Introduction
As North Texas residents, Texas Instruments desires to see the Dallas as one of the best communities
in the nation. To be a prosperous community, however, there needs to be a strong foundation for our
children in regards to education and health. Literacy is the key to unlocking the vast potential the
Dallas community holds. By developing a passion for reading in young children, they will develop into
better learners and innovators.
United Way of Metropolitan Dallas is a non-profit organization that focuses on improving education,
financial stability, and health by investing in local programs. In partnership, Texas Instruments and
United Way hope to improve child literacy in low-income communities of Dallas by hosting Children's
Book Day Festival to collect books to donate to children in 5 Dallas County elementary schools.

Background
Illiteracy is a problem caused by the lack of influences on ones life. Not being able to read or write
limits choices or opportunities. People are not given the same chances as those with proper education
are given and usually end up being undervalued. It is also quite harmful in many different aspects in life.
Research shows that people who are literate are more likely to have better self-esteem, improved
health and higher wages than those with undeveloped literacy skills. In today's job market, literacy
development is absolutely essential.
Illiteracy affects two-thirds of the children
in America. 38% of Dallas children do not
own a single book. They may eventually
grow up and be amongst the 21% of adults
in the Dallas County who cannot read.
Texas is ranked 40th among all states in
per capita spending for library support at
30 cents per resident. It is also ranked 47
within the states, and Dallas is ranked 37
out of 77 cities in America in terms of
literacy. Texas has one of the highest
percentages of adults applying for a GED,
which specifies the immense amount of
students who failed to graduate with a high
school diploma.

The main issues affected by the lack of literacy are: health, job outlook, economy, society and
individually.
Health: Going to a physician could be difficult as it hinders the flow of communication between
doctor and patient. The patient will:
v Rely heavily on oral explanations, visual clues, or demonstrations of tasks to learn new material
v Cannot complete registration forms
v Use a friend or family member as a surrogate reader
v Misuse medication
Job Outlook: By lack of proper education, those who are illiterate are more:
v Vulnerable to exploitation and human rights abuse
v Likely to be unemployed or paid less than literate people
v Likely to get low-quality jobs
Economy: Financial situations will weaken due to unstable jobs
v High illiteracy leads to slower long-term GDP growth
v Costs Texas $9.6 billion in lost earnings, forgone tax revenues, and expenditures for social
services annually.
v Rise of 1% in literacy scores leads to a 2.5% rise in labor productivity and a 1.5% rise in GDP.
Society: The community as a whole will be affected based on lack of information.
v Low community involvement and civic participation.
v Individuals without an adequate level of literacy cannot be involved fully and on a completely
equal basis in social and political discourse.
Individual: Interruptions and obstacles in everyday lives.
v Limited ability to obtain and understand essential information
v Low self-esteem, which can lead to isolation
v Reduced access to lifelong learning and professional development
v Precarious financial position
v Little value is given to education and reading within the family, and this often leads to
intergenerational transmission of illiteracy

Objective
Our mission is to improve child literacy and give children the
opportunity to begin learning how to read by owning their first
book. Our goal is to collect 5000 books to donate to children
across 5 elementary schools in the Dallas County.

Childrens Book Day Festival


Place: Amphitheater at Oak Point ParkA
Date: March 5, 2016
Time: 8:00am to 1:00pm
To address the literacy issues in Dallas, we plan to
have Childrens Book Day Festival in honor of Dr.
Seuss birthday. To promote creativity, we will
have a costume contestB for all the children to
dress up as their favorite characters from their
favorite books. During the event, we will also give
each child the Dr. Seuss book, Oh the Places Youll Go. There will also be 3 storytellers, 4 costumed
characters for pictures, and 5 food trucks.
The event targets ages 4 through 9 and will be open to TI employees and families, as well as the
students and faculty from the five elementary schools.

v Northlake Elementary School, Dallas, TX
v Forestridge Elementary School, Dallas, TX
United Way will provide an MC to host Childrens Book Day Festival and educate the audience of the
Change a Childs Story program. The principal of each of the five elementary schools will also be in
attendance to receive a Certificate of AcceptanceC of the donation.

Donation
From February 4th to March 4th at TIHQ, there will be a
donation box on every floor, and we ask that all
employees donate at least one book. We expect to collect
approximately 3,000 books. Furthermore, all TI employees
and their families will need to bring a book to the event as
an entrance fee. We ask that the books be new or gently
used and range from 1st to 4th grade reading level.

Marketing
On February 1st, we will send out an emailD to Dallas TI employees regarding the donations, the event
timing and schedule, as well as recognition of the 5 elementary schools. In the email, it states that there
will be a book donation bin on every floor for all employees to donate children's books in 1st to 4th
grade reading level. We kindly ask that all donations be new or gently used children's books to ensure
that each child receives their first book in great reading condition. We hope to receive at least 3000
books from the book drive between February 4th to March 4th.
In order to reach students in the Dallas County, we wanted to help students receive the tools
necessary to learn how to read; Books. We plan to donate at least 5000 books to students across 5
elementary schools. The schools are Spring Valley Elementary School, Skyyview Elementary School,
Dover Elementary School, Northlake Elementary School, and Forestridge Elementary School. TI has
contacted the principal of each elementary school via emailE to invite them to the event as well as
notify them of our desire to help our Dallas community learn to read through book donations.
An online registration formF will be sent out to all the families of the students that attend the 5
elementary schools, encouraging them to sign up for the Childrens Book Day Festival. This registration
form will also be sent to the TI employees in order to keep account of all the attendees of the event.

Staffing
Pre-Event
v The Texas Instruments Community Outreach department consists of 5 employees that would
be responsible for:
Marketing at Texas Instruments
Recruiting at least 10 employee volunteers
Reaching out to 5 elementary schools
Working with United Way to organize the event
v United Way is a non-profit organization that would have a special team working on the Change
a Childs Story program. The team assigned to this project will be responsible for gathering
information about the program to present to the audience at the Childrens Book Day Festival.
Childrens Book Day Festival
v United Way and Texas Instruments will each provide 2 volunteers responsible for:

Awarding the donation acceptance certificates to the 5 school principles.
v The remaining 26 volunteers, 8 from Texas Instruments and 18 from United Way, will:
Greet the attendees
Direct people to restrooms, food trucks, and parking
Keep schedule
Help with set up and take down

Wear ASK ME buttons so they may be more recognizable to the attendees for
questions
Post-Event
v United Way volunteers will sort the donated books by reading level the week following the
event
Torn books will not be included in the donation
The books will be equally distributed to the 5 schools
v On the Friday after the Childrens Book Day Festival, a representative from United Way and
Texas Instruments will present the donation to each of the five schools participating

Targeted Question and Answer


How can the Children's Book Day Festival make a significant impact if only 5 schools will
be receiving the donation?
The Change a Child's Story program recognizes that child illiteracy is well spread out in the Dallas
metropolitan area. However, limited resources prevent the program from reaching every child in need.
The Children's Book Day Festival will serve as a platform to begin many more child literacy awareness
events in not only Dallas county, but all across the state.
Why does the Change a Child's Story program only target children ages 4-9?
In the current schooling system, children are taught how to read up until the 4th grade, where most
children are 9 years old. After 4th grade the curriculum focuses on reading to learn content. The
Change a Childs Story wants to help prepare children to learn by donating them their first book;
thereby encouraging children to read at home.
Are Graphic Novels suitable for the children?
The use of graphic novels can build critical reading skills in children. Graphic novels may have fewer
words, however, the images can help children fully understand the main topic. The graphic novels also
use literacy elements including symbolism, characterization, setting, mood, and plot, which can help
children widen their parameters of learning. On the other hand, graphic novels should not be used as a
replacement to literacy books. Instead they should be used as a supplemental learning tool.
Will this be a recurring event to help create awareness to illiteracy each year?
We are looking into making this a recurring event, however due to budget constraints that may not be
possible currently. Hopefully with the first event if it is a success, we can generate enough interest,
funding, and volunteers to coordinate future events.
Why did we select Dallas County?
38% of the children in Dallas do not have a book. In Dallas County alone, 21% of adults are illiterate.
Texas residents only pay on average of $.30 a year on libraries and literacy support. Texas has an
exponential percentage of adults with GED, which displays the highly significant amount of students
who failed to graduate with a high school diploma and read at their designated reading level. TI wants
to encourage Dallas kids to enjoy reading and develop proficient reading skills by giving them their first
book.

Authorization Form
Please complete the form to authorize the implementation of the Change a Childs Story program

Completion of this authorization form binds Texas Instruments, United Way of Metropolitan Dallas,
and the Dallas Chamber of Commerce in efforts to implement the Change a Childs Story program in
Dallas County. The Dallas Chamber agrees to fund half the cost of the Childrens Book Day Festival,
$3376.00 out of the total $6752.00.

Dear Principal,
Congratulations on being one of five schools to be selected for the Book Day Festival. We have taken
notice of the unfortunate Dallas literacy statistics and decided to give back to our community. This
festival is to help encourage reading to our younger kids and how reading can be helpful in many ways.
Some of them include mental stimulation, stress reduction, gain knowledge, vocabulary expansion,
memory improvement, stronger analytical thinking skills, improved focus and concentration, and better
writing skills.
Texas Instruments cordially invites your school faculty, students, and their families to Childrens Book
Day Festival on March 5th from 8:00 AM to 1:00 PM at Amphitheater at Oak Point Park. TI has
partnered with United Way to host this festival designed to help give every child their first book. In order
to accomplish that mission, TI has decided to have a month-long book drive at our office and will have a
box on every floor to have employees donate books. We will require everyone to bring new or excellent
condition childrens books from 1st grade to 4th-grade level as an entry fee for the festival. We hope to
raise 5000 books through this event.
We will have a costume contest for all the children to dress up as their favorite characters from their
favorite books. We will also have characters such as Clifford, Scooby doo, The Cat in the Hat and more
for picture taking. During the event, we will also give each child the Dr. Seuss book, Oh the Places
Youll Go. There will also be 3 storytellers and 5 food trucks.
