SECTION 1: Findings
Congress makes the following findings:
1) From ages 14- 17, students need 8-10 hours of sleep. From ages 18- 25,
students need 7-9 hours of sleep (I)
2) School starts at an average of 8:03 (II)
3) It takes about 20 minutes to feel full (III)
4) 9am-11am: best time for creativity; 11am-2pm: best time for difficulty; 3pm6pm: best time for collaboration; 6pm- 8pm: best time for personal tasks;
8pm- 10pm: best time for relaxing; 10pm +: best time for sleeping (IV)
5) Average 8.2 minutes shower time (V)
6) Average commute time for 16+ is 25.5 minutes(VI)- 0.425
7) 17.5 hours a week is being spent on homework (VII)- which is 2.5 hours a
night.
8) School is on average 6.64 hours a day (VIII)
SECTION 2: Purpose
To give students enough time to get the full amount of sleep needed for their age by
delaying school start times in turn improving the health of students.
SECTION 3: General Provisions
There are 24 hours in a day and a high school student should have a minimum of 9
hours of sleep, so only 15 hours of waking time. Students spend an average of
6.64 hours at school each day, which leaves 8.36 for everything else. Taking out
average commute time, shower time, breakfast and dinner time, that leaves 7.1
hours left in the day. Students have an average of 2.5 hours of homework each
night and that leaves 4.6 hours left in the day. Students are then expected to
participate in extracurriculars, socialize with their peers and family, and relax.
The average time school starts is 8:03am and if it takes an hour to get ready,
eat, and get to school on time in the morning students will have to wake up
before 7:00.
There are studies that show that between 9:00am and 6:00 is the best time to learn.
So if we shift the education time to between 9am and 6pm then the students will
get the best out of going to school instead of being tired and unmotivated
because of lack of sleep and the wrong time to learn.
If we increase funding towards public school systems by 5% they will agree to this
new system. This way students can be better educated and ready to learn which
will produce more educated citizens.
