Organizational Aspect
The Engineer cannot decline the VP of Operations for the management
of the new facility because it is a direct order of the VP of Operations and his
promotion lies to the success of this new facility.

Personnel Aspect
How many employees and what skill of the employees does he need in
managing the new facility?
Will his acquaintances be willing to help?
He is trained in various practices but not well-informed in choosing the
right employees.

Competitors
This is not a direct solution/concern in his problem but it can help the
company in the near future for a long period. The engineer can give a better
offer to a staff in the opposing company.
