That the simultaneous filing of the two (2) administrative cases on February 24, 2016 based on the Preliminary Investigation Report both dated, January 18, 2016 by Atty. Felipe M. Magat, Jr. And Atty. James Deniss C. Gumpal, M.D. which alledgedly occured on May 19, 2010 for Simple Dishonesty and on January, 2012 to June, 2012 for Violation of Reasonable Office Rules and Regulations is highly suspicious and purposely done to harass me; 2. That it is of common knowledge that Atty. Felipe M. Magat, Jr. And Atty. James Deniss C. Gumpal, M.D. are remnants of the administration of the immediate past Chancellor, Manuel B. Agulto, M.D. and the immediate past Vice-Chancellor for Planning and Development, Abundio A. Balgos, M.D., M.H.A. who have an axe to grind and/or grudge with the undersigned respondent; 3. That undersigned respondent honestly believe that he can not get a just and fair trial if and when the formal investigation will be conducted by the Legal Office of UPManila, thus I formally request that the formal investigation of the administrative cases against me for Simple Dishonesty and for Violation of Reasonable Office Rules and Regulations be referred to the Civil Service Commission National Capital Region Office and/or the Civil Service Commission Central Office for proper disposition; 4.
