NORTH CAROLINA
CASWELL couNTY INTERIM SUPERINTENDENT'S CONTRACT
The Caswell County Board of Education (hereinafter referred to as
the Board) appoints and employs Dr. Douglas N. Barker as the
Interim Superintendent for Caswell County Schools, hereinafter
referred to as Interim Superintendent or as Dr. Barker, and does
hereby enter into this contract with the Interim Superintende
Pursuant to the following tezms and conditions:
1. TERM:
The Board, in consideration of the promises of the Interim
Superintendent ‘herein contained, employs, and Dr. Barker accepts
such employment, as the Interim Superintendent for Caswell County
Schools. The term of employment shall begin on November 2, 2015 and
shall extend to dune) 30, 2016 or until such earlier time as the
Board of Education in its sole and exclusive discretion may decide.
Dr. Barker shall take the oath of office required by N.C. G. s. $
115C-272 before assuming the duties of Interim Superintendent.
2. COMPENSATION, EXPENSES, AND BENEFTT:
For November and December, 2015 the Board shall pay to Dr. Barker
compensation in the gross monthly amount of $11,524.00 and such amount
expressly includes the following allowances: travel or car allowance
$1,000.00; subsistence allowance $1,000.00; telephone/office/internet
access allowance $400.00; insurance allowence $600.00; and annuity
allowance in the amount of $2,024.00. The compensation paid to Dr.
Barker, including the allowances previously set forth, is equivalent
to the base rate of pay which he was paid pursuant to the tess of his
Rost recent Interim Superintendent’ s Contract, as well as hie most
recent Superintendent’s contract, with the Board of Education.
Beginning January 1, 2016 and extending through the remainder of
the term of this contract, the Board shall pay Dr. Barker
compensation in the gross monthly amount of $11,524.00 and such amount
expressly includes the following allowances: travel or car allowance
$1,000.00; subsistence allowance $1,000.00; telephone/office/internet
access allowance $400.00; insurance allowance $600.00; and annuity
allowance in the amount of $6,024.00. The compensation paid to br.
Barker, including the allowances previously set forth, is equivalent
to the base rate of pay which he was paid pursuant to the terms of his
most recent Interim Superintendent’ s Contract, as well as his most
recent Superintendent's contract, with the Board of Education.During the entire of this contract, Dr. Barker shall be
solely responsible for providing his own means of transportation
(ive. a suitable motor vehicle), housing, cellular telephone,
internet access, etc. as above set forth and he shall be solely
responsible all costs, expenses, etc. for such. The Board shall
Provide/ pay Dr. Barker such allowances as above set forth and the
said allowances shall be deducted from the compensation he is to
receive from the Board and paid directly to him specifically as
allowances.
Notwithstanding the aforesaid, a county vehicle may be
provided for travel when Board members and/or guests travel with
the Superintendent on official school system business. A county
vehicle may also be provided Dr. Barker at such other times as is
necessary and the vehicle shall be checked-out of Transportation
just as is required of all School system stafé
During the period he serves as the Interim Superintendent, Dr.
Barker shall attend and participate in all required meetings and
programs of the State Board of Education, the State Superintendent
of Public Instruction, and the State Department of Public
Instruction, and such other meetings and programs as zequested by
the Board. The expenses of attendance at the meetings and programs
(including travel, meals, and lodging) will be paid by the Board.
The Interim Superintendent shall file itemized statements with the
School Finance Officer of the Board for reimbursement of such
expense in accordance with Board policy. Requests for
reimbursement of expenses in excess of those allowed by Board
policy must be approved in writing by the Chairman of the Board,
3, PROPESSTONAL LIABILITY:
The Board agrees that it shall defend, hold harmless, and
indemnify the Interim Superintendent from any and all demands,
claims, suits, actions and legal proceedings brought against the
Interim Superintendent in nis indiviqual capacity, or in his
official capacity as an agent and enployee of the Board, provided
the incident giving rise to any such denand, claim, suit, action
legal proceedings arose while the Interim Superintendent was acting
within the scope of his employment; and provided further that such
liability coverage is within the authority of the Board to provide
under state law. In no case will individual board members be
considered personally liable for indemnifying the Interim
Superintendent against such demands, clains, suits, actions and
legal proceedings.
4. DUTIES AND AUTHORITY‘The Interim Superintendent agrees to discharge faithfully all
lavful duties applicable to the position of Superintendent a2 set
forth by the State Department of Public Instruction, the State
Board of Education, the Caswell County Board of Education, and/or
appliceble state and/or federal lew and aduinistsative regulations.
In addition, the Interim Superintendent agrees to implement
all policies adopted by the Caswell County Board of Education and
directives issued co him by the Caswell County Board of Ecucation.
INTEREST PROHIBI:
Dr. Barker acknowledges that he has read and understands the
conflict of interest statutes of the State of North Carolina and
will comply with said statutes, as well as any Board policies and
State Board policies relating to conflicts of interest, bribes,
kickbacks, gifts and favors.
6. AMENDMEW
‘This Contract may be amended during its term by mutual written
agreement of the Board and the Interim Superintendent. Any such
amendment shall be in writing, approved by official action of the
Board, and executed in writing on behalf of the Board by its
Chairman and executed by the Interim Superintendent.

8. PUBLIC RECORD, PLACEMENT IN PERSONNEL FILE, AND FILING WITH Tr
STATE SUPERINTENDENT OF PUBLIC INSTRUCTION:
The Board and the Interim Superintendent agree that this
Contract is a public record as defined by North Carolina law, that.
this Contract shall be placed in the official personnel file of the
Interim Superintendent maintained by the Board, and that a
duplicate original of this Contract shall be filed with the state
Superintendent of Public Instruction of North Carolins as required
by North Carolina Jaw. | The appointment of the Interim
Superintendent as Interim Superintendent is subject to the approvalof the State Superintendent of Public Instruction of North Cerolina
and the State Board of Education, pursuant to N.C.G.S. 118C-271
If the appointment of the Interim Superintendent as Interim
Superintendent is not approved, this Contract shall be null and
void and of no further fores and effect.

If a specific word, phrase, clause, sentence, paragraph, or
Part of this Contract is or is found to be illegal or
unenforceable under federal or state law, then the remainder of the
Contract shall renain in force and effect.

approved this agreement and caused this instrument to be executed
in its name by its Chair, and Dr. Barker has accepted this
