Hoisington Public Library

Library Policies and Procedures

I. Mission Statement
A. The mission of the Hoisington Public Library is to provide resources, services, programs,
materials, media and information to meet the informational, educational and recreational
needs and interests of the people of the Community. The staff strives to give people what
they want when they come to the Library.
B. The Library cooperates with other institutions to provide services not available in our
facility and maintains an open door for reciprocal and interlibrary activities.

II. Policy Authority


Hoisington Public Library policies regarding building use, material loans, overdue materials,
lost or damaged materials are adopted and changed by the Library Board of Directors. K.S.A
12-1227.

III. Patrons
A. The Library will serve all residents of the community and the public library system area.
B. Service will not be denied because of religious, racial, social, economic, or political
status; or because of mental, emotional, or physical condition; age; or sexual orientation.
C. The use of the Library may be denied for due cause. Such cause may be failure to return
Library materials or to pay penalties, destruction of Library property, disturbance of other
patrons, or any other illegal, disruptive, or objectionable conduct on Library premises.

IV. Borrower Registration


A. All Library patrons must have a current borrowers card. Parents are encouraged to
secure cards for their children.
B. Children under the age of 14 must have a parent or legal guardian sign for them to have a
card. By signing the application card, parents agree that they are responsible for lost,
damaged or overdue materials, and that they are wholly responsible for monitoring the
appropriateness of materials their children check out.
C. Library staff members will not restrict the circulation of books based on age.
D. A Library patron may not use the borrowers card of another person to avoid a fine or the
payment of other fees.
E. A Valid borrowers (Library) card will be issued following validation of the patrons
address. This will be done with the return by patron of post card or letter sent to the
address given on the application form and presentation of a current photo ID.
F. Children under age 14 will be issued a card immediately if a parent or legal guardian
possesses a valid library card.

V. Hours of Service
Monday......................10:00 a.m. - 6:00 p.m.
Tuesday..............................Noon - 6:00 p.m.
Wednesday.................10:00 a.m. - 6:00 p.m.
Thursday............................Noon - 6:00 p.m.
Friday.................................Noon - 6:00 p.m.
Saturday.............................Noon - 4:00 p.m.
VI. Loan Periods and Item Limits
A. The loan period for print books, audio books and magazines is two weeks with an item
limit of twenty (20) per household.
B. This loan period may be extended if the material is not overdue and no reserves are
placed on the item.
C. Renewals may be made in person or over the telephone.
D. Loan periods may be altered due to extenuating circumstances.
E. The loan period for videos is three (3) days (excluding Sunday) with an item limit of two
(2) per household. five (5) days
F. Videos may not be renewed without approval from a Library staff member.

VII. Book Return Services


A. The Library provides an outside book return to accommodate patrons who need to return
books without coming into the Library.
B. Patrons who return their books through the book return are responsible for the physical
condition of the books, magazines, or audio books until they are removed from the book
drop.
C. Videos are not to be returned in the book drop; they are to be brought inside the Library.

VIII. Reserves
A. Patrons may reserve print books or audio books in person or by telephone.
B. Videos may not be placed on reserve.

IX. Interlibrary Loan


A. If the Library does not have the material a patron needs, the material may be requested
first through the Central Kansas Library System Pathfinder Database and then through
the State Library Interlibrary Loan system (Agent).
B. Interlibrary Loan materials circulate according to the lending librarys regulations.

X. Kansas Library Card


A. The Kansas Library Card is available from the Library.
B. This card entitles patrons to remote access to such online resources as provided by the
State Library.

XI. Internet Use


A. Patrons with current Library cards who have signed the Hoisington Public Library
Internet Use Agreement form have priority access to the Internet through the Librarys
public computers.
B. Occasional users have access to the internet via their own equipment or the Librarys
public computers. Occasional users may be asked to end their session should a Library
Patron be waiting for a Librarys computer.

XII. Fees for Overdue Materials


A. The fee for overdue print books, audio books, movies and magazines is $.05 per item/per
day to a maximum of $5.00 per item. the replacement cost for each item the patron has
not returned. The account will be cleared when item is returned or payment has been
made.
B. The fee for overdue videos is $2.00 per video/per day to a maximum of $12.00 per video.
The patron will be denied library usage until the replacement fee has been paid or the
item(s) returned.
XIII. Amnesty Days
A. Overdue print books, audio books and magazines may be returned without charge during
National Library Week in April.
B. Other days may be named as amnesty days with the approval of the Library Board.
C. No waiver of overdue fees will be granted for videos.

XIV. Borrowing Privileges Denied


A. Borrowing privileges will be denied to a household when the overdue fine reaches $2.00.
B. The parent/ guardian who signed for a child is responsible for all fines or damages
incurred by the child. That adults card will be blocked for outstanding balances on the
childs card.
C. Borrowing privileges will be denied until fees assessed for lost or damaged materials are
paid.
D. Patrons whose borrowing privileges have been blocked will not be allowed access to the
Internet computers until the situation is resolved.

XV. Patron Liability for Lost or Damaged Materials


A. Patrons are liable for the replacement cost of any lost or damaged library material,
including print books, audio books, magazines and videos.
B. If the item has been lost or damaged beyond reasonable use, the recorded replacement
cost will be charged to the patron; the patron may keep the damaged item with full
payment.
C. If the item is still usable, the cost of damages will be determined by the Director and
charged to the patron.
D. Damaged but usable materials remain the property of the Library.

XVI. Fee Schedule for Certain Services


A. The Library charges a maintenance fee or cost recovery charge for certain services.
B. The fee schedule follows:

XVII. Closings
A. The Library will be closed on the following holidays:
New Years Day Thanksgiving Day
Memorial Day Christmas Eve Day
Independence Day Christmas Day
Labor Day New Years Eve Day
B. When a holiday falls on Sunday, the Library will observe that holiday by closing on the
following Monday.
C. The Library will close on Labor Day Saturday as a non-holiday closing
XVIII. Material Selection and Collection
A. The Library seeks to serve all age groups, educational levels and interests by providing
information, education and recreating to its patrons.
B. Selections will be made for value of interest, information, enlightenment and
entertainment.
C. The Library does not endorse or advocate all ideas found in its collection.
D. The Library will acquire a well-rounded collection of video materials, including movie
classics, films, instructional videos, documentaries, childrens stories and other quality
entertainment materials suitable for home and family use.
E. The emphasis of the video collection will be on acquiring well-reviewed, unique items
not widely available at retail outlets.

XIX. Intellectual Freedom


A. Intellectual freedom is the right of every individual to both seek and receive information
from all points of view without restriction.
B. The Hoisington Public Library adopts the American Library Associations Library Bill of
Rights as adopted and reaffirmed by the ALA Council.

XX. Building Use


A. The Library building may not be used by outside groups beyond regular hours without
the approval of the Library Director.
B. The Enola Logan Conference Room is available for use by outside groups at the
discretion of the Library Director. The Room may not be used for commercial purposes.
C. No fee is charged for use of the Library or the Enola Logan Conference Room.

XXI. Withdrawal of Materials


A. The Library will make an effort to maintain an attractive collection by withdrawing worn,
outdated and unused materials.
B. The Library Director will make decisions to withdraw materials, with advisory assistance
from the Central Kansas Library System if needed.
C. Books of intrinsic value, such as rare editions or classical works, will not be withdrawn.
D. All materials withdrawn from the collection will be offered for purchase to the general
public unless the Library Board directs other disposition.

XXII. Confidentiality
A. The library must maintain trust with members of the public.
B. The library should make every reasonable and responsible effort to see that information
about the patron and their individual information choices remain confidential.

XXIII. Budget and Finance


A. The Library Director is responsible for preparing an annual budget for the Boards review
and approval.
B. The Library has four (4) sources of funding:
i. An appropriation from the City of Hoisington as defined by the current mill levy
allocation.
ii. An appropriation from the Central Kansas Library System as defined in the current
System Plan.
iii. An appropriation from the State Library of Kansas as defined in the current State
Grant-In-Aid.
iv. Funds collected in the form of donations, fines, sales of used materials, and fees for
services.
C. A proposed budget is presented to the City Council in July of each month; it is adopted
after approval from the Council.

XXIV. Gifts and Donations


A. Gifts and donations to the Library will be graciously accepted.
B. Appropriate acknowledgement of such shall be prepared by the Library Director.
C. Monetary gifts will be deposited in the Librarys Miscellaneous account at Wilson State
Bank.
D. Use of such monetary gifts will be documented.

XXV. Capital Improvement


A. The Library shall maintain a Capital Improvement Fund in the form of a Certificate of
Deposit.
B. Large contributions to the Library will be deposited into such fund at the discretion of the
Director.
C. Surplus from the Librarys General Fund will be deposited into such fund according to
the current State Library of Kansas policy governing such deposits.

XXVI. Emergency Preparedness


A. Library staff will monitor current weather conditions through the use of television and
Internet weather advisory sites.
B. The restrooms and the west side storage closet in the Library have been judged safe as
tornado shelters.
C. The City Buildings Community Room is also a safe tornado shelter.
D. Library staff has the authority to close the Library in anticipation of bad weather.
E. The Library Director has the authority to declare snow day closings. Generally, if USD
431 cancels classes, the Library will close.
F. In the event of a fire, Library Staff will escort patrons to the closest of the Librarys three
posted exits.
G. In the event of a medical emergency, Library Staff will first call 911 to report the
emergency; a second employee may cross the street to notify City EMT personnel.
H. Library staff may request police assistance at any time by dialing 653-2223.

XXVII. Disposal of Surplus Property


A. Any property owned by the Hoisington Public Library may be disposed of at the
discretion of the Library Board when the Board deems it is no longer required or is no
longer useful.
B. The Hoisington Public Library will recycle the property when possible.
