SECTION 1: Findings
Congress makes the following findings:
1) U.S. Military spending has rose since the 2001 terrorist attacks to defend the
United States of America. (I)
2) But since 2001 the U.S. Military spending has been declining from 671 billion
to 619 billion. This is the largest decline since 1991 (I)
3) It is a fact that military spending is on a downward trail, but it is important to
maintain that spending. (II)
4) Military spending can save lives. (III)
5) Another terrorist attack would be deadly for the U.S. military and would
cause an economic fall. Therefore we should prepare for such an event. (III)
SECTION 2: Purpose
This bill sets up a new agency in the government that is responsible for saving,
making, and distributing funds in the U.S. military.
SECTION 3: General Provisions
This act sets up a new agency in the government responsible for saving, making,
and distributing funds among the branches in the military. This act also requires the
U.S. federal government to deposit a saving of 7 billion dollars annually into this
agency. This act states that the agency cannot touch the money unless the president
and the congress vote on using the funds during an event of a national crisis such as
a terrorist attack, or during times of warfare. The funds being deposited each year by
the federal government after 2016 must be adjusted with inflation or deflation. This
savings account will be managed by the new federal agency that will secure the
money in times of national crisis, and the agency will manage the money going into
each branch of the military.
SECTION 4: Definitions
Funds: a sum of money saved or made available for a particular purpose.
U.S. Federal Government: the system of government as defined in the Constitution
which is based on the separation of powers among three branches
Savings account: a deposit account.
