SECTION I

BRIEF DESCRIPTION OF KOZHIKODE MONORAIL PROJECT

Background.

As per the Administrative Sanction accorded by the


Government of Kerala, Kerala Monorail Corporation Limited (KMCL),
a wholly owned Company of the Government of Kerala, (the Project
Owner & Contracting Authority) is initiating the process for selecting
exclusive developer contractor for the purpose of developing the Mono
Rail Systems in the cities of Thiruvananthapuram and Kozhikode on
EPC Turnkey basis. KMCL have engaged Delhi Metro Rail
Corporation Limited, (a joint venture of the Government of India and
Government of National Capital Region of Delhi) as a General
Consultant to this Project for assistance in this process. Technical
and financial bids for this project shall be invited only from those
Applicants who have been pre-qualified by KMCL through this global
EOI. In view of above, DMRC on behalf of KMCL, calls for Expression
of Interest (EOI) from eligible national and international entities to
design, construct, procure, part finance (through suppliers
credit/bilateral funding to be serviced by KMCL), install, operate,
maintain for a specified period of five years all systems (including but
not limited to) Civil Structures, Rolling Stock, Traction, Signalling
and Telecommunication,, Depot, Automatic fare collection and other
systems required for operation of Mono Rail Services in the respective
cities.

1.1

ABOUT KOZHIKODE CITY.


HISTORY

Kozhikode formerly known as Calicut is a major city on


the northern half of Kerala situated right on the Arabian Sea
coast. Kozhikode is the third largest city in Kerala after Kochi
and Thiruvananthapuram and is part of the second largest city
agglomeration in Kerala with a metro population of 2.03 million
(as per 2011 census). Kozhikode is a picturesque coastal town
in the land of spices and coconut trees and is known for its rich
history, culture, commercial glory, beaches, backwaters and
splendid scenic beauty. Kozhikode ranks as the second best city
in India to reside in, as per data compiled by an economic
research firm, considering health, education, environment,
safety, public facilities and entertainment parameters. It has
also been ranked 11th among tier two Indian cities in job
creation by ASSOCHAM. The city lies about 390 Km north of the
capital city of Thiruvananthapuram.
1.2

GEOGRAPHICAL DETAILS.

Kozhikode is located at 11.25N latitude and 75.77E


longitude. It has an elevation of about 1m above M.S.L along the
coast, rising to at least 15 metre at citys eastern edges with a
sandy coastal belt and lateritic midland. The city has 15 km
shoreline and small hills dot terrain in the eastern and mid
regions. To the citys west is the Arabian Sea. The mighty
Sahyadri hills rise from about 60 km to the east. The city core
(Municipal Corporation) has an area of 32.61 Sq. Km. and a
population of 610,000 (2011 figures). General drainage of the
city empties to the Canoly canal which leads to the Arabian
Sea.
The following rivers namely Chaliyar, Korapuzha, Kallaipuzha,
Poonurpuzha and Iruvanjipuzha originate from the Western
Ghats and run along the outer reaches of the city. Out of these,
Kallai River is the most important culturally and also for trade.

The Canoly canal, which is man-made, connects Korapuzha and


Kallai River and functions as a drain to reduce flooding up
during rainy season and also as a navigation channel.
The city falls in Zone 3 of the Seismic zone mapping of
India.
1.3

CLIMATE.

The city enjoys a tropical monsoon climate under the koppen climate classification. City has a highly humid tropical
climate with high temperatures from March to May (max.35
degree Celsius). A brief spell of pre-monsoon showers hit the
city sometime during April. The primary source of rain is the
south west monsoon that sets in the first week of June and
continues until November. The city receives significant rains
from the north east monsoon which sets in the second half of
October till November. The average annual rainfall is 3266 mm.
The weather is milder from December until March, when the
skies are clear and the air is crisp. Winters are seldom cold. The
temperature during summer is 22.5c to 35c and that during

The maximum wind speeds is seldom above 60 km/hr


during monsoon period of June to August. The average
humidity of the state is around 80%. More details on climate

DEMOGRAPHY.

The city has an average literacy rate of 96.80%. Malayalam


is the most spoken language. Hindi, English and Tamil are
widely understood. Kozhikode is a multi-ethnic and multi
religious town since the early medieval period. Hindus form the
largest religious group followed by the Muslims and Christians.

The population of Kozhikode city has steadily risen from


1966 when it stood at 36,602 to 610,000 in 2011. Like any
other city, urban sprawl is happening towards the periphery of
the city. As per census 2001, city as well as the surrounding
Panchayat constitutes a population of 924,000. The average
population density of city is 3,314 persons per Sq. Km. In the
citys central area, the population density is as high as 5,280
persons per Sq. Km. while it is 2,486 persons per sq. km in the
outer fringes of the city

EDUCATION

There are 33 High Schools, 70 primary schools within the


corporation. There are 6 arts & science colleges, Govt. Law
College, Govt. Homeopathic College, Govt. Medical College, Govt.
Engineering College, National Institute of Technology, Indian
Institute of Management, and other private medical and
engineering colleges. The Indian Institute of Spices Research,
Centre for Water Resources Development and Management,
Centre for Mathematics and Western Ghat field Research
Station of Zoological Survey of India are located in the city.
The general economic condition of the people is above
average. A large section of population is employed in the Middle
East countries and their remittance to the familys back home
play an important role in the local economy. There are no major
industries in the District today, but quite a few small scale
industries exits.
1.6

CITY ADMINISTRATION.

The city is administered by an elected Corporation headed


by a Mayor. For administrative purposes, the city is divided into
75 wards from which the members of the corporation council
are elected for a term of 5 years. The Corporation has 4
assembly constituencies, Kozhikode north, Kozhikode south,
Beypore and Elathur all of which are part of Kozhikode Lok
Sabha constituency. All the areas outside the Corporation are

under the District Panchayat headed by District Panchayat


President.
The District administration is headed by the District
Collector belonging to the elite Indian Administrative Service
(IAS), and the law & order wing is headed by the District Police
Chief belonging to the Indian Police Service (IPS).

2.1

PRESENT TRANSPORTATION SYSTEM IN THE CITY.


HIGHWAYS

The city has a closely knit highway system. The National


Highway 66 (old NH 17) runs through the city in the north
south direction and has a total length of 77.40 km in the
District. The National Highway 766 (old NH 212) starts from the
city and runs in the north east direction leading to Wayanad,
Mysore and Bangalore and has a length of 57 km in the district.
The NH 966 (old NH 213) takes off to the south of the city and
goes to Palakkad. The other major roads within the city are
Mavoor road, starting from the city and running eastward, the
mini bypass for a length of 11.62 km, starting from
Meenchanda on the NH 66 and ending at West hill on the same
NH. There is a National Highway bypass in the outskirts of the
city, again running in the north south direction, for a length of
24 km.
The most common public transport system is the Bus
service operated both in Private sector and Public sector. Four
wheelers, two wheelers and three wheelers cater to the rest of
the needs. Most of the roads within the city are narrow and are
only two-lane and are heavily congested, especially in the peak
hours.

2.2 RAILWAYS

The ChennaiMangalore Railway line passes through city.


The Kozhikode railway station is the largest in the district with
4 platforms and handles more than 50,000 passengers a day.
More than 78 trains pass through the station daily.
The High Speed Railway line from Thiruvananthapuram
to Kasargod now under consideration by the State will also pass
through the city and will have a Railway station on the National
Highway Bye-pass.
2.3

AIRWAYS

The Kozhikode airport (CCJ) is situated about 30 kms


southeast of the city at Karipur. It is an international airport
and has extensive International and Domestic flights daily. It is
connected by non-stop flights to Mumbai, Delhi and nearly all
the destinations in the gulf.
3.0 STUDIES FOR MONORAIL PROJECT
Most of the Highways in the city are very narrow. The city is
therefore experiencing heavy traffic congestion all the time. Due
to the high land cost and the extreme reluctance of the public to
part with their lands, widening of roads to accommodate Mass
Transit Systems is almost unthinkable. The city is not large
enough to sustain a Rail based Metro System. It is in this
context that the Government of Kerala decided to examine the
possibility of introducing an alternate arrangement.
The Kerala Road Fund Board, a statutory body under the
Public Works Department engaged M/s. Wilbur Smith
Associates, Bengaluru (Bangalore), to prepare a detailed
feasibility study for Kozhikode Mass Transit System. M/s.
Wilbur Smith submitted the feasibility report in December 2010
recommending a Monorail system for the city, from Meenchanda
to Ramanattukara with a distance of 23 Kms and recommended

to take up the reach from Medical College to Meenchanda


having a distance of 13 Kms as the Ist phase.
Kerala Road Fund Board then entrusted Delhi Metro Rail
Corporation Limited (DMRC) to prepare the Detailed Project
Report (DPR) for the Ist Phase of the Mono Rail Project in March
2012. DMRC submitted the DPR in June 2012 incorporating
certain modifications. Government of Kerala approved the DPR
and accorded Administrative Sanction for the project as per
order No. GO (Ms) 72/2012/PWD dated 09.10.2012 for an
amount of Indian Rupees19,910 million (approx. USD 356
million). As per the approved DPR, the total length of the
Monorail system is 14.20 Kms with 15 stations.
Govt. have constituted a Special Purpose Vehicle viz; Kerala
Monorail Corporation Limited (KMCL) to monitor and implement
the Project. KMCL is a fully owned Government of Kerala
Company and was incorporated on 05/12/2012 and has its
head office at Thiruvananthapuram and have set up
subordinate offices at Kozhikode and Thiruvananthapuram.
Further, Govt. of Kerala has engaged DMRC as the General
Consultant for the Project. DMRC also has its offices at
Kozhikode and Thiruvananthapuram.
3.1 Delhi Metro Rail Corporation Limited (DMRC)
Delhi Metro Rail Corporation Limited is a joint venture company
of the Government of India and the Government of the National
Capital Region of Delhi incorporated in May 1995 having its
Head office in New Delhi. It was formed for the purpose of
planning and implementing a World class Metro system for the
capital city of New Delhi. DMRC commenced construction of the
Ist phase of Delhi Metro project covering 65.30 Km in October
1998 and commissioned the entire length by December 2005.
Thereafter Phase II of Delhi Metro project covering 124 Km was
taken up and completed in March 2011. DMRC is now
implementing the Phase III of the Delhi Metro project covering

about 135 Km which is scheduled for commissioning by the end


of 2016.
DMRC has spearheaded a virtual Metro revolution in the
country as a result of which Metro systems are now under
implementation in 8 other cities of India namely, Mumbai,
Bengaluru, Chennai, Kolkota, Hyderbad, Jaipur, Kochi and
Ahmedbad. DMRC prepared the DPRs for all these Metros and
is closely associated with their implementation. DMRC has
given final shape for the Monorail projects of Delhi, of
Thiruvananthapuram and Kozhikode cities of Kerala, and is
assisting the State Governments in implementing these projects.

4.0 BRIEF DESCRIPTION OF THE PROJECT


4.1

General

The project covers a distance of 14.2 kms with 15 stations,


starting from Medical College Hostel to Meenchanda. The route
is along Calicut Mavoor Road till Mavoor Road junction. Then
it turns left towards Meenchanda along National Highway 766
and NH 66. The alignment and the locations of the stations are
shown in the map attached.
The entire stretch of alignment is elevated, carried on
single pillars generally located along the median of the road. At
the site of the fly over on the Mavoor Road, the alignment is
shifted to the right and is taken along the service road to avoid
the fly over. Similarly to avoid the proposed road over bridge
near Panniyankara Railway Over bridge junction, the alignment
is taken to the extreme left of the proposed fly over. Also at the
location where the alignment crosses Kallai river it is taken to
the left over a new bridge consisting of 3 x 30.5 metre spans
about 20 metre upstream of the existing road bridge.

The Depot is located about 500 metres east of Medical


College Hostel station (the starting station) on a 5.20 Hectare
vacant land belonging to the Government.

4.2 Civil Structures.


4.2.1. The track beams, for up and down tracks, are carried
over circular pillars of about 1000 mm diameter located
generally along the median of the road. The pier heads should
have a minimum clearance of 5.50 M above the road level. In
certain locations, the track beams have to be carried on
cantilever and at some locations the same are carried over
portals. The track beams which are hollow in the centre portion
and solid at the ends are to be cast with 3 dimension accuracy
at a central casting Depot proposed to be located in the Car
Depot yard itself and then carried by road trailers to the
erection sites and lifted by heavy duty cranes. Then they are to
be stitched together and pre-stressed over 5 spans to make one
continuous girder. At the expansion joints, special tongue and
grove type steel metallic bearings are used.
For evacuation of passengers in the event of the monorail
car becoming immobile, a pathway has been proposed between
and below the track beams.
4.2.2 Generally hard rock is met within 20 to 25 metres from
ground level and Mono piles may be considered for the
foundations thus eliminating pile caps. For special spans and
for the Kallai River crossing the foundations will be on pile
groups.
4.2.3 Two types of stations are proposed for the project, Type A
and Type B. In Type A all the facilities and technical rooms are
housed outside the right of way and only platforms are provided
over the road supported by pillars located on the median of the
road.
Type B stations are 2 level stations located over the

road itself, with a mezzanine floor which houses the passenger


facilities and technical rooms and the platforms provided above
the mezzanine level. The access to the station is provided from
outside the right of way. All platforms should have screen doors.
All stations will have elevators for old and physically challenged
persons. Escalators have been provided only at 3 important
stations viz. Medical College, Mananchira and Railway Station,
but provision has been kept for installing escalators at all other
stations in future. All stations will have fire detection and fire
fighting arrangements as prescribed in the National Building
Codes.
4.2.4. Minimum distance between track beam centres has been
kept as 3.80 metre. On curves, distance has been increased
based on the additional clearances needed for mid throw and
end throw as well as for super elevation.
The maximum
distance between the track beams on a curve of radius of 50 m
has been found to be 4.4 m.
The minimum radius adopted for the track alignment is 50
m and maximum gradient for the vertical alignment is 6%.
Proper transition curves for the horizontal and vertical curves as
well as cants and cant-deficiencies shall be provided as per the
best international practices.

6.0 TECHNICAL PARAMETERS(as indicated in the DPR).


6.1 ROLLING STOCK AND TRAIN OPERATION PLAN Following

will be in the range of 400 to 525.
Passenger Carrying Capacity ( @ 8 persons per square
meter of standee area ) for a 3-car train set (Indicative) will
be approx. in the range of 500 to 675.
6.2 The car body shall be in aluminium so as to reduce the
tare weight. The coaches will be fully air-conditioned with
2 doors on each side and with wide vestibules. Whether
coaches should have single or tandem axle bogies will be
left to the manufacturers to achieve the most optimum
power
consumption,
maintenance
cost
and
manoeuvrability. Trains will be driverless but provision
will be kept for manual operation as well. Specifications
for noise levels and other details will be provided in RFP.

6.3 Based on the traffic projections Kozhikode will need only a


3 coach train (i.e. leading car + intermediate car + leading
car). To meet the requirement of increased passenger
volumes the headway between trains can be reduced even
up two minutes during peak hours.

6.5

Car Depot
The Depot is located over a 5.2 hectare land belonging to
Government Medical College, Kozhikode, about 500 m east
of the M.C. Hostel station. The Depot will have facilities
for stabling the trains overnight, inspection facilities and
workshop facilities. The Operation Control centre (OCC)
will be located in the Car Depot. The general layout and
equipment required for maintenance will be finalised by
the bidder.

6.6 Signaling and Telecommunication.


The most advanced communication based train control
(CBTC) system, generally conforming to IEE 1474 and ATS
(Automatic Train Supervision) is proposed to be adopted
for designed headway of 100 seconds. Provision for
automatic train operation as well as driverless train
operation has been kept.

6.7

Driverless Train Operation


There will be passenger announcement system, passenger
information display system, centralized clock system and
closed circuit Television (CCTV) system at all stations. In
addition, there will be screen doors at all the platforms
and mobile radio communication between the trains and
operation control centre (OCC).It is suggested that the
system is designed for driverless operation.

6.8

Traction and Power supply system.


Traction current is to be carried through rails of suitable
cross section fixed on both sides of the track beams. The
traction voltage will be 750 V. D.C (+ 375V and 375V).

Two receiving sub stations are proposed one in the car


Depot and the other in the Government College ground
near Meenchanda station. They will be of 2 x115 MVA
capacities each.
Traction sub stations are proposed at 4 stations viz. M.C.
Hostel, Kottuli, Palayam and Panniyankara, each having
a capacity 2 x 1.5 MVA . Each station will be provided
with an independent Auxiliary Sub Station (ASS) to meet
the power requirements of lighting, ventilation, air
conditioning, for operation of lifts and escalators etc.
Stand by diesel generating sets of 100 KVA to 125 KVA
capacities will also be installed as a standby arrangement
to cater for emergency requirements.
Total power estimated for the corridor is 12 MVA in the
year 2041.
6.9

Ticketing
Ticketing system shall be simple, easy to use/operate and
maintain, easy on accounting facilities, capable of issuing
single/multiple journey tickets, amenable for quick fare
changes and require overall lesser manpower. In view of
above, computer based automatic fare collection system is
proposed. For Multiple Journey, the Store Value Smart
Card shall be utilized and for the Single Journey, the
media shall be Contactless Smart Token. The AFC
equipment shall be provided at each station at convenient
locations and will be connected to a local area network
with a computer in the Station Master's room.

7.0

COST ESTIMATES
Cost of civil structures has been estimated based on
Kerala State PWD schedule of rates (revised 2010) which
came into effect from 01.04.2011. The total cost of the
project based on April 2012 price level works out to Rs

15650million INR excluding taxes of Rs 2670million. The


completion cost of this project in 2015 comes to Rs.
19910million INR with central taxes.
7.1

Operation & maintenance costs


The Operation & Maintenance costs is divided into three
major parts:
(i)

Staff costs

(ii)

Maintenance cost which include expenditure


towards upkeep and maintenance of the
system and consumables
Energy costs

(iii)

The staff is assumed to be provided @ 25 persons per


kilometre. The escalation factor used for staff costs is 9%
per annum to provide for both escalation and growth in
salaries.
The cost of other expenses is based on the unit cost based
on the actuals being incurred on the Delhi Metro project.
The rate of electricity assumed is Rs. 4.00 per unit and the
same has been used for all calculations. The O&M cost
(excluding staff cost) has been assumed by providing an
escalation of 5% per annum.
The fare box revenue during the O & M period will be to
the credit of Kerala Monorail Corporation Limited.
8.0

Implmentation Plan

Since such a massive project, which is technically very


complex, has to be implemented in difficult urban
environments, a special purpose vehicle (SPV) Kerala Monorail
Corporation Limited (KMCL) has been set up for this purpose

which is fully empowered and mandated to complete the project


within four years. KMCL based on current bidding process shall
entrust the whole work on a turn-key basis to internationally
reputed firm/Consortium having experience, track record, and
competent technical manpower. Delhi Metro Rail Corporation
Limited has been appointed as General Consultants to the
project on a turnkey basis and will oversee the procurement,
implementation and safety aspects.
9.0

Implementation period.

From the date of award, R1 section from Medical College


to Mananchira (8 Km) including the Depot can be started and
shall be completed within 3 years from the date of award. R2
section from Mananchira to Meenchanda (6 Km) requires land
acquisition and this is expected to take nearly 2 years. Hence

BRIEF DESCRIPTION OF THIRUVANANTHAPURAM MONORAIL


PROJECT

Background.

As per the Administrative Sanction accorded by the


Government of Kerala, Kerala Monorail Corporation Limited
(KMCL), a wholly owned Company of the Government of Kerala,
(the Project Owner & Contracting Authority) is initiating the
process for selecting exclusive developer contractor for the
purpose of developing the Mono Rail Systems in the cities of
Thiruvananthapuram and Kozhikode on EPC Turnkey basis.
KMCL have engaged Delhi Metro Rail Corporation Limited, (a
joint venture of the Government of India and Government of
National Capital Region of Delhi) as a General Consultant to
this Project for assistance in this process. Technical and
financial bids for this project shall be invited only from those
Applicants who have been pre-qualified by KMCL through this
global EOI. In view of above, DMRC on behalf of KMCL, calls for
Expression of Interest (EOI) from eligible national and
international entities to design, construct, procure, part finance
(through suppliers credit/bilateral funding to be serviced by
KMCL), install, operate, maintain for a specified period of five
years all systems (including but not limited to) Civil Structures,
Rolling Stock, Traction, Signalling and Telecommunication,,
Depot, Automatic fare collection and other systems required for
operation of Mono Rail Services in the respective cities.

1.0 ABOUT THIRUVANANTHAPURAM CITY.


1.1 HISTORY
Thiruvananthapuram formerly known as Trivandrum and
old seat of erstwhile Travancore Kingdom is the capital city of
Kerala State. Thiruvananthapuram is the second largest city in
Kerala after Kochi with a metro population of 1.69 million (as
per 2011 census). Thiruvananthapuram is a picturesque coastal
town in the extreme south of Kerala. The city has a large
number of tourist attractions. Kovalam beach and Sree
Padmanabhaswamy
temple
are
international
tourist
destinations. There are many palaces and monuments in the
city. The city lies about 390 Km south of Kozhikode and about
200 km south of Kochi.
1.2

GEOGRAPHICAL DETAILS.

Thiruvananthapuram is located at 8.28N latitude and


76.55E longitude. It has an elevation of about 1m above M.S.L
along the coast, rising to at least 15 metre at citys eastern
edges with a sandy coastal belt and lateritic midland. The city
has 10 km shoreline and to the citys west is the Arabian Sea.
General drainage of the city empties to the Amayazhanchan
thodu which leads to the Arabian Sea.
Thiruvananthapuram lies on the shore of Karamana and Killi
Rivers. Vellayani, Thiruvallam and Aakulam backwaters lies in
the city.
The highest point in the district is the Agasthyarkoodam which
rises 1869 m above sea level is near the city. Ponmudi and
Mukkunimala are hill-resorts near the city.
The city falls in Zone 3 of the Seismic zone mapping of India.

CLIMATE.

The city enjoys a tropical monsoon climate under the koppen climate classification. City has a highly humid tropical
climate with high temperatures from March to May (max.32
degree Celsius). A brief spell of pre-monsoon showers hit the
city sometime during April. The primary source of rain is the
south west monsoon that sets in the first week of June and
continues until November. The city receives significant rains
from the north east monsoon which sets in the second half of
October till November. The average annual rainfall is 1700 mm.
The weather is milder from December until March, when the
skies are clear and the air is crisp. Winters are seldom cold. The
maximum wind speeds is seldom above 74 km/hr during
monsoon period of June to August. The average humidity of the

The city has an average literacy rate of 93.72%. Malayalam


is the most spoken language. Hindi, English and Tamil are
widely understood. Thiruvananthapuram is a multi-ethnic and
multi religious town since the early medieval period. Hindus
form the largest religious group.
The population of Thiruvananthapuram Municipal
Corporation is 960,000 in 2011. Like any other city, urban
sprawl is happening towards the periphery of the city. The
average population density of city is 4454 persons per Sq. Km.

CITY ADMINISTRATION.

The city is administered by an elected Corporation headed


by a Mayor. For administrative purposes, the city is divided into
100 wards from which the members of the corporation council
are elected for a term of 5 years. All the areas outside the
Corporation are under the District Panchayat headed by District
Panchayat President.
The District administration is headed by the District
Collector belonging to the elite Indian Administrative Service
(IAS), and the law & order wing is headed by the District Police
Chief belonging to the Indian Police Service (IPS).

2.0

PRESENT TRANSPORTATION SYSTEM IN THE CITY.

2.1

HIGHWAYS
Thiruvananthapuram is the 2nd largest city of Kerala with
peak hour peak direction traffic of 7000 along the busy
National Highway corridor of the city which is likely to go
up to 14,000 in the horizon year 2041.
Today the only mode of Public transport system available
in the city is bus services, both privately owned and
Government owned through Kerala State Road Transport
Corporation (KSRTC). Total bus fleet operating within
Thiruvananthapuram is totally inadequate to carry even
the present level of traffic, with the result, the number of
private cars and two wheelers are increasing at an
alarming rate resulting in heavy congestion, low average
speed of vehicle and high level of pollution apart from an
alarming rate of road accidents.

2.2 RAILWAYS
There is a Railway Division in the city. The main railway
station has 5 platforms with 18 railway lines with more than
100 train operations/day. The station handles nearly 200,000
passengers per day and is the largest and busiest railway
station in the state. The Station building is a historic structure
built entire using rock masonry in 1931.
The High Speed Railway line from Thiruvananthapuram
to Kasargod now under consideration by the State will also pass
through the city and will have a Railway station at Kochuveli
near the city.

2.3

AIRWAYS

The Thiruvananthapuram airport (TRV) is situated about 5


kms from the city centre. It is an international airport and has
extensive international and domestic flights daily. It is
connected by non-stop flights to Chennai, Bangaluru, Mali,
Mumbai, Delhi, Singapore and nearly all the destinations in the
gulf.
3.0

STUDIES FOR MONORAIL PROJECT

M/s. NATPAC carried out a feasibility study for a


Monorail system from Techno city to Neyyattinkara a distance of
41.8 kms with 35 stations along National Highway 47 and
submitted their report in February 2012. They had suggested
length from Technocity to Thampanoor a distance of 22.2 km
with 19 stations to be taken up as Phase I of the Monorail
project.
Government of Kerala entrusted the preparation of the Detailed
Project Report to M/s. Delhi Metro Rail Corporation Ltd (DMRC)
for Phase I of the Thiruvananthapuram Monorail project.
DMRC has submitted the DPR to Government of Kerala on
January 2013 and the Government have approved the same in
May 2013. DMRC has suggested that the Phase I of the project
to be up to Karamana where terminal facilities for
serving
passengers from Neyyattinkara area can be more conveniently
provided.
Government of Kerala approved the DPR and accorded
Administrative Sanction for the project as per order No. GO (Ms)
44/2013/PWD dated 30.05.2013 for an amount of 35900
million INR (approx. USD 641 millions). As per the approved
DPR, the total length of the Monorail system is 22.537 Kms with
19 stations

Govt. have constituted a Special Purpose Vehicle viz; Kerala


Monorail Corporation Limited (KMCL) to monitor and implement
the Project. KMCL is a fully owned Government of Kerala
Company and was incorporated on 05/12/2012 and has its
head office at Thiruvananthapuram and have set up
subordinate offices at Thiruvananthapuram and Kozhikode.
Further, Govt. of Kerala has engaged DMRC as the General
Consultant for the Project. DMRC also has its offices at
Thiruvananthapuram and Kozhikode.
3.1

Delhi Metro Rail Corporation Limited (DMRC)

Delhi Metro Rail Corporation Limited is a joint venture


company of the Government of India and the Government of the
National Capital Region of Delhi incorporated in May 1995
having its Head office in New Delhi. It was formed for the
purpose of planning and implementing a World class Metro
system for the capital city of New Delhi. DMRC commenced
construction of the Ist phase of Delhi Metro project covering
65.30 Km in October 1998 and commissioned the entire length
by December 2005. Thereafter Phase II of Delhi Metro project
covering 124 Km was taken up and completed in March 2011.
DMRC is now implementing the Phase III of the Delhi Metro
project covering about 135 Km which is scheduled for
commissioning by the end of 2016.
DMRC has spearheaded a virtual Metro revolution in the
country as a result of which Metro systems are now under
implementation in 8 other cities of India namely, Mumbai,
Bengaluru, Chennai, Kolkota, Hyderbad, Jaipur, Kochi and
Ahmedbad. DMRC prepared the DPRs for all these Metros and
is closely associated with their implementation. DMRC has
given final shape for the Monorail projects of Delhi, of
Thiruvananthapuram and Thiruvananthapuram cities of Kerala,
and is assisting the State Governments in implementing these
projects.

4.0 BRIEF DESCRIPTION OF THE PROJECT


4.1

General

The first phase of the Thiruvananthapuram Monorail will start


from Technocity and shall terminate at Karamana covering a
distance of 22.537 km. with 19 stations along the old NH 47.
The alignment and the locations of the stations are shown in the
map attached.
The entire stretch is elevated, carried on single pillars
generally located along the median of the road. Slight deviations
are made in the alignment to accommodate the proposed flyover
at Kazhakuttam, Sreekariyam and Ulloor. Special span are
proposed where the mono rail is crossing the railway line at Rly.
Km 221/6 - 8.
The Depot is located in a 12.5 hectares of Government
land near CRF Camp at Pallipuram.
4.2

CIVIL STRUCTURES

4.2.1 The track beams for up and down tracks, are carried over
circular pillars of about 1000 mm diameter generally located
along the median of the road. The pier heads should have a
minimum clearance of 5.50 M above the road level. In certain
locations, the track beams have to be carried on cantilever and
at some locations the track beams are carried over portals. The
track beams which are hollow in the center portion and solid at
the ends are cast with 3 dimension accuracy at a central casting
Depot proposed to be located in the car Depot yard itself and
then carried by road trailers to the erection sites and lifted by
heavy duty cranes. Then they are stitched together and prestressed over 5 spans to make one continuous girder. At the
expansion joints special tongue and grove type steel metallic
bearings are used.

For evacuation of passengers in the event of the monorail


car becoming immobile, a pathway has been proposed between
and below the track beams.
4.2.2 Generally hard rock is met within 20 to 35 metres from
ground level and Mono piles may be considered for the
foundations thus eliminating pile caps. For special spans, the
foundations will be on pile groups.
4.2.3 Two types of stations are proposed for the project, Type1A & 1B and an Inter-change station. In both the Types-1A &
1B all the facilities and technical rooms are housed outside the
right of way and only platforms are provided over the road
supported by pillars located on the median of the road. Type1A Stations are proposed on 45m ROW i.e from Technocity to
Kazhakootam Jn. and Type-1B stations are on 20m ROW i.e
from Kazhakootam Jn, to Karamana. A mezzanine floor is
provided at 5.85M Level for passengers to cross the road safely
that can be used for people not using the system as a FOB
(foot over bridge) and is in unpaid area. The Platform level
houses the passenger facilities and technical rooms and the
platform. The access to the station is provided from outside the
right of way.
The Kesavadasapuram and Thampanoor stations are an Interchange station at which the provision for Line-2 has been kept
to provide great utility and flexibility for the system as a whole.
At the Interchange Stations passenger movements require more
space for circulation than normal stations and the platforms
have to be so provided to cater to large number of interchanging
passengers. A passage at mezzanine level has been proposed
under the viaduct for passengers to interchange form Lline-1 to
Line-2.
All stations will have elevators for old and physically challenged
persons. Escalators have been provided only at 6 important
stations, viz. Techno city, Kazhakoottam, Kesavadasapuram,
Pattom, Secretariat and Thampanoor but provision has been
kept for installing escalators at all other stations in future. All

stations will have fire detection and fire-fighting arrangements


as prescribed in the National Building Codes.
4.2.4 Minimum distance between track beam centers has
been kept as 3.80 meter. On curves, distance has been
increased based on the additional clearances needed for mid
throw and end throw as well as for super elevation. The
maximum distance between the track beams on a curve of
radius of 50 m has been found to be 4.4 m.
The minimum radius adopted for the track alignment is 50 m
and maximum gradient for the vertical alignment is 6%. Proper
transitions for the horizontal and vertical curves as well as
cants and cant-deficiencies have to be worked out and provided
as per the best international practices.

6.2 The car body shall be in aluminium so as to reduce the
tare weight. The coaches will be fully air-conditioned with

left to the manufacturers to achieve the most optimum
power

maintenance
cost
and
manoeuvrability. Trains will be driverless but provision
will be kept for manual operation as well. Specifications
for noise levels and other details will be provided in RFP.

6.3 Based on the traffic projections Thiruvananthapuram will


need only a 3 coach train (i.e. leading car + intermediate
car + leading car). To meet the requirement of increased
passenger volumes the headway between trains can be
reduced even up two minutes during peak hours.

Car Depot
The Depot is located over a 12.15ctares of Govt. land near
Pallipuram CRPF Camp. The Depot will have facilities for
stabling the trains overnight, inspection facilities and
workshop facilities. The Operation Control Centre (OCC)
will be located in the Car Depot. The general layout and

equipment required for maintenance will be finalised by


the bidder.
6.6 Signalling and Telecommunication.
The most advanced communication based train control
(CBTC) system, generally conforming to IEE 1474 and ATS
(Automatic Train Supervision) is proposed to be adopted
for designed headway of 100 seconds. Provision for
automatic train operation as well as driverless train
operation has been kept.
6.7

Driverless Train Operation


There will be passenger announcement system, passenger
information display system, centralized clock system and
closed circuit Television (CCTV) system at all stations. In
addition, there will be screen doors at all the platforms
and mobile radio communication between the trains and
operation control centre (OCC). It is suggested that the
system is designed for driverless operation.

6.8

TRACTION AND POWER SUPPLY SYSTEM


Traction current is carried through rails of suitable cross
section fixed on both sides of the track beams. The
traction voltage will be 750 V. D.C (+ 375V and 375V).
Two receiving sub stations are3 proposed. One at the car
depot at Pallipuram and the other at Kesavadasapuram.
They will be of 2 x 115 MVA capacity seats.
Traction sub stations have proposed at 4 stations viz.
at
each having a capacity of 1.5 MVA. Each station will
be provided by an Auxiliary Sub Station (ASS) to meet the
power requirement of lighting ventilation air-conditioning
for operation of lifts and escalators etc. standby diesel
generator set of 100 KVA to 125 KVA capacity will also be

installed as a standby arrangement to cater for emergency


requirement.
Total power planned for the corridor is 19.5 MVA in the
year 2041.

6.9 TICKETING
The ticketing system shall be simple, easy to use/operate
and maintain, easy on accounting facilities, capable of issuing
single/multiple journey tickets, amenable for quick fare changes
and require overall lesser manpower. In view of above, computer
based automatic fare collection system is proposed. For Multiple
Journey, the Store Value Smart Card shall be utilized and for
the Single Journey, the media shall be Contactless Smart
Token.
The AFC equipment shall be provided at each station at
convenient locations and will be connected to a Local Area
Network with a Computer in Station Masters room.

7.0 COST ESTIMATES

works out to 27025.60 million INR excluding taxes of 4750


million INR.
7.1

Operation & maintenance costs


The Operation & Maintenance costs is divided into three
major parts:
(i)

Staff costs

(ii)

Maintenance cost which include expenditure


towards upkeep and maintenance of the
system and consumables
Energy costs

(iii)

The staff is assumed to be provided @ 25 persons per


kilometre. The escalation factor used for staff costs is 9%
per annum to provide for both escalation and growth in
salaries.
The cost of other expenses is based on the unit cost based
on the actuals being incurred on the Delhi Metro project.
The rate of electricity assumed is Rs. 4.00 per unit and the
same has been used for all calculations. The O&M cost
(excluding staff cost) has been assumed by providing an
escalation of 5% per annum.

The fare box revenue during the O & M period will be to


the credit of Kerala Monorail Corporation Limited.

8.0 IMPLEMENTATION PLAN


Since such a massive project, which is technically very
complex, has to be implemented in difficult urban
environments, a special purpose vehicle (SPV) Kerala Mono Rail
Corporation Limited (KMCL) has been set up for this purpose
which is fully empowered and mandated to complete the project
within four years. KMCL based on current bidding process shall

entrust the whole work on a turn-key basis to internationally


reputed firm/Consortium having experience, track record, and
competent technical manpower. Delhi Metro Rail Corporation
Limited has been appointed as General Consultants to the
project on a turnkey basis and will oversee the procurement,
implementation and safety aspects.

9.0 IMPLEMENTATION PERIOD

The entire length of Phase I is divided into 3 sections,


Techno city to Kariyavattom as R-1, Kariyavattom to
Kesavadaspuram as R-2 and Kesavadaspuram to Karamana as
R-3. Civil works in R-1 and R-3 sections can be started
immediately when the contractor is in position. R-1 section
which has the Depot at one end, should be commissioned first
in 36 months. Civil works in R-3 section can also be started
but R-3 section can be commissioned only along with R-2. Civil
works in R-2 can be commenced only after 3 years - the period
needed for widening of the road in this stretch. The civil works
and systems on R-2 can be completed in 2 years time. With
this, the entire line shall be completed in a period of 5 years.

1 DISCLAIMER
1.1 The information contained in this Expression of Interest

document (the EOI) or subsequently provided to interested


parties in documentary form by or on behalf of representatives
of Kerala Monorail Corporation Limited (KMCL)/Delhi Metro Rail
Corporation Limited (DMRC) or by any of their employees or
advisors or consultants, is provided to Applicants on the terms
and conditions set out in this EOI document and any other
terms and conditions subject to which such information is
provided.
1.2 This EOI document is not an agreement and is neither an offer
nor invitation by KMCL to the prospective Applicants or any other
person. The purpose of this EOI document is to provide Applicants
with information to assist the formulation of their Application for Prequalification. The assumptions, assessments, and information
contained in this EOI may not be complete, accurate, adequate or
correct. Each Applicant should therefore, conduct its own
investigations and analysis and should check the accuracy,
adequacy, completeness, correctness and reliability of the
information contained in this EOI document as well as the Project
Information Memorandum (PIM) given in Part I of the document and
obtain independent advice from appropriate sources. KMCL/DMRC,
their employees, advisors and consultants make no representation or
warranty and shall incur no liability under any law, statute, rules or
regulations as to the accuracy, reliability or completeness of this EOI
document.
1.3 KMCL may in their absolute discretion, but without being under
any obligation to do so, update, amend or supplement the
information, assessment or assumptions including the qualification
process contained in this EOI document at any time.
1.4 The issue of this EOI does not imply that KMCL is bound to
select and/or shortlist prequalified Applications for Bid stage or
proceed with the bidding process further. KMCL reserves the right to
accept or reject any or all Applications and qualify or disqualify any
or all the applicants, but not limited to, without giving any reason.

1.5 No reimbursement of cost of any type will be paid to persons,


entities, or consortiums in connection with the EOI or any
subsequent process.

2 DEFINITIONS
In this EOI, unless the context otherwise requires, or expressly stated
to have a different meaning, the following terms and expressions shall
have the meanings assigned to them herein:
(a) Applicant(s)

means any entity which is a registered sole

proprietorship

partnership

or

company

(incorporated in India or overseas) having registered office in


India or a combination of above in the form of Joint Venture
(JV) or Special Purpose Vehicle (SPV) to whom this EOI has
been issued or made available by DMRC and which is a
participant in this Process.\
(b) Application

means the EOI prepared and submitted in

accordance with the contents of this EOI document and in the


form and format prescribed herein.
(c) Applicable Laws

means all laws, brought into force and

effect by Government of India, State Governments, Local bodies


and statutory agencies and rules/regulations/notifications
issued by them from time to time. It also includes judgments,
decrees, injunctions, writs and orders or any Court or Judicial
Authority as may be in force and effect from time to time.
(d) Bidder is the applicant who is shortlisted as per the criteria
laid down in this Expression of Interest and who may be invited
to participate in subsequent stages of the process, if any.

3 INTRODUCTION
3.1 As per the Administrative Sanction accorded by the Government
of Kerala, Kerala Monorail Corporation Limited (KMCL), a wholly
owned Company of the Government of Kerala, (the Project Owner &
Contracting Authority) is initiating the process for selecting exclusive
developer contractor for the purpose of developing the Mono Rail
Systems in the cities of Thiruvananthapuram and Kozhikode on EPC
Turnkey basis. KMCL have engaged DMRC as a General Consultant
to this Project for assistance in this process. Technical and financial
bids for this project shall be invited only from those Applicants who
have been pre-qualified by KMCL through this global EOI. In view of
above, DMRC on behalf of KMCL, calls for Expression of Interest
(EOI) from eligible national and international entities to design,
construct, procure, part finance (through suppliers credit/bilateral
funding to be serviced by KMCL), install, operate, maintain for a
specified period of five years all systems (including but not limited to)
Civil Structures, Rolling Stock, Traction, Signalling and
Telecommunication,, Depot, Automatic fare collection and other
systems required for operation of Mono Rail Services in the respective
cities.

3.2 Need for the Project and DPR studies.


This is furnished in detail in Part I Project Information
Memorandum which is part of this document.
3.3

Purpose of this EOI

This EOI is issued by KMCL and seeks expression of interest from


suitably qualified Applicants to design, procure, part finance (through
suppliers credit or bilateral funding), install, operate and maintain for
3 years from the date of Revenue Operations Date (ROD) of the full
length of the line and then transfer all systems like Civil Structures,
Rolling Stock, Traction, Signaling and Telecommunication, Depot etc.
along with trained staff for operation and maintenance of Mono Rail
Systems in the two cities to KMCL.

The Monorail project of the two cities of Thiruvananthapuram and


Kozhikode shall be treated as a single contract package and part
interest for one city will not be entertained.
The purpose of this EOI is to:
(a)

Advise the prospective Applicants about the various aspects


of the Project, its components and project structure.

(b)

Invite responses from prospective Applicants so that KMCL


can select a short list of qualified Applicants for next stage i.e.
Request For Proposal/ Participation (RFP)
(c)
Assess from the Applicants, their willingness and capability
of mobilizing funds for part financing of the Project, either
through Suppliers credit or bilateral loans.
(d)

Advise the prospective Applicants of the evaluation criteria


for selecting short listed Applicants / qualification of the
Applicants

(e)

Set out the proposed time table for the Award of the
Contract.

4. INSTRUCTIONS TO APPLICANT(S)
4.1 The EOI proposal shall be submitted in a sealed envelope and
the outer cover shall be prominently marked as Expression of
Interest-cum Submission for the proposed Monorail Projects at
Thiruvananthapuram and Kozhikode Cities and delivered at the
address given in para 5.3.
4.2 All costs incurred by the Applicant for doing due diligence on the
Project, for preparing the EOI document and any other associated
cost including that of
submitting the EOI, cost of attending
discussion, pre-submission meetings/ pre-bid meetings/ site visit or
any other cost or expenses what so ever shall be exclusively borne by
the Applicants themselves.
4.3 The cost of this Bid document is 10,00,000/- INR ( USD 20,000)
and shall be paid at the time of procurement of the EOI documents
when the same is purchased from DMRC. Copy of this receipt shall

be attached with the Application while submitting. If the document is


downloaded from the web site then this shall be paid in the form as
given in 4.4 below.
4.4 The above amount towards the cost of EOI documents shall be
enclosed with all Applications in the form of DD/Pay Order in favour
of DMRC on any Indian Scheduled Bank/ Foreign Banks having
branches in India, payable at New Delhi.
4.5 Bids without the Instruments for the Document as mentioned in
para 4.3 and 4.4 above will be summarily rejected.
4.6 Incomplete Schedules/Forms of EOI and without necessary
details and enclosures are liable to be rejected. In their own interest,
prospective Applicants are required to meticulously follow all the
instructions and submit the filled up EOI document that is complete
in all respects.
4.7 The language for submission of EOI shall be English. All the
associated documents submitted along with EOI too shall be in
English. The company and product documents/brochure, if not in
English shall be provided with an authenticated English translation.
This English translated version will prevail in case of
difference/ambiguity between the original and translation.
4.8
The enclosed Performa and Annexures in Part III of this
document shall be filled in by the Applicants completely and
whichever portion in the document is not applicable should be clearly
marked as Not Applicable.
4.9 The person (s) signing the completed EOI document on behalf of
the prospective Applicant shall enclose Power of Attorney duly
authorized and notarized for the purpose. The Power of Attorney shall
be backed by copy of the resolution of the Board of Directors in case
the Applicant is a Company. In case of partnership firm a declaration
signed by all partners in favour of the person authorized to sign the
EOI document shall be enclosed.
4.10 All the Financial data of the applicants should be given in
Indian Rupees only. In case the financial data is in any other
currency, the same should be converted to Indian Rupees and
certified by the statutory Auditor of the Applicant. While submitting
the converted financial data the rate of conversion of currency vis-45

vis Indian Rupee will be the buying rate of Indian Rupees, as


published by the Reserve Bank of India, 30 days prior to final date of
submission of the EOI document. This rate adopted for the
conversion shall be furnished in the completed document.

4.12 The information furnished with the EOI must be sufficient for
processing and evaluating the Application of the Applicant for the
purpose of Pre-qualification. This Expression of Interest document is
not transferable.
4.13 In case the Applicant intends to give additional information for
which specified space in the given format is not sufficient, the same
can be furnished as separate enclosures. If such information is not in
English, certified English translation shall be provided along with the
documents. These shall be properly numbered and cross-referenced.
4.14 All the pages of the EOI document, Annexure and Exhibits
should be signed and corrections
and over writings if any should
be countersigned by the authorized signatory.
4.15 KMCL reserves the right to cross check and confirm the
information and details furnished by the Applicants in the EOI
document or any supporting documents.
4.16 Completed EOI document along with annexure, exhibits and
enclosures should be hard bound and page numbered. Loose/Spiral
bounded EOI document is liable to be treated as non-responsive.
4.17 The EOI incomplete in any respect or without supporting
documents will be treated as non-responsive and is liable for
summary rejection.
4.18 The EOI received after the last date and time for submission
shall be returned unopened.
4.19 The EOI documents can be procured only from the office of
Chief Engineer/Tendef , DMRC at New Delhi given in para 5.2 or
downloaded from the website of the DMRC.

5.3
The completed EOI application shall be sent by post/courier
only to Chief Engineer/Tender, Delhi Metro Rail Corporation
Limited,5th Floor, A-wing, Metro Bhawan, Fire Brigade Lane,

5.4 This EOI documents consists of:

The Detailed Project Reports in respect of the two cities of
Thiruvananthapuram and Kozhikode in two separate volumes.
5.5 Completed Applications shall be submitted to the Address given
in Annexure I Part II, see para 5.3and shall contain:
1) The covering letter in Annexure I part II
2) The duly signed Application Document in Part II
3) The duly filled up and signed Proformas and Annexures
in Part II and III of this document
4) The receipt or the DD/Pay order as the case may be for
the non- refundable document cost of Rs. 10,00, 000/(USD 20,000) in the form specified in para 4.3 part II.
5) Any other additional details as specified or found
required.

THE BID STRUCTURE

It is clarified to prospective Applicants that a single EPC


Turnkey contract shall be awarded to the selected Bidder for
developing the Monorail Projects in both the cities. The responsibility
of the selected Bidder shall also include Operating and Maintaining
the system for a period of 3 years from the ROD. The Revenue
Operations Date of the system in the two cities can be different. It

shall be the responsibility of the selected Bidder to design, procure,


develop, bring part finances in form of suppliers credit/bilateral loan
(responsibility for debt servicing shall rest with KMCL), install,
operate and maintain for three years and transfer all the systems
including but not limited to Civil Structures, Rolling Stock,
Electrification, Signalling and Telecommunication, Automatic Fare
Collection, Depot and other facilities required for a successful
Monorail Project. The system shall be transferred in good working
condition by the successful bidder to KMCL after three year
Operations and Maintenance period. It shall also be the responsibility
of the successful bidder to train the necessary personnel of KMCL
who will undertake the responsibility to operate and maintain the
Monorail
System on expiry of the 3 year Operations and
Maintenance Period.
The detailed specifications, output criteria, bid structure and the bid
variable shall be provided in the RFP document
In consideration of the aforesaid, the KMCL shall grant the rights to
the successful Bidder in accordance with the provisions of this
document, the applicable laws and applicable permits to enter the
corridor, construct the projects in both cities, make the projects
operational, operate and maintain the same for three years, collect
the fare box revenue for and on behalf of KMCL and credit the same
to the account of KMCL. KMCL reserves the right to collect the
revenue on its own during the period of operations and maintenance.
For avoidance of doubt it is clarified that all the revenue out of the
system in the above O & M period will be the right of KMCL. This will
also include commission revenue from retailing surplus spaces at
stations, advertisements at stations and in trains, revenues from
parking spaces and any revenue from any of the structures of the
system.
It is clarified that all the land required for the project, right to enter
the project site unobstructed and all the governmental and regulatory
clearances shall be provided to the successful bidder by KMCL. The
required land for the project including construction depot will be
acquired by KMCL at its own cost and handed over free of cost to the
concessionaire for the period of concession.

7 ELIGIBILITY CRITERIA
To
be

7.2 An Applicant shall submit only one bid in the same tendering
process, either individually as an Applicant or as a partner of a
JV/Consortium. An Applicant who submits or participates in more
than one bid will cause all of the proposals in which the Applicant
has participated to be disqualified.
7.3 Applicants shall not have a conflict of Interest. All Applicants
found to have a conflict of interest shall be disqualified. Following
shall be termed as Conflict of Interest:
a. An Applicant has been engaged by the Government of Kerala or

KMCL/DMRC to provide consulting services in connection with


this Project earlier.
b. Applicant is any associate/affiliate of any entity mentioned in
(a) above.
7.4 A firm who has purchased the EOI document in their name, can
submit the Application either as individual firm or in JV/Consortium.
7.5 For the avoidance of doubt it is clarified that, only the Rolling
Stock manufacturer and supplier of the Monorail systems shall be
eligible to be the lead Member. EOI document of an Applicant without
Rolling Stock Systems manufacturer and supplier as the Lead
Member shall be summarily rejected.

7.6 The maximum number of members in the JV/Consortium shall


not exceed Four (4). Lead Partner must have a minimum of 26%
participation in the JV/Consortium.
7.7 Partners having less than 26% participation will be termed as
non-substantial and will not be considered for evaluation, which
means that their financial soundness or work experience shall not be
considered for evaluation of the JV/Consortium.
7.8 In the case of Applicant being a consortium, the consortium
members shall also identify the Lead Member which should be
supported by a Power of Attorney as per Annexure 2 in Part II of this
document signed by all the members. The Lead Member has to be
necessarily the Rolling Stock Systems manufacturer and supplier.
7.9 The consortium members shall also submit a Memorandum of
Understanding for the purpose of submitting the proposal as per
Annexure 3 in Part II of this document.
The Applicant shall be registered under valid national laws of their
respective countries and shall submit certified and notarized
documentary
evidence
mentioning
the
registration
and
commencement of business and also the Memorandum and Articles
of Association, the names address and contact numbers along with
submission of the Application.

NEW-The Eligibility Criteria for Technical and Financial Qualification

Operation performance
Out of 120 or more cars commissioned in accordance
with S.No. 1 above, have minimum of total 75 monorail
cars have completed satisfactory revenue operation for
more than five(5) years as on 31.08.2013.

Has
the bidder satisfactorily completed minimum
aggregate 10 Kms of monorail project(s) with atleast one
work ( Turnkey Monorail project) of not less than 5 Km in
last 20 years, which should be operational since last
more than 5 years as on 31.08.2013

1.6

The bidder to confirm that the design of concrete


beams/guideways and structures compatible with the
monorail rolling stock shall be carried out by the Design
firm/consultant(s)
who has previously satisfactorily
delivered such designs for atleast one monorail project in
revenue operation.

1.7

the bidder has executed at least one turnkey


monorail project costing not less than 15 billion INR
(US 300million Dollars) or more than one work with
an aggregate total of 20 billion INR (US 400 million
Dollars) as on 31.08.2013.

2.0

Propulsion system
Does any Member of the Consortium/Joint Venture
individually or its Parent company or its group companies
have cumulative experience of minimum ten(10) years, as
on 31.08.2013, in the Design and Manufacturing of
Propulsion Equipments (Traction Inverter, AuxiliaryConverter Inverter and Traction Motor) for metro rolling
stock
AND
Do the propulsion equipments supplied have been in
satisfactory revenue operation for at least five (5) years,
as on 31.08.2013, in minimum aggregate 100 cars
comprising of both powered and non-powered cars,
supplied against minimum two(2) different contracts of
Metro/Monorail system in minimum two(2) different
countries outside the country of origin.

Note: The bidder shall enclose all necessary information to prove the
compliance to each para of the eligibility criteria as above.
No answer to .any question 1, 1.1, 1.2, 1.3, 1.4, 1.5, 1.6,1.7 and 2
will disqualify the Applicant.

In the case of JV/Consortium, full value of the work, if done by


the same joint venture shall be considered. However if the
qualifying work(s) were done by them in JV/Consortium having
different constituents, then the value of work as per their
percentage participation in such JV/Consortium shall only be
considered. However for the technical experience to be counted,
they should have been a substantial partner in the previous
JV/Consortium also, having more than 26% participation in
the previous arrangement.
The Applicant shall submit details of works executed by them
in the Annexure IV in part III. Documentary proof such as
completion certificates from the client shall be produced.

Value of any successfully completed and accepted portion of


ongoing work upto 31.08.2013 will also be considered for
qualification of work experience.

For completed works, value of work done shall be up dated to


31.08.2013 price level assuming 5% inflation for Indian Rupee
every year and 2% inflation for foreign currency portion per
year.

Applicants are required to submit the details of their technical


qualifications as per proforma annexed in Part III of this
document.
7.11 Eligibility Criteria -Financial Qualification: The Applicant
shall fulfil the following minimum criteria based on last three
years (2010-11, 2011-12 and 2012-13) of their audited annual
reports and shall submit details as per Part III of this
document. In case of those Applicants whose Financial Year is
the calendar year, the above period shall be 2010, 2011, and
2012.
a.

Net Worth: The minimum net-worth of the Applicant during the


last audited financial year shall be 3 billion INR .
In the case of JV, the net worth will be based on the percentage
participation of each member.

Example: If Member 1 has percentage participation = M and his


worth is A; Member 2 has percentage participation =N and net
worth B, then the net worth of the JV of Members 1 & 2 will be
= AM+BN/100.
b.

Average Annual Turnover during the last three years shall be


12 billion INR . The average Annual Turnover of JV will be
based on the percentage participation of each member and
shall be calculated as given in example (a) above.

c.

In case of JV/Consortium, change in constitution or percentage


participation shall not be permitted at any stage after their
submission of Application ; otherwise, the Application shall be
treated as non-responsive.

d.

All documentary evidences of experience including clients


references and certificates must be enclosed in support. For
financial qualification, in case of JV/consortium only those
members shall be considered who hold 26% or more equity.

e.

Applicants shall have minimum liquid assets or assured lines of


credit to meet the cash flow requirements of not be less than 3
billion INR.

Note: Net Worth shall be calculated as following


Net Worth = (Paid up equity + Reserves) (Revaluation Reserves
+ Misc Expenditure not written off)
For Annual turnover, the turnover of earlier years will be
inflated by 5% per annum in case of Rupees turnover and 2%
in case of foreign exchange turnover to bring it at par with
2012-13turnover.
Liquidity

The liquidity shall be ascertained from Net Working Capital


{Current Assets (current liabilities + provisions)} as per latest
audited balance sheet and/or from the Banking reference(s).

Banking reference(s) should contain in clear terms the amount that


the Bank will be in a position to lend for this work to the
applicant/member of the Joint Venture/Consortium. In case the Net
Working Capital (as seen from the Balance Sheet) is negative, only the
Banking reference(s) will be considered, otherwise the aggregate of

the Net Working Capital and submitted Banking reference(s) will be


considered for working out the Liquidity.

The Banking references should be from a Scheduled Bank in India or


from an International Bank of repute (in case of foreign vendors) and
it should not be more than 3 months old as on the date of submission
of bids.

In Case of JV: - Requirement of working capital is to be distributed


between members as per their percentage participation and every
member should satisfy the requirement for his portion.
Example: Let member-1 has percentage participation=M and
member-2 has percentage participation=N. If minimum
working capital required is W then working capital of member1 (W * M / 100) and working capital of member-2 (W * N /
100).

In case the applicant is a Joint Venture/Consortium and if Banking


Reference is issued by the bank in favour of the Joint
Venture/Consortium for this contract, then it will be considered for
the tenderer and if the Banking reference(s)is issued in favour of any
member of JV/Consortium it will be considered only for that member

Additional
Pre-qualification
Suppliers/Bilateral Concessional Credit:

Requirement

of

All the Applicants are required to tie up Suppliers Credit/


Bilateral credit for part financing of the project. It is in interest
of Applicants to tie up maximum Concessional Credit for the
Project. An optimal quantum of suppliers credit shall be 80%
of the cost of all the systems, depot equipment and rolling stock
(non-civil engineering items).
For avoidance of doubt it is clarified that an EOI application
without arrangement of concessional Suppliers Credit/
Bilateral debt equivalent to minimum 70% of the estimated cost
of systems and rolling stock items shall be liable for rejection.
It is also clarified that the role of the Applicant towards
arrangement of Suppliers Credit/ Bilateral Debt is one of
facilitating, arranging and concluding the same. KMCL will
enter into a separate agreement with the funding agency
regarding the loan disbursal and debt servicing. KMCL shall be

exclusively responsible for repayment of Debt directly to the


agency disbursing the same. The Lending Agency shall be
compliant of conditions and requirements of Department of
Economic Affairs (DEA), Ministry of Finance, Government of
India.
As the full approval process of Suppliers Credit/ Bilateral Debt
may take more time than what is provided in the EOI, at this
stage, along with EOI submission, Applicants shall at the
minimum submit Intent Letter from financing authority which
categorically states that in the event of Applicant being finally
selected, it shall enter into binding agreement for providing the
Suppliers Credit/ Bilateral Debt equivalent to 80% of all the
systems cost.
7.13

Consortium Members
Responsibility:

The Lead Member (i.e. the Rolling Stock Supplier) and other
members of the consortium shall be committed to construct
and commission and operate and maintain the Monorail
Systems in two cities for Three Years.
For the purpose of this one member of the Consortium shall
have experience of Operating and Maintaining Monorail
Systems for a minimum period of 3 years or alternatively the
consortium shall evidence a Memorandum of Understanding
(MoU) with a Company having such experience is signed to
undertake O&M for which the responsibility shall rest with the
Applicant.
Interse responsibility of different members of the Consortium
towards Construction and Operations and Maintenance of the
Project for Three Years shall be clearly delineated in EOI
Application

8 DISQUALIFICATION
KMCL requires that Applicants for this EOI and throughout the
bidding process observe the highest standard of ethics. In
pursuance of this policy, KMCL:

(a) defines, for the purpose of these provisions, the terms set forth
below as follows:

i. Corrupt Practice means the offering, giving, receiving or


soliciting of anything of value to influence the action of a public
official in the EOI or RFP process or thereafter at any time
including construction and/or operations and maintenance of the
Monorail Projects; and
ii. Fraudulent Practice means a misrepresentation of facts in
order to influence the bidding process to the detriment of KMCL
or Projects, and includes collusive practice among Applicants
(prior to or after bid submission) designed to establish a noncompetitive situation and to deprive KMCL of the benefits of free
and open competition.
(b) Will reject the EOI or RFP at subsequent stage of bidding or
cancel the contract once awarded if KMCL has reasons to believe
or determines that the Bidder recommended for award has
engaged in Corrupt Practices or Fraudulent Practices during
EOI/RFP or after award of the contract.
In addition the

The Application submitted does not contain the Processing Fee
and cost of document as mentioned in para 4.3, 4.4 or is nonresponsive. The cost of document as above shall be paid directly
at the time of purchase of documents if these documents are
procured directly and only its receipt need be kept in such cases.
c) The Applicant has failed to provide clarifications related
thereto, when sought
d) The Applicant has submitted more than one EOI.

e) A consortium member who is found to participate as a member


of more than one consortium will be disqualified to participate in
the Project. Each consortium, of which such disqualified member
is a part, will be evaluated without consideration of the
disqualified member.
f) In case of dissolution of the consortium prior to the submission
of bids, any of the constituent firms may pre-qualify, if they meet
all of the prequalification requirements, subject to the written
approval of KMCL.
g) If information which would have entitled KMCL to reject or
disqualify the Applicant or consortium member becomes known
after the Applicant has been qualified, KMCL reserves the right to
reject the Applicant at that time or at any time after such
information becomes known.
h) It is expressly clarified once again, that EOI/ RFP without
commensurate firm tie up of stipulated amount of concessional
Suppliers Credit/ Bilateral Debt shall be summarily rejected.
Even after the Applicant has been pre-qualified based on
promised Suppliers Credit/ Bilateral Debt and it is unable to
submit a firm commitment by the lending agency at the time of
RFP submission, such Applicant is liable for rejection and will not
be allowed to participate in the RFP process or if it submits the
RFP document the same shall be disqualified.

EVALUATION OF THE EOI APPLICATION

9.1

The evaluation of the EOI submitted by the Applicants shall be


done to establish the capability of the Applicant (s) as
stipulated in Paragraph 7 of this document.

9.2

Applicants are required to submit the relevant information in


connection with para 7 in the relevant format only. KMCL may
not evaluate the applications received with the information in
different format.
In case the desired information is not
submitted in the prescribed format and instead the companys
profiles, reports etc are only annexed with the application,
KMCL may not extract the information from these documents

in order to evaluate the application. It is, therefore, advised


that all the relevant information should be furnished in the
prescribed format only.

9.3

For the purpose of evaluation of capability against para 7, the


evaluation of a joint venture/ consortium Applicant shall be
done in respect of members having participation of 26% or
more and the total capabilities of the evaluated members of
joint venture should meet the limits prescribed in the criteria.

9.4

The evaluation shall be done based on the information


furnished by the applicant along with the application and it is
not intended to ask any supplementary information.
DMRC/KMCL, however, reserve the right to make enquiries
from relevant authorities / parties in relation with the
information furnished.

9.5

It is not intended to make the grading of pre-qualified parties.


It shall be on pass / fail basis and in order to get pre-qualified,
the Applicant has to fulfil all the eligibility criteria as
established above and also should not invite disqualifications
as provided in Para 8.

9.6

Before the detail evaluation is taken up the initial filter shall be


applied to see that the EOI application received is complete in
all respects and all the documents are submitted along with the
application in the prescribed format.
Applications found
incomplete as per the above initial filter shall not be processed
further. The initial filter criteria are in Annexure VII of Part III.
A Yes answer to any of the questions at 1-9 of the
Annexure will disqualify the Applicant. All those applicants
who do not pass this filter will not be evaluated further.

BID VARIABLE

The bid variable will be firmed up and will be part of the


Request for Proposal (RFP) Document at the stage of calling the
technical and financial bids from the short listed entities. The filter of
bids accompanying firm proposal for concessional Suppliers Credit/

Bilateral Debt shall apply at the RFP stage as well. It is expected that
the bid variable shall be lowest consolidated amount for completing
the construction of the Project at both the cities upto Revenue
Operations Date. For the cost of Operations and Maintenance a
separate Business Plan for three year O&M shall be submitted along
with the RFP document. KMCL shall negotiate the O&M cost as per
the Business Plan and KMCL shall retain the right to award a
separate O&M contract to the selected bidder.

APPLICANTS RESPONSIBILITY

It is expressly clarified that before submitting the application,


the Applicant must have examined carefully the contents of all the
documents and any failure to comply with any of the requirement of
EOI document will be at Applicants risk.
It is in the best interest of the Applicant and it is assumed that the
Applicant has:
i. Made a complete and careful examination of requirements and
other information set forth in this EOI Document.
ii. Visited the project site and made themselves familiar about the
project, site conditions and the surroundings.
However, at the RFP stage the applicant if pre-qualified will be
required to undertake the complete process of having looked at

and storage of the materials
5. Clearances obtained by KMCL for the Project and other

make himself familiar for successful delivery, and

7. All other matters that might affect the Bidders performance


during the Design, Installation and Operation of the Project, if
awarded.
KMCL/DMRC shall not be liable for any mistake or error or neglect
by the Bidder in respect of the above.
8. Only those Applicants who are satisfied about their bid capacity,
their technical and financial qualifications as enumerated above need
apply.

CLARIFICATION ON EOI

The prospective Applicant requiring any clarification of the EOI


document may inform DMRC in writing by post, courier or fax at the
address given at para 4.20 of this EOI document.
A clarification cum pre-application meeting is envisaged as a part of
the qualification process and the prospective Applicants are invited
and encouraged to attend the meeting. The purpose of the meeting
shall be to clarify issues and to answer questions on any relevant
matter that may be raised. The venue and time of the meeting will be
informed to all the bidders who have purchased the application form
and also published in the DMRC website for benefit of those
prospective Applicants who have downloaded the form. The pre-EOI
conference will be held at 1500 hrs on 29.08.2013 in the office of
Chief Engineer/Tender, Delhi Metro Rail Corporation Limited,5th
Floor, A-wing, Metro Bhawan, Fire Brigade Lane, Barakhambha
Road, New Delhi- 110001.

GOVERNING LAW

The governing law for the purpose of this EOI and all further
stages including this prequalification process are the laws of India
and courts of Thiruvananthapuram shall have full jurisdiction
considering any matter arising out of this EOI and the bidding
process.

14. VALIDITY PERIOD OF EOI APPLICATION


Application shall be valid for the period of 180 days from the
Application due date. In exceptional circumstances, prior to expiry of
original validity period, DMRC/KMCL may request Applicants to
extend the Application validity for a specified additional period.
Application submitted by any Applicant who fails to extend the period
of validity of its bid in line with the provisions of this clause may be
rejected by the DMRC/KMCL.
