interpreted in
several ways, but I think it is not because
antagonistic reasons but for personal
preferences.
In Malacaang, which of Dutertes
family will be with him when he takes
oath.
During the early days after the
election, Allan Cayetano, the defeated
VP teammate of Duterte said on TV that

VP Leni Robredo. Now it is clear that
she will not be given a cabinet post. The
Constitution shall not mandate that the
VP be given cabinet position. It depends
on the President. After all, Leni Robredo
is already the Vice President and it has
its own budget.
I guess that among other reasons,
Duterte decided not to give Leni a cabinet
post is what President Benigno Aquino
said when he congratulated Leni for
winning the vice presidency. He said
Congratulations Leni. Now I leave the
Liberal Party to you. If you are President
Duterte, what will enter your mind?
Naturally, you will think that Leni can use
her position to revitalize the Liberal party
But this is only my personal opinion and
I may also be wrong.

Bello III who has been named as the
incoming secretary of the Department
of Labor and Employment (DoLE) in
the Duterte administration.
The traditionally pomp in the Sona
may no longer exist during the Duterte
government. How can you outshine
President-elect Duterte who has never
been fond of dressing up? Bello said.
But the President (Duterte) is
expected to deliver a strongly-worded
speech with very clear message about
his plans for the country, a political
statement that would elaborate and
express his advocacies, especially his
anti-crime drive, Bello said.
Bello said Duterte is used to
wearing checkered polo shirts, which
sometimes look un-ironed, denim
pants and boots.

Long Live
BIKOL REPORTER!
It takes a Ben Babars courage and the hard work and
dedication of a Belen to make BIKOL REPORTER, a newspaper of twenty-three years. A very credible newspaper
which had been awarded as Outstanding Local Newspaper
for five consecutive years by the St. Peter Baptist Catholic
Mass Media Awards. Need I say more?
I am more than happy to be a part of the publication even
when sometimes though I forget I have a column to maintain. Well, I ran out of ideas and ran short of time; my laptop
bogs down or we do not have internet service at home. Mea
culpa! My thanks to Frank Peones who introduced me to
Bikol Reporter.
Publishing a weekly paper is no easy job. In Naga, it is a
remarkable that there are several papers. Bicol Mail is still
here, I remember Stephen (Steve) Sergio editing the paper
when he was just in his early twenties. He grew up to become a pillar in Philippine Journalism, he became a part of
Cory Aquinos media group. It was Steve who worked for my
membership of the National Press Club of the Philippines.
Ramon (Mon) Tolarams Naga Times was where I started
to write my regular column. During those times, very familiar
names in media, whether broadcast or print, were Bio-bio,
Ely Miranda, Leon Palmiano, Jr., and Bienvenido (Tiong Esong) Calleja was a big patron of the local media. Eventually,
Tiong Esong became Treasurer of the City of Manila where
I would give him a visit. My family was already residing in
Manila and my late husband was with the City Accounting
Office.
The Naga City Press and Radio Club was very active in
Naga in the sixties and media in Naga was a big force. I
met Bubby Dacer in Naga when he published Bikol Times, a
regional paper with Doming Alarcon. Later in Manila, I joined
his Bubby Dacers PR group at the Manila Hotel and the
same time, I even managed one of his travel agencies but I
have never been good in business, I decide to quit.
It is just too bad that Iriga, a fast rising city, does not have
a local paper. In the fifties, Engr. Edmundo Isaac published
the Bicol Midweek which I ran as Managing editor. Eddie
Alanis and Eleanor Soler (now Mrs. Jimenez) were regular
writers and the editor in-chief was Ben Hur Salcedo. The
paper did not last long. The cost of printing was getting very
unaffordable, there was no choice but fold up. Since then,
there had not been a local paper in Iriga, I wanted to venture
into this kind of job but the constraint is publishing and the
matter of getting ads is hard. . Newspapers are sold at a
very cheap price. Bikol Reporter is only five pesos. But Bikol
Reporter is here to stay. Congratulations, Bikol Reporter and
more power to Ben and Evelyn, and to the people behind this
publication.

kumpanya. Pipiliin mo pa rin bang maging isang titser lang?
Thats the reaction of a friend when I told her that I plan
to teach in the future. It seemed an innocent question at first,
when I thought about it, I figured out a hint of apprehension,
a hinge of remorse about the idea that I want to teach. She
must thought it was absurd, abominable even that I wanted
to be a teacher. I dont blame her through feeling that way. It
is true that teachers today do not enjoy the same esteem as
what professionals like engineers or doctors or lawyers enjoy.
Titser nga lang eh!
The phrase Titser lang is just a teacher when translated
to English. It connotes deprecated image of a teacher, a
slave of the educational system who toils to earn but a mealy
remuneration. True?
Titser nga lang ba? In reality, teachers are not just teachers.
They are classroom managers. They are chief operating
officers of cramped classrooms with some of the most rowdy
and academically challenged students. They manage class
discipline, maximize the scarce resources, act as counselors
to students, and as if all those task are not enough; they take
home a mountain of paper works at the end of the day. And
the top that, teachers are second parents, they are confidants,
they are mentors, they are friends.
Titser lang ah? In our modern time teachers have been
one of the countrys most popular exports. Based on the
updating news from television, radio, even in computers as
well. The depressing side of teachers overseas migration is
that some teachers chose to work abroad as domestic helpers
in HongKong, Singapore and Middle East, just to escape the
toil of teaching in the country. Who can blame them?

Bicol Kalahi-CIDSS projects employed 47K workers


LEGAZPI CITY --The Department of Social
Welfare and Development
(DSWD) has employed
thousands of residents in
the Bicol region for the
construction of community-managed
projects
under Kalahi-CIDSS programKapit-Bisig Laban sa
Kahirapan-Comprehensive
and Integrated Delivery of
Social Services (Kalahi-CIDSS), a community-driven
development (CDD) pro-

gram aimed to reduce poverty in poor villages.


DSWD Bicol Director Arnel Garcia said some 47,283
workers were employed for
construction of at least 1,304
projects in 99 poor municipalities in the region from
2015 to present.
The said projects are constructed to provide basic access infrastructure, basic
social services, community
production, economic support and common service

facilities and environment


protection and conservation.
Garcia said the total labor cost amounts to
Php97,589,529.00 with each
laborer receiving a minimum
of Php260.00 depending on
the prevailing rate in the locality.
Of the total number of
workers, 9,202 are women
hired as part of the gender
mainstreaming in Kalahi-CIDSS where men and women
are given opportunities in

labor works. Their labor cost


amounts to Php16,105,170.
Furthermore, 37% of the
total laborers are Pantawid
Pamilya beneficiaries who
received a total Php29, 346
629.00 for their salaries.

Albay arts and culture under Salceda

LEGAZPI CITY Albays arts and culture have
ourished richly under the
administration of outgoing Governor Joey Salceda,
playing an invaluable role
in the provinces robust
tourism.
The visual arts, specifically, went through a dramatic change in Albay during the past nine years as
artists found their way into
and actively participated in
local government-sponsored
exhibits and year-round festivals and cultural activities,
mostly with a package of outlay support.
For the past nine years, the
provincial government alone
had sponsored over nearly 70
exhibits at the Albay Atrium
Gallery for local and visiting

painters, sculptors, photographers, installation and graphic artists, ceramics and handicraft designers, according to
Apo Gonzales, the provincial
curator.
Salceda, who finishes his
three (9-year) terms as governor this month to take over his
pots as the new Representative of Albays second district
in Congress, has been credited for his provinces robust
growth in arts and culture.
Speaking at the opening of
the 24K Exhibit at the Atrium
Gallery last week the last
visual arts display he attended
as governor Salceda praised
local artists for their devotion
and for their creative role in
the development of Albays
culture. He promised his continued support to their group.

Childhood is unbridled enjoyment. This is a popular view


often associated with their seemingly worry-free attitude and
overflowing infinite energy. A stage of life related to fun and
laughter. A stage where adults sometimes wish they could go
back to or at least feel again. The reason for this is that adults
feel like the adult world is beleaguered with problems and tons
of stress. But perhaps what they do not realize is that children
experiences stress too. The problem gets worse if parents and
teachers cannot see this.
Children do get stress. It is not completely like the way
adults experience stressor expresses it. That is why the
primary caretakers and the teachers of a child must be
sensitive to a childs emotional states. At home, parents can
become acquainted to this since their child is often under their
observation, hence they can see abrupt and unusual changes
in their behavior, however some parents can be too busy with
their work to notice these quirks, and worse is when parents
become the source of stress without them knowing it.
Sources of a child stress might stem from many factors.
As aforementioned we have familial causes; pressure from
parents, marital conflict, sibling rivalry, lack of parental affection,
lack of basic needs, etc. Another maybe scholastic factors;
bullying (may happen at home and other immediate environs),
fear of the teacher, inability to adjust, feeling of rejection and
lack of sense of belongingness, separation anxiety, etc.
One way to mitigate childrens stress is to be first sensitive
to their emotional states and actions. Talk to the child and
give the child authentic feelings of warmth and acceptance.
Provide emotional support and supervise the childs academic
performance and ways of relating with others. In elementary
school, it becomes more complex since there are innumerable
number of children to monitor. Nonetheless teachers are
highly sensitive to such students estranged from their feelings,
classmates, teachers and environment. Teachers are adept in
spotting such.
There is, however, a slight issue one will observe with
our public elementary schools. They do not have guidance
counselors, instead they have guidance coordinators.
However, some of them are not a graduate of psychology or
guidance counseling. Although they have had seminars and
perhaps some training in how to deal with stress children and
other problems encountered or experienced by children. They
still lack guidance counseling skills that would assess and help
certain problem child with complex problems them to create
better guidance programs for these kids. That is why perhaps
it would be better if the subject guidance counselling will be put
back to the education curriculum so elementary teachers can
be more adept in dealing with elementary students.
Prevention is better than cure. That is why a stressed child
must be helped and mitigate it so that it would not result to more
complicated behavioral problems in the long run otherwise
we allow that child to develop potential malignant personality
problems. Childhood is usually the origins of some problems
encountered in later life. From pent up, father or mother-issues
to phobias or anti-social behaviors. Let us help children handle
their stress so they can have a healthy childhood that will
precipitate a healthy adult life.

mention of the separate ordinances that will be followed by computer shops
and entertainment establishments regarding the allowed
student hours, in line with
the anti-truancy ordinance
for the elementary and high
school students in the city of
Naga.
The city also prohibits

vagrants as they contribute


to the disorder and crimes
in the city. Persons above
18 years of age will be covered by the anti-vagrancy
ordinance. In his statement,
the mayor said that this ordinance would help in the prevention of possible crimes.
Other ordinances that is
set to be implemented includes the noise concern in
public especially during the
late hours in the evening.

Rabies eradication . . .
For his part, Dr. Ronello
Abila, OIE Sub Regional Representative for Southeast Asia
explained that the 6-month
extension will be devoted to
wrapping up activities focusing
on documentation of lessons
learned, best practices, identifying strengths and weaknesses
in the implementation of various rabies eradication and control strategies aside from the
massive vaccination and laboratory testing of dog blood/
head samples.
The provincial veterinarians from Masbate, Albay and
Camarines Norte took turns in
reporting their respective accomplishments,
milestones,

good practices, issues and concerns. The province of Camarines Sur which up to this time
has no appointed or designated
provincial veterinarian not
even a Provincial Agriculturist
was represented by a livestock
coordinator.
The technical
committee members deplore
this long-standing problem of
absence of a provincial veterinarian in the biggest province
of the region which has recorded the highest incidence
of dog and human rabies over
the past years.
Based on the reports recorded by the DOH from January to 1st week of June this
2016 , rabies has claimed the

lives of 11 persons: 7 in Camarines Sur; 3 in Camarines
Norte and 1 in Sorsogon. In
2015, Bicol placed second to
Region 3 for having 24 cases
of human fatalities due to rabies.
Meanwhile laboratory results of the head samples
taken from suspected dogs between January to June this year
9 tested positive 3 of these
came from Camarines Norte, 3
from Camarines Sur and and 3
from Albay. Last year 11 dogs
tested positive. According to
Dr. Rona Bernales, Rabies
Regional Coordinator for Bicol
last year the region achieved
70% dog vaccination coverage.
