the LGU of BASEY is FULLY COMPLIANT In terms of TRANSPARENCY and

ACCOUNTABILITY. All FINANCIAL TRANSACTIONS are POSTED in the FULL DISCLOSURE
POLICY (FDP) Bulletin in THREE CONSPICUOUS PLACES (EXECUTIVE BLDG.,
LEGISLATIVE BLDG., and the ABC HALL). These DOCUMENTS are also POSTED ONLINE at
the FDP PORTAL.
THE RECOVERY ASSISTANCE ON YOLANDA also known as the (RAY) DILG FUND IS
INTENDED TO SUPPORT THE REHABILITATION/ REPAIR OF PARTIALLY DAMAGED LGU
FACILITIES and is divided into THREE PHASES.

RAY 1 is the REHABILATATION of the MUNICIPAL GYMNASIUM with P2.5M from the DILG
FUND and a P500K counterpart from the LGU.

RAY 2 is the REHABILATION of the BRGY FACILITIES which includes BRGY HALLS, DAY
CARE CENTERS and CIVIC CENTERS of selected Barangays. A total of 55 FACILITIES were
INCLUDED IN THIS PHASE. 18 of the facilities are already COMPLETED and 37 are
NEARING COMPLETION.

RAY 3 includes CIVIC CENTERS of selected barangays, the PUBLIC TERMINAL and
SEAWALL. PROPOSAL FORMULATION of these projects are NOW ON-GOING.
A decent, sanitary, and modern PUBLIC MARKET (insert pic) which has been the SHARED
DREAM and COLLECTIVE SENTIMENTS of BASAYNONS is now STARTING
CONSTRUCTION at BRGY. CAMPONAO, an area between Brgy. Baybay and Brgy. Palaypay.
This PROJECT is FUNDED BY the DILG through the REHABILITATION ASSISSTANCE for
YOLANDA (RAY) in partnership with LGU BASEY who moved it forward from concept to
reality.
The CONSTRUCTION of a NEW single CENTRAL BUS TERMINAL (insert pic) at BRGY.
CAMPONAO adjacent to the proposed public market will PROVIDE a WIDE PARKING SPACE
at off-peak times for these PUBLIC UTILITY VEHICLES and a MAXIMUM CONVENIENCE
and SAFETY for the LOCAL RIDING PUBLIC.
The newly constructed BASEY MANPOWER TRAINING CENTER (BMTC) (insert pic) has
FULLY FUNCTIONAL TRAINING ROOMS of VARIOUS NEEDED EQUIPMENTS. This
FACILITY is expected to ATTRACT and CATER not just ENROLLEES from the MUNICIPALITY
but from NEARBY LGUS as well.
The FOUR-STOREY BASEY MUNICIPAL HALL (insert pic) will ACCOMMODATE all the
LOCAL GOVERNMENT OFFICES, providing the MUNICIPAL OFFICIALS and EMPLOYEES a
CONDUCIVE, COMFORTABLE, PERMANENT and CENTRALIZED WORKING PLACE.

Different LIVELIHOOD PROJECTS were also GIVEN to 80 ASSOCIATIONS in BASEY to AID

in the ECONOMIC GROWTH of the municipality. Launching of the newly renovated PREDEPARTURE AREA will provide EASY and CONVENIENT access to PRIVATE AND PUBLIC
UTILITY SEACRAFTS. Opening of the SAOB CAVE BEACH RESORT which is one of the
municipalitys TOURIST DESTINATIONS and the REHABILITATION of the TIKOG INDUSTRY
will also PROVIDE ADDITIONAL ECONOMIC BOOST. A VISITOR CENTER and ECO LODGE
located at BRGY. GUIRANG will provide COMFORT and FILIPINO HOSPITALITY to LOCAL
AND FOREGN TRAVELERS alike. And because of these improvements, the Municipality of
BASEY is now boasting a 378.9% INCREASE in number of tourist visits.

The BOTTOM UP BUDGETING promotes inclusive participation in the COMMUNITY

DEVELOPMENT by EMPOWERING CIVIL SOCIETY ORGANIZATIONS (CSOs) to engage in
the BUDGETING PROCESS. Under this program we now have TWO EVACUATION CENTERS
located at BRGY. INUNTAN (insert pic) and BRGY. MABINI (insert pic), a LEVEL 2 WATER
SUPPLY SYSTEM at BRGY. OLD SAN AGUSTIN (insert pic) and 400K worth of SEED
CAPITAL has been DISTRIBUTED to different FARMER BENEFICIARIES.
LIVELIHOOD SUPPORT PROGRAMS, ENTREPRENEURIAL and FOOD PROCESSING
TRAINING in partnership with TESDA, SKILLS TRAINING for TOURISM SERVICE
PROVIDERS and purchase of 300K WORTH of TOURISM AMENITIES was MADE
POSSIBLE through the BUB PROGRAM which will HELP IMPROVE BASEYs TOURISM
INDUSTRY.
A DAY CARE CENTER in Brgy. Basiao, Small IRRIGATION PROJECTS, and FOREST
DEVELOPMENT through the NATIONAL GREENING PROGRAM have also been made
possible through BUB.
In order to be DISASTER RESILIENT, 42 selected EMERGENCY RESPONDERS from the
Municipal Disaster Risk Reduction Management Office (MDRRM), Philippine National Police
(PNP), Bureau of Fire Protection (BFP), the PHILIPPINE ARMY (PA), and BARANGAY
VOLUNTEERS, were trained in INCIDENT COMMAND SYSTEM OPERATIONS. 40 others
(selected PERSONNEL) were TRAINED & EQUIPPED with the KNOWLEDGE & SKILLS in
SEARCH & RESCUE OPERATION techniques.
The CONSTRUCTION of the SENIOR CITIZENS CENTER is also NEARING its COMPLETION.
Among the municipalities in our province, the municipality of BASEY is one of the FIRST LGU
to be COMPLIANT of the provisions of the MAGNA CARTA FOR PWDs. The OFFICE OF
THE MAYOR issued an EXECUTIVE ORDER creating the PERSON WITH DISABILITY
AFFAIRS OFFICE (PDAO). PWD PROFILING and ISSUANCE of the PWD ID and PURCHASE
BOOKLET is still ON GOING and as of this time we now have 836 REGISTERED PWDS.
