CHAPTER1VUDAANOVERVIEW
INTRODUCTION

Vadodara Urban Development Authority (hereafter referred as VUDA), was constituted


under section 22 of The Gujarat Town Planning & Urban Development Act 1976 by the
Govt.ofGujaratNotificationNo.GH/P/278/of83/BVP12804384(83)/L,dated22.12.83.
The development area identified of VUDA spreads over 714.56 sqkms, which includes
Vadodara Municipal Corporation and the area of Vadodara, Padra, Vaghodia Talukas
covering 104 villages. The villages included in the VUDA area and the vicinity villages are
showninMapNo.1.
While, since the authority is constituted, the municipal corporation limits have been
extendedtwice,oncein2001andsecondtimein2006andaccordinglythemunicipalarea
hasexceededfrom101.01sqkmsto156.05kms.

FUNCTIONSOFVUDA:

TheimportantpowersandfunctionassignedbytheactoftheAuthorityaregivenbelow:

to undertake the preparation and execution of town planning schemes under the
provisionsofthisAct,fortheurbandevelopmentarea;
to undertake the preparation and execution of town planning schemes under the
provisionsofthisAct,ifsodirectedbytheStateGovernment;
to carry out surveys in the urban development area for the preparation of
developmentplansortownplanningschemes;
to guide, direct and assist the local authority or authorities and other statutory
authorities functioning in the urban development area in matters pertaining to the
planning,developmentanduseofurbanland;
tocontrolthedevelopmentactivitiesinaccordancewiththedevelopmentplaninthe
urbandevelopmentarea;

va. to leavy and collect such scrutiny fees for scrutiny as documents submitted to the
appropriate authority for permission for development as may be prescribed by
regulations;

to execute works in connection with supply of water, disposal of sewerage and


provisionofotherservicesandamenities;

via. toleavyandcollectsuchfeesfortheexecutionofworksreferredtoinclause(vi)and
for provision of other services and amenities as may be prescribed by the
regulations;

toacquire,hold,manageanddisposeofproperty,movableorimmovable,asitmay
deemnecessary;
to enter into contracts, agreements or arrangements, with any local authority,
personororganizationastheurbandevelopmentauthoritymayconsidernecessary
forperformingitsfunctions;
tocarryanydevelopmentworksintheurbandevelopmentareaasmaybeassigned
toitbytheStateGovernmentfromtimetotime;
to exercise such other powers and perform such other functions as are
supplemental, incidental or consequential to any of the foregoing powers and
functionsorasmaybedirectedbytheStateGovernment.

As a statutory provision of the said act the VUDA had prepared its principal draft
developmentplanin1980andforsanction,wassubmittedtoGovt.on14.11.80.Thesaid
plan was sanctioned by the Govt. of Gujarat wide Notification No.GH/P/278/of 83/BVP
12804384(83)/L,dated22.12.83andwasinforcefrom25.1.84.
Oncompletionoftenyearstheauthorityhadin1992,decidedtopreparethefirstrevised
developmentplanandthesamewaspublishedin1996,andthesamewassanctionedby
thegovernmentin1996.videnotificationnumber:
VUDA has started to implement the planned proposals of development plan and started
controllingthedevelopment.

VUDA have taken up several Town planning schemes around the periphery of BMC limit.
VUDAhaveprparedsevendraftschemes.i.e.Sevasi,Sayajipura1&2,Bil,Nimetha,Sama1
&2etc.andsubmittedtotheGovt.forsanctionoutofwhichBil,Nimetha,Sayajipura1&
2,havealreadybeensanctionedandT.P.O.isundertheprocessoffinalizingit.Furtherthe
surveyworkisoverfordraftschemeofVemali,andHarni1&2whichwillbepreparedin
comingdaysandwillbesubmittedtoGovt.inadditiontothissurveyworkforanothersix
town planning schemes is under progress. Thus VUDA is trying hard to develop the
developingareasassuggestedinthesanctionedplaninVUDAareaandtryingtodevelopit
in planned manner at micro level. This will give healthy and planned development with
soundroadnetworkandinfrastructurefacilities.
VUDAhavemadealltheeffortstoacquirethelandsatvariousplacesasperthereservation
shown in the plan. But VUDA got success to acquire the lands at Gotri for land
development schemes for plotted Residential / Commercial scheme with consent award.
Thislandadmeasuresabove6.43hectors.
InadditiontothissumofftheGovt.landsandU.L.C.surpluslandshavebeenalsotakenup
byVUDAtodevelopitfortheplannedpurposes,Thedetailsoftheselandsaregivenbelow.
Aspertheprovisionsoftheactundersection21VUDA,havetakenupthetasktoreview
the sanctioned development plan. Once in 10 years VUDA have resolved to revise the
developmentplaninitsboardMeetingNo.119resolutionNo.965,dated30.12.92.Asper
the Resolution this revised Draft Development Plan (19932011) for Vadodara Urban
DevelopmentAuthorityDevelopmentAreaispreparedherewith.

APPROACHANDMETHODOLOGYFORPREPARATIONOFDEVELOPMENTPLAN

DuringtheseyearsVUDAhastakenuptopreparethebasemapaspertikasheets.
Further taken up the task to collect data necessary surveys and information
regarding the development VUDA have entrusted to make authority fresh survey
for air pollution zone to NIOH, and finding & recommendations are to be
incorporatedfortheplan.
Aspertheprovisionsoftheactundersection21VUDA,havetakenupthetaskto
reviewthesanctioneddevelopmentplan.Oncein10yearsVUDAhaveresolvedto
revisethedevelopmentplaninitsboardMeetingNo.119resolutionNo.965,dated
30.12.92.AspertheResolutionthisrevisedDraftDevelopmentPlan(19932011)
for Vadodara Urban Development Authority Development Area is prepared
herewith.

CONSULTATIONPROCESS
During the year 1990 State Govt. appointed an expert committee to prepare model
regulationforallsixAuthoritiesofGujaratState.Seriesofmeetings,debatesandseminars
weredonewithlocalauthorities,expertsweredonewithlocalauthorities,expertsinthe
field and professionals. The committee have submitted the model Development Control
RegulationsfortheAuthoritiestotheGovt.VUDAhavestudiedthesamewithcontextto
theVadodaracityandhavealsodebatedthesamewithMunicipalCorporation,Architects
andEngineers,Buildersanddifferentinstitutions,forthedevelopmentplanproposals.
VUDAhavearrangedseriesofmeetingswithlocalauthorities,differentGovt.departments,
institutions, professionals and elected members of state and Central Govt. VUDA have
received fruitful suggestions and have tried to incorporate in the plan. Further since the
previous plan was prepared, during three years number of new development have taken
placeinVUDAarea.TheexpressHighWay(AhmedabadVadodara)touchestheNational
Highway Byepass near Dumad. This is going to be completed by year or two. A new
Express way is planned for VadodaraBombay and plan alignment of this have been
earmarkedintheplanonwesternsideofthecity.
The Sardar Sarvoar Project has influenced the VUDA area the most. Number of main
canals,distributariescanalsandminorcanalsarepassingthroughVUDAarea.Thedetails
ofcanalsactasabarrierfordevelopmentatthesametimeothercanalsenrichesthearea
for irrigation. It has a vital influence on planning of VUDA area. Further details of Gas
Authoritylines,G.E.B.lines,JillaPanchayatroads,CorporationroadsandB.SC.Roadshave
alsocollectedandincorporatedinthebasemap.
AdetailedstudywasconducedbyVUDAandNIOHtostudytheAirPollutionAreaaround
majorindustrialestablishmentsinthenorthernarea.AnewAirPollutionZoneareahave
beenearmarkedandadoptedintheproposals.
