WOLF LAKE FIRST NATION Tel 819-627-3608 ax: 819-627-1109 E-mail: consltatlonawoifatistvationcom November 25, 2016 National Chief Perry Bellegarde ‘Assembly of First Nations 55 Metcalfe Street Suite 1600 Ottava, ON KIP 6LS By Bax: (613) 241-5808 Re: Protection of Algonquin Sacred Waterfalls Area - AFN SCA Resolution #49/2015 ‘Dear National Chiet ‘As the Mover of the above noted AFN Resolution [noted with great interest the AFN “2015 Resolutions Update Report, which reported that As directed, a letter of support was drafed to encourage Canada, Ontario, Quebec, the NCC, City of Otawa and City of Gatineau to address this maiter and ensure all partes ‘aly consult with and accommodate all Algonquin Nation communities, A copy ofthis ‘resolution was attached tothe letter ‘The AFN Resolutions Update Report says “a letter of support was drafted”. So was the letter sent to the identified parties? If not, why not and i'so I would like a copy of the letter. ‘The AEN suppor letter should also be sent to all legitimate Chief ofthe Algonquin Nation, Pikwakanggan Chief Kirby Whiteduck isthe only Algonquin Chief who has come out publicly in favour of Windmill Development Group's Zibi Condo Project, the vast majority of the legitimate Algonquin Nation Chiefs have supported the AFN and AFNQL Resolutions of Supporto protect ‘the sacred waterfalls area. I fact, Kitigan Zibi Chief Jean-Guy Whiteduck seconded the AFNQL. ‘Support Resolution, which is virtually identical to AFN Resolution #49/2015, | am one of the legitimate Algonquin Nation Chiefs who have been advocating for the protection of the Akikodjivan (Chaudiere Falls) sacred area from the proposed high intensity urban evelopment project by the Windmill Development Grovp and the retum ofthe Ottawa River ‘waterfront islands to Algonquin stewardship. Thelieve the lgitimate member communities ofthe Algonquin Nation should be permanently recognized in the National Capital Region at the site of our sacred area on the adjacent island. ‘The Algonquin Nation could also host a space forthe First Nations across Canada inthe National Capital Region as well For your information Iam involved, along with othe lgitimate Algonquin Nation Chief’ in discussions with the National Capital Commission (NCC) about establishing «formal consultation and accommodation process regarding the prosed developments atthe Chaudiere Island and LeBreton Flats sites, However, Ihave just reviewed the “The Plan for Canada’s Capita: 2017-2067", which our Fist "Nation was not consulted on and protection of our sacred waterfalls area from the Zibi condo project is not included in the plan Regarding Indigenous People’s (p, $6) the NCC Policies include: 4 The NCC will foster she national reconciliation process through the major project of the Aboriginal Welcome Centre on Victoria Island, asignifieant new national eultural ‘and welcoming place. The centre wil focus on the culture and heritage of the First ‘Nations, Inuit and Métis peoples. Hosted by the Algonquin First Nation, it will receive visitors from across the country and around the world. It will bea meeting place and promote the understanding of aboriginal peoples. 1. The contributions of aboriginal peoples tothe nation will be recognized i national commemorations such as the Aboriginal Veterans Memorial in Confederation Park. New national commemorations related (othe experience of aboriginal peoples will be encouraged, andthe NCC will feclitate the construction of a new commemoration on Vietoria Islan. The NCC will name a new lookout overlooking the Ottawa River to commemorate the historical importance ofthe Algonquin Chief Tessouer inthe story ofthe nation 4. The NCC will work withthe Ottawa Macdonald Cartier International Airport, other airports, VIA Rail Canada and regional bus authorities to ensure there is a broad representation of aboriginal peoples and Canadian regions at all Capital arrival points €, The Copital also needs a broader cross section of aboriginal arts and symbolism to reflect the diversity of aboriginal peoples in Canada. The NCC and its federal partners will ensure that there are more installations of public art representing a broader crass section of aboriginal peoples. (On the one hand the NCC 50-year plan acknowledges the waterways ate “spiritual” to out Algonquin Nation and other Indigenous Nations and that “the Chaudiere Falls isa sacred place forthe Algonquins”, while onthe ther hand the NCC plan provides fr the Zibi project to continue on Chaudiere and Albee Islands. (p.78) ‘This is completely contrary to AFN Resolution 49/2015. ‘Tae NCC 50-Year plan does include reference to un “Aboriginal Welcome Centre” (p56 & p. 122) on Vietora Island, whatever that is, in any case, our First Nation has not been consulted on any of this NCC 50-Year plan, ‘As you know the Chicfi-in-Asscmbly have supported the position ofthe vast majority ofthe legitimate Algonquin Chiefs (excluding only Pikwakanagan) to protect the sacred area, oppose the Zibi condo project from proceeding and return the stewatdship ofthe sacred area Akikodjiwan toa legitimate Algonquin institution (Our position is consistent with many ofthe TRC Calls to Action and the Articles of the UNDRIP regarding freedom of spiritual and cultural practices and protection of sacred areas. ‘As AFN National Chief I fully expect you to honour AFN Resolution #49/2015, the TRC Calls, to Action and the UNDRIP Avtiles and support us in protecting this sacred area, opposing he Zibi condo project. ‘Therefore, look forward to receiving a copy of the AFN Support leter stating this position to the identified parties as soon as possible. Please feel ftee to contact me directly should you have any further questions or concerns regarding this mater. Sincerely, ZF larry St. Denis Ce.
