Addendum-1
HAT has decided to implement the concept of ‘Integrity Pact’ in NHAI projects. The
integrity Pact (IP) envisages an agreement between the prospective bidders / the buyers
committing the persons/officials of both the parties, not to exereise any corrupt influence on any
aspect of the contract. The IP also envisages empanelment of the Independent External Monitors
(IEM). The TEM may review independently and objectively whether and to what extent parties
have complied with their obligations under the pact. Accordingly, a copy of draft Integrity Pact
Format applicable for works having value of Rs. 100 crore and above is enclosed herewith. All
interested Applicants are requested to sign Integrity Pact and submit the same along with RFQ
Application.
This Model Agreement shall be part of the contract document and binding for both the
parties signing the contract. If not submitted the same, the bidders shall be treated as non-
responsive.
All bidders are requested to submit the same duly signed agreement (signed by the same
natory competent/authorized to sing the relevant contract agreement) along with their
Technical Bid/Tender Documents. 49
