The pesticides regulations in India are governed by two different
bodies 1. Insecticides Board and Registration Committee (CIBRC) http://cibrc.nic.in/
2. Food Safety and Standards Authority of India (FSSAI)

Regulatory framework of Crop protection chemicals in India
Regulatory framework of GM crops in India
the research of a new agrochemical requires generating a large database of the
chemical nature of the molecule, its action selectivity, residual toxicity etc. This involves huge efforts as the manufacturer has to conduct studies and generate data to demonstrate the safety and efficiency of the product. For a new chemical, the cost is about US$ 150 million and is almost the same as the expenses incurred on innovation. The whole process may take 8-10 years. After approval by regulatory authorities, fertilizer products take minimum 18 months to launch in market where as pesticides products takes 24 months to launch in market. Minimum three seasonal trials of products on field are mandatory before launching the product. GM approval data is available on following website http://www.isaaa.org/gmapprovaldatabase/
