1. INTRODUCTION
The Government of India established the National Board of Examinations (NBE)
in 1975 with the objective of improving the quality of the Medical Education
by establishing high and uniform standards of postgraduate examinations in
modern medicine on an all India basis and utilizing existing infrastructure for
capacity building.
NBE at present conducts postgraduate and postdoctoral examinations in
approved specialties leading to the award of Diplomate of National Board. The
Medical Council of India has laid down standards for postgraduate examinations
conducted by various medical colleges and affiliated to concerned universities
and other institutions, yet the levels of proficiency and standards of evaluation
vary considerably in these institutions.
The Examinations conducted by NBE provide a common standard and
mechanism of evaluation of minimum level of attainment of the knowledge and
competencies of medical specialties. Moreover, intra country and international
comparisons are facilitated with the availability of common evaluation mechanism.
RECOGNITION OF DNB QUALIFICATIONS
The Nomenclature of the qualification awarded by the National Board
of Examinations is Diplomate of National Board. The list of recognized
qualifications awarded by the Board in various Broad and Super specialties
as approved by the Government of India and included in the First Schedule
of IMC Act 1956 is as given in Annexure-I A.
As per the Indian Medical Council Act 1956; the power to recognize medical
qualification and determine their equivalence rests with the central government.
The Diplomate qualifications awarded by the National Board of Examinations
are equated with the postgraduate and post doctorate degrees awarded by
other Indian Universities for all purposes including appointment to teaching
posts as lecturer/Assistant Professor by the Government of India, Ministry of
Health and Family Welfare; vide their notifications issued from time to time.
The holders of Boards qualification awarded after an examination i.e. DNB are
eligible to be considered for specialists post/faculty in any hospital including
a training/teaching institution on a teaching post/as a faculty member.
Diplomate National Board qualifications are well recognized and accepted as
high standard specialist qualifications.

2. INFORMATION FOR CANDIDATES

2.1.
DNB Final is an exit examination leading to the award of DNB

qualification.
2.2.
A candidate holding a medical qualification (MD/MS) i.e. having

passed the final examination in a broad specialty recognized as per
the provisions of Indian Medical Council Act 1956 as amended from
time to time OR a candidate registered with NBE as a DNB trainee and
obtaining requisite period of training as prescribed by the NBE & fulfilling
other eligibility criteria as stated in this Information Bulletin may appear
for the DNB final examination (Broad Specialty) provided that MD/MS
degree has been awarded to MD/MS candidates on or before
30th September, 2016.
2.3.
The examinations are held only as per the schedule of examinations

prescribed by NBE from time to time.
2.4
Applications for admission to the examination should definitely reach

NBE by the specified date.
2.5
The list of specialties in which examination will be conducted can be

seen at Annexure II.
2.6.
Statements made by the candidate in the application form shall be

certified by the head of the institution at the appropriate place and the
application shall be supported by the relevant documents. Candidates
who are not in service shall get their forms signed by Head of
Institute where they have trained or where they are working.
2.7.
Applications of candidates producing false or fabricated records will not

be considered and the candidate may be further debarred from appearing
in any future examinations.
2.8.
Candidates should go through this bulletin carefully for eligibility criteria

before writing to NBE. Queries pertaining to eligibility and other issues
will only be entertained if the information requested is not given in the
bulletin or on website www.natboard.edu.in
2.9.
Incomplete applications or application not in accordance with prescribed

instructions will not be considered. In such cases, the examination fee
shall not be refunded.
2.10.
Fee shall neither be carried forward to a future date nor refunded under
any circumstances. Applications received after the due date shall be
returned in original.

2.11.
Candidate found to be ineligible at any stage of DNB examination,

will not be permitted to appear in the examination. In an unlikely
event of any ineligible candidate appearing and/or passing the
DNB examination, the results/candidature of such candidate shall
be cancelled and/or are deemed to be cancelled.
2.12.
Instructions in the information-bulletin are liable to change based on

decisions taken by the NBE from time to time. However, candidates shall
be governed by Information Bulletin vide which they were registered for
determining the eligibility. For theory & Practical Exams the candidates
shall be governed by Information Bulletin by which they apply for the
theory Examinations.
2.13
NBE reserves the right to withdraw permission, if any, granted

inadvertently to any candidate who is not eligible to appear in the
DNB Examinations even though the admit card/roll number has
been issued or name/roll number is displayed on NBE website.
2.14
Candidates eligibility is purely provisional & is subjected to the

fulfillment of meeting eligibility criteria as defined by NBE.
2.15
a. NBE reserves its absolute rights to alter the examination schedule,

pattern, policy and guidelines at any time during the continuation or after
the completion of DNB training (2 or 3 years/as the case may be.) The
candidate shall have no right whatsoever for claiming/deriving any right
from past or present schedule, policy and guidelines of NBE.
b. NBE reserves its absolute right to alter, amend, modify or apply any
or some of the instructions/ guidelines contained in this information
bulletin.
2.16.
The existing schedule, pattern, policy and guidelines are for ready
reference only but in no way they are or are ought to be treated as
representative or acknowledgment of fact that NBE is bound to follow
the same in future.
2.17.
In case of any ambiguity in interpretation of any of the instructions/

terms/rules/criteria regarding the determination of eligibility/conduct of
examinations/registration of candidates/information contained herein
the interpretation of the National Board of Examinations shall be final
and binding in nature.
2.18.
Request shall not be entertained for change in date/center of examination

under any circumstances.

2.19.
In any case of disputes, English version of the bulletin shall be applied

and followed.
2.20.
Absentees from the examination shall forfeit their examination fee.
2.21.
Photocopy of the filled in application form may be retained by the

candidate for future reference.
2.22.
All certificates (photocopies) should be self attested/self-certified.

Unattested/Uncertified copies will not be accepted under any
circumstances.
2.23.
Result and Roll number for DNB Final Examinations may also be seen
on the website www.natboard.edu.in
2.24.
Candidates should ensure before applying for the registration that their
MBBS/MD/MS/Diploma is recognized by MCI. If it is found at any time
that the Degree/Diploma is not recognized by MCI then NBE will have
the right to cancel the registration.
Registration with NBE is mandatory for all candidates appearing in DNB

Examinations.
2.25.
All the correspondence should be addressed to the Executive Director,

Marg, Ansari Nagar, New Delhi-110029. Candidates are requested
to kindly superscribe the envelope with the subject matter of the
correspondence for expeditious processing. For queries submitted by

subject line and include your complete contact details.
2.26.
The jurisdiction for court cases/disputes shall be at Delhi in the

Delhi High Court.

4. EXAMINATION
For Broad Specialties:
The DNB Final is a two-stage examination comprising of theory and practical
examination.
An eligible candidate who has qualified the theory examination is permitted to
appear in the practical examination.
A candidate unsuccessful in the first attempt of practical examination is permitted
to undertake two more attempt(s) in practical examination, these attempts shall
be any two practical exams of the exams placed with the next three sessions
of theory examination and after payment of full examination fees as may be
prescribed by NBE.
(Example : candidates qualifying theory examination in December 2016 session
shall appear for their first attempt in the practical exams placed in March/April/
May 2017 session compulsorily and in the event of they not passing this practical
examination, the candidate(s) may take any two attempts at the practical exams
placed along with the next three consecutive theory sessions)
Absentation from Practical Examination is counted as an attempt.

DNB Candidates: Candidates who have undergone training as a DNB

trainee at any National Board of Examinations accredited institute or any
medical college/university recognized institute after having registered
with NBE as a DNB trainee and are completing their prescribed (as per
registration letter) training as DNB trainee as per the following schedule
can undertake the DNB Final Examination in the same specialty subjected
to completion of training by the date mentioned & submission of certificate
to this effect.

Submission of Training Completion Certificate along with leave records for

DNB trainees is an essential pre-requisite. In case the candidate does
not submit the training Completion certificate (as per applicable
format given in Annexure III & IV) with the application form, his/her

Ex-candidates are required to submit copy of training completion

certificate as per Annexure IV.
Request for extension in cut off date for completion of training for
the purpose of eligibility determination for DNB final Examination

is an essential prerequisite. In case the candidate does not submit the requisite
proof of MD/MS degree his/ her application shall be rejected & fees forfeited.
C. Post Diploma : Candidates who are registered with NBE and completing
their prescribed training (as per the registration letter) by 30th June, 2017 are
eligible (Admission Session January 2015) Submission of Training Completion
Certificate along with leave records for DNB trainees is an essential prerequisite.
In case the candidate does not submit the training Completion certificate and

Candidates not completing their DNB training at the time of submitting
the application are required to submit provisional training completion

DNB Examination at sole discretion of NBE and subject to compliance of
eligibility criteria prescribed.

Thesis Submission to NBE
As per NBE norms, writing a thesis is essential for all DNB candidates towards
partial fulfillment of eligibility for award of DNB degree certificate.
DNB candidates are required to submit their thesis before the cutoff date which
shall be 30th June of same year for candidates appearing for their scheduled
December final theory examination. Similarly candidates who shall be appearing
in their scheduled June DNB final examination shall be required to submit their
thesis by 31st of preceding December.

4.3 Examination (Broad Specialties) :

a) Theory Examination
I. The theory examination comprises of four papers, maximum
marks 100 each.
II. There are 10 short notes of 10 marks each, in each of the papers. The
number of short notes and their respective marks weightage may vary
in some subjects/some papers.
III. Maximum time permitted is 3 hours.
IV. Candidate must score at least 50% in the aggregate of 4 papers to
qualify the theory examination. Grace marks of up to 2% of maximum
marks i.e. 8/400 shall be given only to the candidates falling in the zone
of consideration i.e. securing between 192-199 marks out of 400. For
candidates of General Medicine, Paediatrics and Family Medicine
wherein Paper 4 is MCQ based, there is no grace marks in MCQ
based papers. In these disciplines, grace marks of up to a maximum
of 6 marks only shall be given to the candidates falling in the zone
of consideration i.e. securing between 194-199 marks out of 400.
V. Fourth paper for General Medicine, Paediatrics and Family Medicine
shall be Multiple Choice Questions (MCQ) based. There shall be 200
questions of single response type. Each question shall carry 0.5 marks
i.e. maximum marks shall be 100. There shall be no negative marking.
There shall not be any grace marks for MCQ based paper.
VI. Only those candidates who have qualified the theory examination are
permitted to take up the practical examination.
b) Practical Examination:
I. Maximum Marks: 300.
II. Comprises of Clinical Examination and Viva.
III. Candidate must obtain a minimum of 50% marks in the Clinical
Examination (including Viva) to qualify for the Practical Examination.
There is no grace marks in Practical examination.
IV. There are a maximum of three attempts that can be availed by a candidate
for Practical Examination.
V. First attempt is the practical examination following immediately after the
declaration of theory results.
VI. Second and Third attempt in practical examination shall be permitted out
of the next three sessions of practical examinations placed alongwith
the next three successive theory examination sessions; after payment
of full examination fees as may be prescribed by NBE.
VII. Absentation from Practical Examination is counted as an attempt.
VIII. Appearance in first practical examination is compulsory;
IX. Requests for Change in center of examination are not entertained, as
the same is not permissible.

4.5 Declaration of DNB Final Results

DNB final is a qualifying examination.

Results of DNB final examinations (theory & practical) are declared as
PASS/FAIL. In case, the applicant candidate is provisionally eligible on
date of declaration of result his/her result shall be withheld & shall be
declared only upon being status eligible DNB final Practical result shall
not be declared if, the candidate has not submitted final training completion
certificate in the prescribed format and/or the thesis has not been accepted.
The details of marks obtained/grading in final theory/practical Examinations
will be provided to unsuccessful candidates. Procedure for obtaining
question wise marks can be seen at NBE website (Notice dt. 20.04.10,
14.12.11)
There will be no re-evaluation or rechecking/re-totaling of papers.
Requests for re-evaluation/re-totaling shall not be entertained.
The results can also be seen on website www.natboard.edu.in or at the
(Ansari Nagar) office of NBE. The signed copy of results shall be treated
as final for all intents and purposes.
Candidates successful in theory examination will be informed by means
of a letter, and/or email about details of the practical center. No separate
certificates for passing theory examination will be issued.

www.natboard.edu.in
Candidates successful in the practical examination are sent Provisional
Certificate of Passing DNB individually by Speed Post.
Under normal circumstances the certificates of passing are dispatched
to the candidates within four weeks of declaration of results, however,
due to unforeseen circumstances, this period may vary.
For duplicate provisional pass certificate submit a request letter stating
reasons to issue a duplicate certificate, copy of FIR lodged with police
authorities for loss of certificate, affidavit in support of application (attested
by public notary/oath commissioner/judicial magistrate), fee of One
thousand for document upto preceding 3 years and Two thousand rupees
for documents more than three years old. The demand draft should be
made in favour of National Board of Examinations, payable at New Delhi.
Candidates are advised not to canvass or approach NBE for handing over
the passing certificate.
Please note that submission of Thesis is an essential criteria for appearing
in DNB Final Examination. Please refer Para 4.2 for details.
Final result in respect of DNB candidates shall be declared only on
completion of entire duration of training, thesis acceptance and submission
of final training completion certificate in the prescribed format.

successful candidates have to pay enrolment fees of Rs.2500/(Two Thousand Five Hundred Only), towards enrolment as a Diplomate
of National Board of Examinations.

UNFAIR MEANS
If during the course of training / examination, a candidate is found

indulging in any of the following, he/she shall be deemed to have use
unfair means.
Candidate undergoing DNB training if by himself or in connivance with
the accredited Institute authorities tries to abstain himself from DNB
training or submits false/ forged certificate towards DNB training.
Maintaining incomplete/incorrect log book, attendance records, training
schedule, thesis work etc.
Submission of DNB training certificate with wrong dates of joining and
completion of training.
Candidate misbehaving or using abusive language with other DNB
trainees or patients or staff of accredited institute or with the faculty
of the accredited institute.
Candidate who has resigned from DNB course (after joining the DNB
course) if appears for DNB entrance during the scheduled duration
of training.
If a candidate is found to have made a wrong statement in his/her
application form for admission to the examinations / counseling /
training or has attempted to secure or has secured admission to
any of the examinations of NBE by making a false statement or by
production of a false document .
If at any stage a candidate has tampered with any entry in the certificate
or statement of marks or any certificate issued by any governmental or
non-governmental body or any other document that has been issued
to him/ her by the Board.
In the answer book, a candidate is not permitted to write his/her name
or put his/her signature or put any sign or mark( except the jacket of the
answer sheet) which may disclose his/her identity to the examiner.
Use/possession of any kind of electronic gadgets including mobile
phones with or without internet (whether the gadgets are actually used
or not).
Having in possession of any note-book(s) or notes or chits or any
other unauthorized material concerning the subject pertaining to the
examination paper.
Anything written on any part of clothing, body, desk, table or any
instrument such as setsquare, protractor, blotting paper and question
paper etc.
Giving or receiving assistance directly or indirectly of any kind or
attempting to do so.

other than the Examination Staff, during the examination time in the
examination center Computer Laboratory.
Consulting notes, books or any other material or outside person while
going out of the examination hall/Computer Laboratory to toilet or to
any other place.
Taking away the answer book out of the examination hall/room.
Impersonation.
Candidate appearing multiple times with same or different identity
in different sessions of same examination conducted on Computer
Based Testing platform.
Using or attempting to use any other undesirable method or means
in connection with the examination.
Smuggling out Question Paper or its part; or smuggling out answer
book/supplementary answer sheet or part thereof.
Running away or swallowing or destroying any note or paper or material
found with him/her.
If the answer books show that a candidate has received or given help
to any other candidate through copying.
Threatening any of the officials connected with the conduct of the
examinations or threatening of any of the candidates.
Found exchanging answer book or question paper with solution or
copying from unauthorized material.
Peeping into the computer monitor screen of the other candidate.
Disclosing his/her identity or making distinctive mark in the answer book
for that purpose or fails to deliver his/her answer book/continuation
sheet before leaving the examination hall.
Hacking or attempting to hack or causing interference with the website
of NBE or its Technology Partner(s) or their Information Technology
systems.
Tampering with Information Technology systems of NBE or Technology
Partner(s) or Computer Laboratory.
Damaging the computer systems of computer Laboratory.
Candidate appearing in FMGE is ineligible to appear in any other NBE
exams till such time the candidate qualifies FMGE and is registered by
Medical Council of India / State Medical Council, a candidate appearing
in FMGE and other exams in the same session is an unfair means
case and is to be dealt accordingly.

Candidate found to have attempted or trying to attempt personally or

through another person to influence or pressurize an examiner, or any
officer or official connected with the examinations of the NBE or its
technology partner, either at the Board or at the office of technology
partner or their respective residence(s), in any matter concerned with
the examinations.
All candidates appearing or have appeared in examinations conduct
by NBE are governed by Non-Disclosure Agreement (NDA) which
prohibits the candidate from publishing, reproducing or transmitting
any or some contents of the test, in whole or in part, in any form or
by any means verbal or written, electronic or mechanical or for any
purpose. Any candidate violating the NDA will be treated as UMC.
If at any stage if it is found that the candidate has appeared multiple
times in the same session of examination or has appeared in same or
different examination of NBE with different names, unfair means case
shall be registered against such candidate and dealt accordingly.
Any act of candidate/any person which is detrimental to safe, secure
and smooth conduct of examination and the decision of EEC in this
regard shall be final.
Candidate is found talking/peeping to another candidate during the
examination hours in the examination room.
A candidate who refuses to obey the Superintendent of Examination
center/ Computer Lab and changes his/her seat with another candidate
and/or creates disturbance of any kind during the examination and/or
otherwise misbehaves in the examination hall .
A candidate found copying from notes written on any part of his/
her clothing, body, desk or table or instrument like setsquares,
protractors, scales etc. or who is found guilty of concealing, disfiguring,
rendering illegible, swallowing or destroying any notes or papers or
material found with him/her or found exchanging answer book or
question paper with solution or talking to a person or consulting notes
or books outside the Examination Hall, while going to the toilet or in
the toilet.
Any candidate found guilty of having adopted anyone or more of the
above Unfair means/misconduct is liable to be penalized with a penalty
by the Ethics Committee, which may vary from cancellation of the
examination/expulsion up to next 14 attempts/7 yrs and/or cancellation
of candidature as may be decided by Examinations Ethics Committee
after considering each case.
The above list is purely indicative. If any act of omission or commission
attributed to the candidate/intent by the candidate to vitiate the
sanctity of the examination in decision of NBE shall be taken up as
unfair means.

10. NBE LEAVE RULES

1.
DNB Trainees are entitled to leave during the course of DNB training as per
the Leave Rules prescribed by NBE.
2.
A DNB candidate can avail a maximum of 20 days of leave in a year excluding

regular duty off/ Gazetted holidays as per hospital/institute calendar/policy.
3.
MATERNITY LEAVE:
3.1.
A female candidate is permitted a maternity leave of 90 days once

during the entire duration of DNB course.
3.2.
The expected date of delivery (EDD) should fall within the duration of
maternity leave.
3.3.
Extension of maternity leave is permissible only for genuine medical

reasons and after prior approval of NBE. The supporting medical
documents have to be certified by the Head of the Institute/hospital
where the candidate is undergoing DNB training. NBE reserves its
rights to take a final decision in such matters.
3.4.
The training of the candidate shall be extended accordingly in case

of any extension of maternity leave being granted to the candidate.
3.5.
Candidate shall be paid stipend during the period of maternity leave.

No stipend shall be paid for the period of extension of leave.
4.
Male DNB candidates are entitled for paternity leave of maximum of one
week during the entire period of DNB training.
5.
No kind of study leave is permissible to DNB candidates. However, candidates

may be allowed an academic leave as under across the entire duration of
training program to attend the conferences/CMEs/Academic programs/
Examination purposes.

Under normal circumstances leave of one year should not be carried forward
to the next year. However, in exceptional cases such as prolonged illness the
leave across the DNB training program may be clubbed together with prior
approval of NBE.
7.
Any other leave which is beyond the above stated leave is not permissible
and shall lead to extension/cancellation of DNB course.
8.
Any extension of DNB training for more than 2 months beyond the scheduled
completion date of training is permissible only under extra-ordinary
circumstances with prior approval of NBE. Such extension is neither

automatic nor shall be granted as a matter of routine. NBE shall consider

such requests on merit provided the seat is not carried over and compromise
with training of existing trainees in the Department.
9.
Unauthorized absence from DNB training for more than 7 days may lead
to cancellation of registration and discontinuation of the DNB training and
rejoining shall not be permitted.
10.
Medical Leave
10.1.
Leave on medical grounds is permissible only for genuine medical

reasons and NBE should be informed by the concerned institute/
hospital about the same immediately after the candidate proceeds
on leave on medical grounds.
10.2.
The supporting medical documents have to be certified by the Head

of the Institute/hospital where the candidate is undergoing DNB
training and have to be sent to NBE.
10.3.
The medical treatment should be taken from the institute/hospital

where the candidate is undergoing DNB training. Any deviation from
this shall be supported with valid grounds and documentation.
10.4.
In case of medical treatment being sought from some other institute/

hospital, the medical documents have to be certified by the Head of
the institute/hospital where the candidate is undergoing DNB training.
10.5.
NBE reserves its rights to verify the authenticity of the documents
furnished by the candidate and the institute/hospital regarding Medical
illness of the candidate and to take a final decision in such matters.
11.
11(i) Total leave period which can be availed by DNB candidates is

120+28 = 148 days for 6 years course, 60+14=74 days for 3 years course
and 40+10 = 50 days for 2 years course. This includes all kinds of eligible
leave including academic leave. Maternity /Paternity leave can be availed
separately by eligible candidates. Any kind of leave including medical leave
exceeding the aforementioned limit shall lead to extension of DNB training. It
is clarified that prior approval of NBE is necessary for availing any such leave.
11(ii) The eligibility for DNB Final Examination shall be determined

strictly in accordance with the criteria prescribed in the respective
information bulletin.
Eg:- Candidate joining DNB 3 year course in July 2016 admission

session on 15th Oct. 2016 shall be completing his/her DNB training on
14th Oct. 2019 under normal circumstances wherein there is no extension
of training. If his/her training is extended due to leave on medical grounds
or any other reason for 3 months after adjusting eligible leave available
in the entire duration of DNB training, the training shall be completing on
14th Jan. 2020. If as per the Information Bulletin for Final Examination June
2019, the cutoff date for completion of training is 31st Dec. 2019, such
candidate shall not be eligible for June 2019 Final Examination.

Regarding
Sir,
I am directed to invite your kind attention to this Ministrys letter No. V.11025/6/94ME(UG), dated 2.10.1994 (copy enclosed) on the above mentioned subject
wherein it was stated that due importance to NBE qualifications may be given
and the same may be treated at par with MD/MS degrees of Indian Universities
or all posts, including teaching posts as National Board of Examinations is an
autonomous body directly under the control of the Central Government and
is keeping high standard of medical education. It was also provided their in
that for teaching appointments in Broad specialities, the holder of Diplomate
NBE should have at least one year teaching experience as Tutor/Registrar/
Demonstrator or equivalent post in a recognized medical college imparting
undergraduate training to be eligible for appointment as Lecturer, and the
holder of Diplomate NBE in Super-Specialities is required to undergo training
for two years in a recognized medical college having recognized postgraduate
medical degree in the concerned speciality to be eligible for appointment as
Lecturer.

The Government has reviewed in detail the issue of the above requirement
of additional one/two years teaching experience for DNB degree holders
for appointment as Lecturer in Broad Specialities/Super-specialities. After
taking into consideration all facts of the matter, the Government has come
to the conclusion that for the purpose of appointment of DNB degree
holders to the teaching posts, the requirement of additional one/two
years teaching experience as stipulated in the above instructions dated
3.10.1994 needs to be discontinued. Accordingly, these instructions stand
amended to this extent.

It was also brought to the notice of this Ministry that some of the employing
organizations are not considering the medical qualifications awarded by
the National Board of Examinations a s equivalent to MD/MS, DM/M.Ch.
degrees awarded by various other universities for appointment to various
posts. The advertisements issued for specialist/faculty positions by various
recruiting agencies thus do not invited applications from the holders of the
DNB qualifications. As clarified in the above instructions dated 3.10.94, it is
reiterated that the medical qualifications awarded by NBE are recognized
qualifications included in the First Schedule to IMC Act, 1956 and are
considered at par with MD/MS, DM/M.Ch qualifications of other universities.

It is therefore requested that the above position may please be brought to

the notice of recruiting agencies under your control that while advertising for
various positions for which MD/MS, DM/M.Ch. qualifications are required, it
may also be specifically mentioned therein that hose candidates possessing
the DNB qualifications are also eligible to apply for such positions. Further,
in view of the above decision to discontinue the requirement of teaching
experience of one/two years for those having Diplomate NBE qualifications
in broad/super-speciality disciplines for appointment to teaching posts,
the candidates possessing the DNB qualifications may be considered for
appointment to teaching posts as Lecturer in speciality/ super speciality
disciplines without insisting on the additional teaching experience.

Sir,
I am directed to say that medical qualification awarded by the National Board of
Examinations are included in the First Schedule to the Indian Medical Council
Act, 1956 and are considered at par with Postgraduate Medical qualifications of
the Indian universities. However, it has been brought to our notice that employing
organizations are not recognizing these degrees at par with MD/MS degrees of
other universities. As the National Board of Examinations, an autonomous body
directly under the control of the Central Govt., is keeping high standard of medical
examinations and it is requested that all concerned may please be instructed to
give due importance to NBE qualifications and treat them at par with MD/MS of
Indian Universities for all posts, including teaching post.
The Medical Council of India while considering the question of equivalence
of MAMC/MNAMS/Dip. N.B. qualification awarded by the National Board of
Examinations with M.D./M.S. and D.M./M.Ch. qualifications granted by the
university/medical Institutions, has adopted the following recommendation,
which was circulated to all the authorities concerned by the Council on 6.12.93
for information and necessary guidance:
It is recommended that for teaching appointments in the broad specialities the
holder of Diplomate NBE should have at least 1 year teaching experience as
Tutor/Registrar/Demonstrator or equivalent post in a recognized medical college
imparting undergraduate teaching and training for appointment as Lecturer.
Regarding the candidates holding Diplomate NBE in super specialities, the
training shall be for 2 years in a recognized medical college having recognised
postgraduate medical degree in the concerned speciality for appointment
as Lecturers

Sub: Conducting of DNB courses at medical colleges/institutions-Regarding
Sir,
I am directed to say that this Ministry vide letter of even number dated
17th August, 2004 communicated its decision that the medical institutions in the
country running post-graduate/super-speciality courses permitted/ recognized
as per MCI norms, are permitted to run DNB programmes provided they have
additional faculty to train DNB candidates. The position was also reiterated
vide letter dated 19th September, 2005 addressed to various Health/Medical
Education Secretaries of all the States/UTs to admit DNB trainees in various
PG/Super-Speciality courses provided they have additional faculty since it was
brought to our notice that the medical colleges are not being able to start the
DNB courses even though they had additional faculty. This was primarily with
a view to ensuring optimal utilization of manpower and the clinical load, which
is available in various medical colleges for production of quality manpower.
This letter was based on MCIs stand in the matter as contained in their letter
no.22(1)/96-Med/14368 dated 17.9.1996 that it would not have any objection in
introducing DNB courses in medical institutions in the concerned departments
provided the PG teachers of the respective departments admitting students
under them for MD/MS/DM/M.Ch. courses may not register students under
them for DNB Courses simultaneously.
It has now been brought to our notice that the MCI vide their letter dated
11.11.2005 addressed to various Universities, Directors of Medical Education
of all State Governments/UTs, Secretaries of health/Medical Education
Departments of all the States etc, interalia, informing them that it may be made
sure by them not to conduct DNB and other parallel courses i.e. CPS etc. in
any subject along with MD/MS/DM/M.Ch./PG Diploma courses wherever the
intuitions have been permitted/recognized to conduct MD/MS/DM/M.Ch. and
PG diploma courses. It has also been stated therein that the decision has
been taken by the PG Committee and the same ahs been communicated
to all concerned. This is contrary to the stand taken by this Ministry in this
regard. In this connection,

it is also to be stated that any decision taken by the PG Committee of MCI,

including those with regard to the policies, is only recommendatory in nature and
requires the approval of the Council and the Government. In the present case, if
the PG Committee/the Council considered that the earlier policy of allowing DNB
courses to be run parallel to MD/MS etc. in medical colleges requires any change,
the Council should have sent such proposal along with reasons for the proposed
change of their stand to the Government for its consideration particularly when the
Central Government have issued instructions to all concerned allowing conduct of
DNB courses along with MD/MS etc. subject to availability of additional faculty, it
is pertinent to point out that the copy of the instructions of the Central Government
dated 19.9.2005 was also specifically endorsed to the Acting President of MCI
for their information. Accordingly, MCI may send the recommendation of the
PG Committee along with detailed reasons for change of their earlier stand in
regard to allowing DNB courses to be run in medical colleges along with MD/
MS/DM/M.Ch./PG Diploma courses against excess faculty to the Government
for consideration.
Issue of this communication dated 11.11.2005 by the MCI directly to various
agencies including State Governments contrary to the instructions issued by
the Central Government based on the MCIs earlier stand on the matter is not
only not appropriate but has also created confusion in various institutions/State
Governments. Till such time as the Government takes a final decision on the
PG Committee recommendations, the Government instructions as contained
in letter dated 19th September, 2005 will remain in force. A copy of this letter is
being sent to all concerned

PUBLIC NOTICE
The Medical Professionals and General Public are hereby informed that the
Medical Education in the country is governed by the Indian Medical Council
(IMC) Act, 1956 and various rules and regulations made thereunder which
are mandatory and binding in nature.
The letter No. MCI-12(1)/2014-Med-Misc./101884 dated 09.04.2014 issued
Medical Council of India (MCI) to the Health Secretaries/DMEs of States/UTs
in connection with instructions relating to the amendment in Teachers' Eligibility
Qualification Regulations, 1998 is void ab-initio. Such kind of instructions which
country to the provisions contained in IMC Act. 1956, rules and regulations
issued by Medical of India (MCI) without prior approval of the Ministry of
Health & Family Welfare are not valid.
Further, the observations made by the Executive Committee in its meeting held
on 14.03.2014 regarding permissibility and equivalence of DNB degree are
untenable in view of Teachers' Eligibility Regulations Amendment Notification
dated 11.06.2012 which was notified after wide consultation and approval of
the Competent Authority.
