TOPIC PARTICIPATION AND RESERVATION OF WOMEN IN PANCHAYATI RAJ : A CASE STUDY OF “KATHUA DISTRICT” History of J&K State The present state of Jammu and Kashmir was founded by the British rulers in the ruins of the Sikh empire after first Anglo Sikh war, fought after the death of Maharaja Ranjit Singh. The Britishers imposed an indemnity of one crore rupees on the Sikh rulers which the later refused to pay and instead, offered the territories of Jammu, Kashmir and Ladakh were then a part of Sikh domain, to the Britishers. The British rulers secured the indemnity from Raja Gulab Singh of Jammu, who was a feudatory of the Sikh Darbar, and transferred to him the territories, the Sikh rulers had offered them. Though Raja Gulab Singh assumed the ruler ship, the Jammu, Kashmir and Ladakh became a single political entity only after the “Amritsar Treaty’ signed by Raja Gulab Singh with the British Government on March 16, 1846. It was not after long that the 80 independence of Dogra ruler was reduced, and he was subjected to the British supremacy. In less than four decades after Gulab Singh, his grandson Maharaja Partap Singh was unceremoniously set aside by the Britishers and the Government of the Dogra state was taken over by them and was integrated in the flanks of the British colonial organization in India. It was only in 1921, when Maharaja Partap Singh was again made the ruler of the state of after Independence, the state of Jammu Kashmir became an integral part of India on October 26, 1947. Position of J&K J&K is the 6" largest state (area wise) of India and it forms the north most part of India. The stat of J&K is located between 32.17’ North and 37.6’ North latitudes and 73.26’ East and 80.30’ East latitude. It has Tibet to it cast-China in North. Tajkistan and Afganistan in the North-West and Pakistan in the west. Punjab and Himachal Pradesh touch its southern boundaries. Literacy 31.90% Villages 587 Tehsils 4 Panchayats 15 Blocks 8 Concept of Panchati Raj The concept of Panchyati Raj has been explained in the third five year Plan (1961-66) as, “development of a lot of inter connected democratic popular institution at the village, block and district levels in which the representatives o the people are working together as a term”. Objectives of the Present study - To know about women-reservation and women-participation in Panchayati Raj. - To know the present position of participation and reservation of women in Panchayati — Raj in district Kathua. - To study the ability of elected women in decision-making for the effective functioning of Panchayats.
