EARNESTLY REQUESTING HON. PHILIP A.

PICHAY, CONGRESSMAN 1 ST DISTRICT OF

THE PROVINCE OF SURIGAO DEL SUR TO PASS A BILL, DECLARING JANUARY 20,
2016 AND EVERY YEAR THEREAFTER, AS SPECIAL NON-WORKING HOLIDAY IN THE
ENTIRE MUNICIPALITY OF CAGWAIT, SURIGAO DEL SUR.
WHEREAS, it has been the policy of the State, that, its political subdivisions
shall enjoy bona fide and resonant autonomy to enable to attain fullest
development as self-reliant communities and serve as potent partners in reaching
national goals. In the same breath, it is imperative that the local government units
shall exercise the power vested upon to ensure and support the preservation and
enrichment of their culture and history;
WHEREAS, Cagwait was declared as a municipality on January 20, 1953
pursuant to Executive Order No. 559 issued by His Excellency President Elpidio
Quirino;
WHEREAS, the Municipality of Cagwait is regularly celebrating its Founding
Anniversary every 20th day of January and has been listed as one of the
Municipalitys major activities in every calendar year;
WHEREAS, in the desire to achieve the permanence of this long-drawn event,
it is wise and appropriate to seek congressional assistance for the enactment of a
law declaring the above-mentioned date as a special non-working holiday;
WHEREAS, in the same vein, the elective local officials may dispense with the
tedious process of requesting the Office of the President to issue said proclamation
every year;
