I finally figured this issue out and thought I would post the solution in case someone had
the same issue.
So, as suspected it was an ink issue affecting the scanner.
So here are the steps to fix it, this is for Canon Pixma MP 160 all-in-one Printer/Scanner
model but it should work for similar models as well.
-Turn off printer.
-Turn on printer. (this is where it will be flashing E 4)
-Hold the Reset button for 5 secs then let go(It is labelled Stop/Reset, the red triangle
inside the red circle)
-Open the Printer Cover
-Wait for the ink jets to shift to left side.
-Once on left side, take both out, wait a few seconds, then put both back in.
-Close the Printer Cover.
-Let it load up, it will take a few seconds.
-Press the Black button(Labelled black with the vertical line inside a diamond)
-At this point it should change from a blinking E 4 to a solid 1.
